BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger. Every day, WFP works to ensure that nobody goes to bed hungry and that the poorest and most vulnerable, particularly women and children, are able to meet their food and other essential needs.

The Cash-Based Transfer (CBT) Division in HQ has been tasked with leading on WFP’s corporate systems and services for WFP’s in-kind and CBT programmes. CBT intends to support WFP Country Offices to deliver assistance to beneficiaries through a variety of digital platforms and service providers. WFP works in partnership with several commercial Financial Service Providers (FSPs), including banks, micro-finance institutions, mobile money operators and money transfer agents, in addition to using WFP’s own delivery platform, SCOPE.

One of WFP’s corporate objectives is to increasingly deliver assistance, either cash-based transfer (CBT) or in-kind, through digital means, and register beneficiaries digitally, in order to achieve greater efficiencies and provide greater accountability and traceability of assistance delivered.

Therefore, WFP seeks to build its corporate capacity to centrally receive, store, process and analyse digital operational data for the purpose of promoting accountability, controls and efficiencies as part of cash-based transfer. There is also the opportunity to better inform WFP’s programme design through the analysis of digital data emanating from operations.

Several challenges exist in streamlining digital analysis globally, including the tasks of receiving and maintaining massive amounts of varied and unstructured operational data, processing and generating meaningful analysis of data, while ensuring that data privacy and security standards are upheld. The Data Assurance Team within Programme division has established a cloud-based data management system to meet data assurance needs in performing reconciliation and analysis on operational data.

CBT is therefore recruiting a Reconciliation Programme Manager to be part of the Cash Data Services team established in the CBT Division, to provide support to WFP’s CBT operations globally.

JOB PURPOSE

The Reconciliation Programme Manager for Cash Data Services will report to the Head of Cash Data Services and will be responsible for supporting the implementation of the Cash Assurance Framework, developing the approach and plan for the global implementation of cash reconciliation across WFP offices with cash operations.

ACCOUNTABILITIES / RESPONSIBILITIES:

  • Define the approach for global reconciliation, considering diversity of scenarios, different levels of digitization, different data quality and formats, diversity of partners (FSPs, mobile money operators, etc.), building a flexible approach that can be adapted to the different needs of WFP cash operations, taking into account that there isn’t a one-size fits all solution.
  • Create a path to scale strategy for Cash Data Services, developing and implementing scale-up roadmaps for tailored solutions that have already been implemented across several Country Offices, so they can be rapidly scaled-up to reach impact at scale and achieve the cash data assurance framework objectives.
  • In collaboration with the Head of Cash Data Services and team, define approaches and methodologies to scale up services, including organisational re-design, evaluation of technical options, different tools and techniques to support rapid scale-up, strengthening self-service modalities.
  • Roll-out the reconciliation strategy on a global basis, adapting to regional, level of emergency, cash operations transactions volume variables
  • Define budget, resources requirements, considering evolving changes to the service model/costing.
  • Clarify scope and expectations for global reconciliation services, including definition of included/ non-included services, producing detailed reports to support findings, anomaly checks and recommendations.
  • Lead stakeholder engagement with Cash Data Service team, other CBT teams, Regional Bureau and Country Offices
  • Consolidation of reconciliation approaches, tools, and techniques in WFP
  • Once the global reconciliation strategy is implemented, lead and manage the transition of activities to delivery management
  • Deploy on mission, provide field support and deliver trainings as needed.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

University Degree or Advanced University Degree in international relations, political or economic science, business management or other relevant academic areas.

Experience:

Over 7 years experience in programme or project management within a fast-growing international company or organization.

Knowledge and Skills:

Ability to effectively engage and coordinate across a variety of stakeholders. Knowledge and experience with Agile methodologies is desirable.

Great communicator (verbal and written) and influencer across different levels of seniority and diverse teams within the organization. Previous experience in cash- based transfers is considered a distinct advantage.

Microsoft Office, database technologies, and project management methodologies.

Languages:

Fluency (level C) in English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable.
