BACKGROUND AND PURPOSE OF THE ASSIGNMENT
The overall objective of WFP in Mozambique is to support the government in achieving Sustainable Development Goal 2 (SDG2 – End hunger, achieve food security and improved nutrition and promote sustainable agriculture). Based on national development priorities, WFP Country Strategic Plan (2G CSP) 2022-2027 aims to support long-term recovery and resilience and contribute to addressing the underlying causes of food insecurity and malnutrition in Mozambique.
Within this strategic framework, in the latest years, WFP has been supporting smallholder farmers in over ten different projects aiming at multiple objectives: promotion of market linkages (private traders and schools) and access to agricultural inputs, market price information, and weather forecasts; enhancement of agricultural production; reduction of post-harvest losses and promotion of adequate storage technologies; promotion of climate-resilient livelihoods through integrated climate risk management and climate-smart agriculture skills.
Despite efforts of the Government of Mozambique, WFP, and other government partners, the marketing of agricultural products remains a challenge in Mozambique. Amongst others, smallholder farmers continue facing limitations related to access to market information, long distance to market, lack of transport, poor conditions of roads, a limited number of traders, etc. Taking advantage of these factors, local brokers force remote-based smallholder farmers into the situation of price-taking. There is a large asymmetry in accessing market information and producers are the most disadvantaged; the Market Information System has limitations in terms of geographical coverage; deficient information dissemination techniques do not allow an adequate flow of information and make it hard to reach all the actors involved in the production chain.
To support smallholder farmers to overcome such obstacles, WFP is implementing a pilot initiative through a digital platform called Farm2Go. This is a digital marketplace where the different actors of the smallholder farmer value chain can interact remotely and in real time. The platform enables farmers to deposit their crops digitally and link them with the available market offers, and local buyers registered in the system. This adds value to the smallholder farmer by connecting them with buyers whom previously they did not have access and assists WFP to create transparency and traceability in the smallholder farmer value chain. The transactions recorded on the platform give WFP Managers and partners access to data they need to make informed operational decisions.
STANDARD MINIMUM QUALIFICATIONS
Education: Secondary School, post-Secondary School certificate/degree in any related functional area
Language: Fluency in both oral and written communication in English and Portuguese Languages.
Experience: Minimum of 5 years of relevant work experience, including working with communities, smallholder farmers Organizations, associations, group of producers and development program. Experience in smallholder farmers marketing support is desirable, in particular on use of digital platforms for market access (virtual farmer marketing). Ability to use computers and standard software packages and systems.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct supervision of the Head of Field Office and by ACT3 Team based in CO, the Programme Assistant will provide support to smallholder farmer in agricultural marketing activities, access to Farm2Go platform and other related project activities in coordination with the SDAEs and other stakeholders. The Programme Assistant will go through the following tasks to strengthen skills and build capacities of government authorities:
- Provide extensive support to project’s implementation in the areas of operations.
- Be the liaison person between stakeholders (farmers, buyers, district authorities, etc.) and WFP.
- Provide guidance, on-the-job training, technical assistance, and support to the smallholder farmers in agricultural marketing, use of Farm2Go platform to other relevant project components.
- Ensure the delivery of relevant trainingsto the beneficiaries and other stakeholders as per planned schedule and in full respect of their dignity.
- Ensure the gender balance in the composition of beneficiary groups and the active participation of women in decision-making processes.
- Develop and update a list of traders with interest to procure agricultural products with assisted PO’s.
- In close collaboration with district authorities (SDAEs) register farmers to ensure participation in and adherence to the project.
- Conduct regular monitoring visits and report using WFP monitoring report templates.
- Train cooperating partners on the above-mentioned monitoring and reporting system.
- Prepare and submit monthly performance reports to identify capacity gaps in implementation and provide recommendations for improved performance of the programs/project.
- Ensure rational and responsible use of WFP assets allocated to efficiently develop the tasks.
- Undertake day to day office tasks, including responding to emails, telephone enquiries, filing.
- Undertake any other duties as required.

- Good knowledge of training and workshop tools, communication skills for grassroots organizations.

- Good knowledge of gender approaches.
- Capable of working with minimum of supervision
