ORGANIZATIONAL CONTEXT
Job holders report directly to the local Head of Sub-Office (HOSO) and functionally to the head of programs. They are likely to be working under the close support and guidance of a more experienced professional staff member, receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.
The Program Policy Officer of the Manakara Sub-Office will be responsible for supporting, under the direction of the HOSO, the five strategic objectives of the country's strategic plan:
1. emergency activities,
2. school feeding,
3. nutrition,
4. resilience,
5. capacity building of government partners in emergency preparedness.
JOB PURPOSE
The position holder will be responsible for supporting the following key areas:
1. Acting Head of Sub-Office in the absence of the Head of Sub-Office
2. Support the Sub-Bureau Chief to ensure alignment of the WFP Manakara program response strategy with the overall strategies of the WFP country office.
3. Management of FLA and cooperating partners
4. Ensure coherence and good coordination of activities between program and M&E teams.
5. Foster strong relationships with relevant stakeholders, including government partners, other UN agencies, NGOs and support inter-cluster coordination between SAMS, nutrition and health clusters to leverage synergies.
KEY ACCOUNTABILITIES (not all-inclusive)
- Lead program and supply chain teams in planning programmatic activities and monthly distribution planning.
- Manage a team of program staff covering all key activities (emergencies, school feeding, nutrition, resilience and emergency preparedness activities and ensure coherence of program activities.
- Support the implementation of all programmatic interventions in synergy with asset creation programs, support to small producers, school canteens and social protection.
- Support the preparation of resilience and social protection field plans to ensure that WFP can deploy the necessary resources and assist vulnerable populations.
- Support the establishment of data collection systems for nutritional surveillance and data analysis of nutrition programs, and ensure that WFP standards for monitoring and evaluation are applied.
- Contribute to the preparation of reports on programs and activities for informed decision-making.
- Liaise with staff from other internal business units to ensure effective collaboration and timely implementation of various program activities.
- Support the process of identifying, developing and managing partnerships.
- Support capacity building of WFP staff, partners and national government actors to prepare for and respond to food and nutrition assistance needs and future emergencies.
- Ensure that a transparent, standardized and competitive partner selection process is adopted for WFP activities, involving activity managers, field office.
- Ensure that the budget and FLAS formats used in the field office are up to date with the latest modifications.
- Implement an effective FLA management system, including monitoring of resource availability, resource commitments and payment of partner invoices.
- Inform HoSO of any policy changes in FLA management.
- Ensure alignment of BT operational plan with FLAS. In the event of changes, take action if necessary to amend the FLAS.
- Organize training for WFP cooperating partners on capacity building and WFP partnership principles.
- Conduct regular partnership reviews with Finance and Supply Chain units on budgetary and operational compliance.
- Regularly lead the performance evaluation process of cooperating partners prior to the expiry of agreements.
- Carry out other related tasks within the scope of his/her competence and/or requested by the Head of the Sub-Office

STANDARD MINIMUM QUALIFICATIONS
ducation: University degree in one of the relevant disciplines in the following fields: social sciences, project management, development studies, business administration with good operational experience in Madagascar
Experience : At least 1 year post-graduate professional experience in humanitarian aid or relief, use of Cash-Based Transfer (CBT) modality, management of implementing partners.
Proven experience in CBT issues. More years of relevant experience will give the candidate a greater advantage.
Languages: Excellent written and oral communication skills in French (level C). Intermediate knowledge of English (level B)
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Has gained experience in implementing technical programs (i.e. nutrition, etc.).
- Has implemented programmes and provided input into designing operations.
- Has provided input into policy discussions and decisions.
- Has a work experience or/and lived in the intervention area.
