Background
The Water Governance Activity (WGA) program is a multi-year project funded by USAID, which aims to support the Government of Jordan (GoJ) to achieve measurable improvements and greater sustainability of the water sector by providing technical assistance to strengthen the GoJ’s reform, policy development and implementation, and capacity-building efforts. WGA will support the following objectives: support the GoJ to define and resolve water sector strategy and policy issues; improve water entities’ performance by reducing network losses, increasing conveyance efficiencies, and improving utility cost recovery; and specific, cross-cutting objectives related to support to gender, youth, persons with disabilities (PWD), and private sector engagement.
Job Summary:
The Finance Officer is responsible for assisting the Senior Finance manager in all aspects of the project accounting and financial management. She/he will be responsible for the performance of a variety of financial duties and provide financial and administrative support to colleagues and stakeholders and adheres to home office field accounting manual procedures as assigned by the Senior Finance Manager.
Duties and Responsibilities:
Reporting to the Senior Finance Manager, the responsibilities for this position include but are not limited to:
- Review project’s expenses packages, ensure that expenses are allowable, allocable, and reasonable according to USAID and Chemonics policies and regulations.
- Perform local finance support tasks, including data entry into the Abacus accounting system and entering and processing online payments into Citi Direct.
- Review invoices of suppliers and subcontracts; maintain files for each subcontractor.
- Prepare payments’ general journals, with supporting documents, for the Senior Finance Manager for review.
- Process expense reports generated by project’s staff.
- Process cash advances to local project staff and follow-up on outstanding balances and update their tracker.
- Maintain and verify petty cash transactions. Reconcile balances at least once a month.
- Update trackers (STTA s, Vendors’ Bank details, Staff’s Bank details, etc.)
- Day to day work on updating ISTD report.
- Prepare staff payroll, including allowances, deductions, and withholdings.
- Enter accounting transactions into the accounting software daily.
- Upload monthly income tax deductions to ISTD website.
- Help the Senior Finance Manager in closing the monthly process.
- Prepare requests of auditors as guided by the Senior Finance manager.
- Scan & File all month processed payments according to Finance filing system.
- Perform bank reconciliations to ensure the accounting system reflects the correct transactions.
- Verify Internship’s timesheets and PRs and prepare the payment package for processing.
- Maintain all accounting filing systems/documentation.
- Follow USAID and Chemonics policies, procedures, and regulations.
- Perform other tasks as requested by the Senior Finance Manager.
Knowledge, Skills, and Abilities:
- Knowledge and understanding of USAID regulations preferred.
- Computer literacy in Microsoft Office (Word, Excel, and PowerPoint).
- Advanced Abacus accounting system knowledge and skills are required.
- Excellent organizational skills and ability to determine priorities and meet deadlines.
- Excellent interpersonal and communication skills.
- Ability to work independently and accurately in a fast-paced environment.
Education and/or Experience
- Bachelor’s degree in accounting or a related field.
- A minimum of 3 years of relevant experience preferred.
