STANDARD MINIMUM QUALIFICATIONS

Education: Master’s degree with experience and training/courses in one or more of the following disciplines: DRR, CBDRM, Climate Change adaptation, Agricultural studies and Food Security, Natural Resource Management

Experience: 5-6 years’ experience, progressively responsible, job related experience in DRR/ FbF, Humanitarian work and Response planning or related area.

ORGANIZATIONAL CONTEXT

Working closely with various Government structures; the Ministry of Energy -Meteorological department, Ministry of Forestry, Ministry of Agriculture, Ministry of Education and Disaster Management Authority and many other line-ministries and partners – Analyse and document a case study on the benefits of acting early to further inform the development of a potential national system for FbF, using three focus districts as pilot sites (Mafeteng, Mohale’s Hoek and Quthing).

JOB PURPOSE

Currently there are no documented standard operating procedures (SOPs) for the generation, dissemination and utilization of climate data and information for preparing for, and act early before drought in Lesotho. Given that the frequency and severity of drought is likely to increase in Lesotho under climate change, developing an integrated EW/EA system for drought is critical for timely, effective and efficient prevention-oriented and resilience-focused interventions, particularly in the drought-prone southern districts targeted in this project. The project will close the loop for early warning and early action by connecting the enhanced forecasting for drought developed under the activities of Output 1.1.1 to an integrated and proactive early action and response system for drought. Output 1.1.2 will support the development of a national mechanism for forecast-based early action by developing a seasonal forecast and trigger system for drought in target areas, downscaled (country specific) from regional and national forecasts and will build the capacity of national stakeholders (LMS, MAFS, DMA, etc.) to define their own thresholds and triggers to inform the development of integrated early action plans. This system will be developed by LMS with the appropriate engagement from the International Research Institute for Climate and Society (IRI) of Columbia University.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Conduct initial desk-based consultations and research.

(a) Collect and compile the existing Response plan assessment information in Lesotho. The information must be collected from: i) National DRR strategy, ii) National Response Plan iii) key line ministries and departments; iv) NGOs and development agencies undertaking humanitarian work in country; v) existing DRR related documents such as the National Resilience Framework, and NDSP II; and v) the Lesotho Meteorological Services and Disaster Management Authority.

(b) Review relevant, up-to-date literature on Lesotho’s Disaster Risk Reduction and climate

change vulnerability of Lesotho.

2. Conduct field work – site visits, consultations, interviews, and focus groups – to identify the key elements of acting early and associated climate variability and change risks.

Topic of discussion include:

– Financial Impact (Government and partners)

– Food system value chain components

– Agricultural practices

– Household livelihood security strategies

– Historical climate shocks of relevance to food system production and access.

– Natural resource availability (e.g. surface and groundwater)

– Natural management practices (e.g. deforestation, soil erosion, range management)

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
