STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced University degree in Social science, Economics, International Relations, Planning, Management, Monitoring and Evaluation of Project/ Programme, or First University degree with additional years of relevant work experience and/or training/courses.

Experience:

  • Senior : At least fifteen (15) or more of postgraduate professional work experience in Project/ Programme Management, Monitoring and Evaluation in the developpement sector or other related fields.
  • Junior : At least ten (10) or more of postgraduate professional work experience in Project/ Programme Management, Monitoring and Evaluation in the developpement sector or other related fields.
  • Experience in coordination and the ability to work effectively with a range of stakeholders, including partners and governments.
  • Ability to analyze diverse information and develop recommendations;
  • Have participated in or conducted at least three (3) reviews/final reviews of major projects. These reviews had taken gender aspects well into account.

Skills:

  • Strong communications skills (both written and verbal) at a level appropriate for representation.
  • Skills in data management would be desirable
  • Ability to engage effectively at field level with a wide range of actors including those in the international humanitarian community and governments.
  • Ability to work under tight deadlines and simultaneously manage multiple tasks in an autonomous manner.
  • Maturity, initiative, courtesy, tact, and ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.
  • Good computer knowledge and skills.

Languages:

  • Fluency in both oral and written French and intermediate knowledge (level B) in English.

ORGANIZATIONAL CONTEXT

Since 2019, WFP Benin has been implementing a 5-year school canteen project with funding from the Netherlands to the beneficiary of 67,945 schoolchildren planned in 294 public primary schools with 2,275 smallholder farmers and food processors linked to 70 schools. This intervention has covered the communes of Boukoumbe, Toucountouna, Nikki, Klouekanme, Toviklin, Ifangni, and Zogbodomey in the departments of Atacora, Borgou, Couffo, Plateau and Zou. This project had aim to provide an integrated and inclusive school feeding program in a way that builds on and stimulates local production.

To measure the effects of the project, 3 studies should be conducted during the project cycle, namely: a baseline study, a mid-term review, and a final review. The reference study was conducted in December 2019 while the mid-term review was conducted in June 2022. The project expected to come to an end in December 2023, the final review must be conducted by the end of 2023.

WFP works with government, other UN agencies, NGOs, private sector companies and others to mobilize resources, find innovative solutions and reach vulnerable communities in Benin.

JOB PURPOSE

This job is found in Benin Country Office (Cotonou) and the job holders report to the RAM Officer or to the designate.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Analyze the architecture and content induced by the theory of change of the program in relation with the achievement of program results and effects.

2. Propose, per review question above, the appropriate methods to ensure cross-referencing of information

3. Apply a review matrix focused on responses to review questions, considering data availability challenges, budget and schedule constraints.

4. Employ the review criteria above (relevance, coherence, effectiveness, efficiency, impact, and sustainability) as a guideline for the final review.

5. Demonstrate impartiality and the absence of bias based on sources of information (groups of participants, including beneficiaries, etc.).

6. Ensure during the use of mixed methods that women, girls, men, and boys in the different groups of participants take part and that their different opinions are heard and used.

7. Integrate gender-specific issues into the analysis of the results, effects and impacts of the program.

8. Produce a final report to present to MAP and stakeholders.

9. Other as required.
