BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger. Every day, WFP works to ensure that nobody goes to bed hungry and that the poorest and most vulnerable, particularly women and children, are able to meet their food and other essential needs.
To reach people in need, WFP and partners often need to register, verify and enrol people into assistance programmes. WFP is careful about the amount of information that it requests from people and wants to make sure that all personal information that is collected by WFP and partners is managed securely and responsibly. WFP needs assurance that the right people are selected for assistance and receive the entitlements. Therefore, WFP country offices need the capabilities to securely collect information, verify beneficiaries and manage the enrolment and delivery processes in line with corporate standards and best practices.
The Cash-Based Transfer (CBT) Division in HQ has been tasked with leading on WFP’s corporate systems and services for identity management for WFP’s in-kind and CBT programmes. CBT intends to support WFP Country Offices and partners to perform secure, timely and effective registrations, verifications, enrolments and delivery of entitlements. In some cases, the support to Country Offices and partners will be done through a service-model with clearly defined and agreed deliverables, transparent costs, and overall excellent service provision.
CBT is therefore recruiting a Business Analyst to review business processes, capabilities and requirements and feed into the development of corporate systems and the running of business services for CBT and in-kind programmes.
JOB PURPOSE
Design the business processes, key controls and business requirements related to registration, verification, payment instrument tracking and enrolments.
Perform high-level country office assessments and business process mapping to identify current gaps and needs.
Prioritize the development of features in corporate solutions in collaboration with relevant stakeholders.
Ensure overall excellent service provision, end-user, and client satisfaction (COs and the people we assist).
Maintain an updated stocktaking of corporate needs and capabilities and gaps related to the delivery of CBT and in-kind assistance, and explore new use cases and technologies that add value to WFP’s operations.
ACCOUNTABILITIES / RESPONSIBILITIES:
- Collect and clear high-level business requirements and designs of business processes related to registration, verification, payment instrument tracking and enrolments, following a Human-Centered Design (HCD) approach.
- Lead the development, packaging and scale up of CBT global services, including defining the service deliverables and the model for financial cost-recovery.
- Provide advice and support to Country Offices related to standard operating procedures, best practices and available tools and services to increase overall assurance for CBT and in-kind operations.
- Actively engage with Country Offices and regional counterparts in the design and setup of digital roadmaps for operational systems for CBT delivery.
- Lead updated stocktaking of corporate capabilities and gaps related to CBT delivery processes such as registration, verification, payment instrument tracking and enrolments.
- Coordinate with WFP TEC Division and relevant product owners to ensure that corporate systems perform the business capabilities needed. Guide the prioritisation of new features, product roadmaps and change requests for corporate systems based on field needs, corporate standards and best practices.
- Lead engagements with WFP country offices and regional counterparts to deliver cash services providing outstanding service provisioning.
- Manage feedback and new requests from country offices and regional counterparts to agree on deliverables (formalized as Service Agreements) and lead the delivery of cash services.
- Take responsibility for exploring new approaches and innovations for running the business.
- Where needed, deploy on mission to provide field support and deliver trainings as needed.
DELIVERABLES AT THE END OF THE CONTRACT:
- Demonstrated proficiency in drafting business requirements and designs of business processes for the delivery of cash assistance, in coordination with key stakeholders.
- Coordinated with COs in the design and setup of key business processes and digital roadmaps for operational systems.
- Led CO assessments to implement best practices and enhance operating procedures to increase overall assurance for cash and in-kind operations.
- Led the scale up and expansion of cash services globally.
- Deployed on mission, if required.
QUALIFICATIONS AND EXPERIENCE REQUIRED:
Education:
University Degree or Advanced University Degree in international relations, political or economic science, business administration, computer and information systems or other relevant academic areas.
Experience:
At least 5 years of relevant progressive work experience. Experience with designing and implementing humanitarian in-kind or cash programmes is valued.
Knowledge and Skills:
Microsoft Office, data collection tools, ETL/ELT tools, database technologies, field applications and project management methodologies are relevant. Experience and ability to effectively engage and coordinate across a variety of stakeholders. Knowledge of the Agile SCRUM methodology is desirable.
Languages:
Fluency (level C) in English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable.
