What will you do?

Strategy and Leadership:
1. As Deputy HR Head, co-lead and contribute to the delivery of CSP, WFP Somalia Country Office Governance Structure and country priorities.
2. In close consultation with the head of HR and in collaboration with other HR colleagues, unit managers, heads of area/field offices, contribute to defining the people/HR management plan, its process and timeline, specifically in relation to the talent acquisition and talent development activities;
3. Contribute to the annual and semi-annual reporting in the field of Talent Acquisition, Employer Branding, Learning & Development, Onboarding and Performance Management to submit to senior management and Head of HR a status update on these strategic HR activities.
4. Analyze, monitor, adapt and respond to a variety of complex internal and external queries related to HR policies, rules and regulations in order to provide guidance to managers and staff to ensure business process efficiency and successful adoption of recommended practices in alignment with wider WFP policies.
5. In collaboration with the Head of HR Unit, coach managers and employees of the Country Office to ensure they implement the people policy and meet their mutual commitments.
6. Champion gender parity and gender mainstreaming in the workplace.

Talent Acquisition:
1. Lead, supervise, guide and further develop the Talent Acquisition team and their respective activities.
2. Ensure in close collaboration with the teams that all HR communications and announcements are widely spread through communication channels for the purpose of attracting best talents and engaging WFP’s internal talents;
3. Manage the talent acquisition process end-to-end for positions based in the Country Office, in liaison with HR team in the Country Office and in close collaboration with the respective hiring managers.
4. Coach HR Business Partners at Area Office level to manage over time the talent acquisition process for positions based in the Area/Field offices, in liaison with HR team in the Country Office.

Learning and Development, Onboarding and Performance Management (Talent Development):
1. Lead, supervise, guide and further develop the Talent Development team and their respective activities.
2. In collaboration with the Head of HR Unit, Manage the L&D, performance management and onboarding process, systems and programmes for the Country Office.
3. Manage the delivery of effective on-boarding experiences at Country Office level in close coordination with the hiring managers.
4. Ensure awareness about performance management process, tools, systems for all types of contracts in Country Office. Carry out quality assurance of the performance management practices (quality of workplans and KPIs; compliance with the timeline; addressing underperformance effectively; follow-up on probations; etc).

Do you meet the minimum requirements?

Education: An advanced University degree in Human Resource Management, Public or Business Administration, Industrial/Organizational Psychology, Sociology or any other related field, attained from a recognized institution.

Experience: Three years of relevant professional working experience in Human Resources management and development, customer service, administration gained from reputable organizations. The candidates’ potential, commitment, agility to learn and think strategically are very important for this role.

Knowledge & Skills:

  • Experience working as part of a multicultural and diverse team, and/or leading one.
  • Deep knowledge of the recruiting market and trends.
  • Structured and lead multiple talent projects simultaneously to successful completion.
  • Fluency (level C) in English language
