BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Emergencies Operations Division (EME) is responsible for enhancing the World Food Programme’s (WFP) preparedness and response capacity in emergencies, including early warning, preparedness planning, crisis support and information management. The Geospatial Support Unit within EME gathers data from different sources and updates geo-referenced information to ensure that WFP can create and use detailed maps including advanced spatial analyses for areas of WFP’s interest, especially in support of humanitarian emergencies. The team also provides mapping support and GIS guidance on data management to WFP offices with no GIS capacity and other divisions in WFP. The GIS Developer consultant will be responsible to maintain WFP’s corporate geospatial system ADAM (Advanced Disaster Analysis and Mapping) currently fully functional for tropical storms (alerts), floods (alerts and response) and earthquakes (alerts).
ACCOUNTABILITIES/RESPONSIBILITIES:
- Maintain and further improve ADAM (Advanced Disaster Analysis and Mapping), the WFP’s corporate geospatial early warning and response system for earthquakes, floods and tropical storms
- Further develop the ADAM API and publish it to the WFP API gateway to expose ADAM information to technical users with proper documentation
- Develop ADAM WFP internal version to integrate operational data from internal sources (DOTS, HungermapLive, to name a few)
- Maintain ADAM reporting dashboard to allow retrieval of ADAM events, analysis and quick reporting on past ADAM events to provide key insights to WFP CO’s historical disaster analysis
- Develop and maintain a proper documentation for ADAM and ensure it follows the IT DevOps best practices for software development
- Contribute to integrating ADAM to other alerting systems that exists
- Contribute to other geospatial product update and development, as and when needed
- Support GIS Unit with specific automation to support daily workflows, if and when needed
- Undertake any support missions, as required by the unit and any other activities as applicable
- Perform any other duties as required
DELIVERABLES:
- ADAM is stable with a dedicated back-up in case of system failure
- ADAM dashboard has the necessary features needed to retrieve data and analytics of past events
- ADAM internal is operational for floods, tropical storms and earthquakes
- ADAM documentation is well written and accessible to GIS team with proper installation instruction, trouble shooting, logging and system health monitoring
- ADAM is compliant to TEC requirements including database/system/application security, coding best practices, UI guidelines, cloud solution best practices
QUALIFICATIONS AND EXPERIENCE REQUIRED:
Education:
- Master’s degree GIS and Remote Sensing or Information Technology or relevant field, OR equivalent work experience is required.
Experience:
- Minimum of 3 years of increasingly relevant professional experience; OR without master’s degree, 5 years of proven working experience in developing GIS applications.
Knowledge and Skills:
- Extensive knowledge of GIS (ArcGIS, QGIS) including advanced mapping and geospatial data management, spatial statistics, and spatial analysis toolboxes
- Advanced GIS development skills, both in ArcGIS and QGIS environment (Arcpy and PyQGIS); Proficiency in Python development language is required
- Demonstrated capability developing, testing, and integrating custom software tools is required
- Experience working with AWS cloud-based servers is required
- Knowledge on server administration tasks (Linux and Windows based systems)
- Experience in map automation processes, preferably with Arcpy Mapping Library
- Understanding for code versioning tools, Clean Code, TDD, Design Principles and other best practices is desirable
- Ability to work independently and within a team
- Courtesy, tact and ability to work with people of different cultural backgrounds
- Ability to communicate clearly and concisely both orally and in writing
Languages: Working knowledge of English (proficiency/level C) is required.
