BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help achieve Zero Hunger in our lifetimes Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly, women and children, can access the nutrition food they need.

Before intervening on the ground, WFP I s first priority is to understand the food security situation of the population. Vulnerability Analysis and Mapping (VAM) is WFP's flexible operational tool that applies appropriate methods of data collection and strategic analysis to provide information that can be used to assist the decision-making process.

The objective of the VAM is to provide a trend analysis of vulnerability and basic and current food security conditions, and to geographically locate the distribution of the vulnerable population, highlighting the underlying and immediate root causes of vulnerability and food insecurity.

In parallel, VAM with M&E ensures that WFP programs generate quality evidence on the outcomes and effects of WFP food assistance activities on the lives of beneficiaries to inform operational decision making and strategic orientations.

In addition, for effective management, WFP has a COMET platform that is structured to support the design, implementation, monitoring and reporting processes. COMET is designed to record planning documents and partnerships, and to facilitate counting and reporting. The COMET tool was developed to serve as a single platform for integrating operational data, providing quality evidence of program performance, and facilitating informed and efficient decision making in a standardized format.

The purpose of this position is to generate and/or contribute to the VAM evidence base that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency) and provide visibility Of WFP VAM in Madagascar in-country assessment and coordination facilities

DUTIES AND RESPONSIBILITIES:

Under the direct supervision of the Head of VAM, and in close coordination with the Madagascar Deputy Country Director, the national VAM Officer will be responsible for the following activities:

  • Participate in the development and implementation of a food insecurity vulnerability analysis system that will enable WFP management and project managers to make major decisions regarding (i) the identification of factors affecting the food security of rural households, (ii) the definition and monitoring of food security indicators and (iii) the targeting of vulnerable areas and groups of people

  • Ensure close liaison and establish collaborative relationships with national and international organizations active in supporting food security, nutrition surveillance, disaster mitigation and early warning programs, in order to harmonize food security monitoring indicators and have a common understanding of vulnerability analysis in Madagascar

  • Ensure regular monitoring, through a system and network of data collection on vulnerability to food insecurity, for analysis and interpretation of changes in food aid interventions and targeting

  • Carry out field missions and assess the degree of vulnerability of village communities, and periodically test tools and instruments for rapid assessment of vulnerability to food insecurity

  • Ensure a periodic update of the food security situation prevailing in the different regions of the country and share it with humanitarian and development partners

  • Produce information bulletins and periodic reports on the analysis of vulnerability to food insecurity and trends over time, in order to guide the planning and programming process for food aid interventions

  • ​​​Liaise closely with other technical sections of the WFP office in order to integrate other aspects into the analysis of vulnerability to food insecurity and the targeting of operations.

  • Other as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advanced University degree in Economics, Demographics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience: At least 3 years mixed experience in the following:

  • Managing partnership for food security analysis, early warning and reporting
  • Conducting food security and nutrition assessments (e.g. CFSAM, SMART, market assessments, baseline surveys and rapid household FS assessments) from survey design, implementation, and analysis to reporting of findings in a way that they easily translate into operational programmatic response);
  • Conducting structured food security, livelihood and resilience analysis through various frameworks (e.g. IPC, HEA, ICA);
  • Multi-criteria targeting and prioritization processes which contribute to programmatic objectives;
  • Managing the implementation of food security monitoring systems, such as remote mobile monitoring systems and price monitoring.

Knowledge & Skills:

  • Hands-on experience in assessment and data analysis to inform humanitarian/development programme design, including targeting, early warning and partnership building;
  • Strong skills in conducting quantitative analysis using statistical software (SPSS required, STATA);
  • Strong skills in conducting and overseeing participatory qualitative data collection, including through Focus Group Discussions, Key Informant
  • Interviews etc. Experience working in a food and nutrition coordination and IPC analysis is an advantage;
  • Experience working in diverse, dynamic and innovative teams Ability to work independently, interacting with technical and non-technical internal and external stakeholders including decision-makers; Willingness to travel to hardship duty stations;

Languages: Fluency (level C) in French and English (level B)
