Human Resources (HR)/Admin Lead – Jordan

The Human Resources/Admin Lead will be engaged to support the YGA team with day-to-day functional HR and Administrative operations to maintain compliance in the areas of benefits, compensation, employee relations, onboarding and separation, recruitment, and other areas as needed. The position will also provide administrative support within the office, including front-desk management, and other administrative functions. The position is contingent upon project award.
Responsibilities

  • Responds to all routine inquiries regarding human resource issues.
  • Ensures policies and practices are in line with Jordan law and local regulations, as well as Q2’s HR policies and procedures.
  • Process forms for new hires, change of status, salary increases, promotions, transfers, secondments/postings, separations, etc. working as appropriate with the Director of Finance and Administration who is responsible for payroll and staff increase calculations and processing.
  • Performs pre-employment checks, salary justification, and negotiations for the offer extension process and employment/consultant agreement preparation, working with the assigned PM as appropriate.
  • Coordinates submissions of end-of-probation period reviews, performance management reviews, objective setting mid-year and annual performance reviews of staff, as applicable, in a timely manner, with frequent follow-up with supervisors as needed.
  • Maintains employee files securely and in compliance with legal and Q2 recordkeeping guidelines.
  • Prepares, maintain and update the project Personnel/Recruitment Manual according to Q2 templates.
  • Organizes on-boarding of staff, including drafting induction programs and assembling induction documentation, in consultation with the DFA and Chief of Party.
  • Prepares and executes staff and consultant contracts, working from established/approved Q2 contract templates.
  • Prepares and executes staff and consultant contract modifications, as well as consultant Work Orders.
  • Maintains consultant database, which concentrates all information on hired consultants; prepare and maintain contracting tracker.
  • Receives all recruitment request from the hiring managers.
  • Prepares job postings from position description or other information provided by hiring managers.
  • Posts adverts locally, or liaise with the Home Office Recruiter to advertise internationally, if applicable, or both, as applicable per role.
  • Seeks guidance from the Home Office Recruiter as needed to ensure compliance and alignment with recruitment best practices.
  • Screens CVs against selection criteria and provides shortlist to hiring managers; ensures a panel is assembled and schedules interviews for the panels.
  • Ensures panels: 1) have the documents they need to conduct the interviews, 2) fill out the forms they need to fill (notes/scoring sheet, and test results, if appliable). Collects those documents and ensures they are appropriately filed in the respective folder in SharePoint per role, including ensuring the checklist per recruitment is fully completed/executed.
  • Performs OFAC, SAM and UN checks for the selected candidates, and runs reference checks, all of which need to be filed in the appropriate recruitment folders.
  • Responsible for the recruiting file system, ensuring folders are created for each recruitment, checklist filled out, and all needed documents are in place for each hiring.
  • Reaches out and collects needed documents from the selected candidates, including biodatas (and ensure those are signed by the assigned PM), and ensures rates are negotiated, and contracts are in place in a timely fashion.
  • Performs other related duties as assigned by the Director of Finance and Administration or D/Chief of Party.

Qualification Requirements

  • A minimum of 7 years of progressive experience in Human Resources and recruitment.
  • Required bachelor’s degree in Human Resources, or other relevant field.
  • Experience managing the entire employee life cycle (hire, onboard, train, performance management, and separations).
  • Experience managing the recruitment cycle, conducting market data research and managing external talent acquisition resources.
  • Strong knowledge of Jordanian labor law.
  • Experience working on USAID, USG, or other similar donor projects. Solid knowledge of USAID regulations preferred.
  • Strong interpersonal and organizational skills and a deep attention to details.
  • Clear communication skills in both written and oral forms. Accuracy and fluency in written and spoken English.
  • Ability to work independently and to handle confidential information appropriately.

Reporting

  • The Human Resources/Admin Lead reports to Director of Finance and Administration.
