ORGANIZATIONAL CONTEXT
The World Food Programme (WFP) is the United Nations frontline humanitarian agency addressing hunger and malnutrition worldwide. Due to its expertise in the field of humanitarian logistics, WFP was chosen to be the lead agency for the Logistics Cluster and maintains a Global Logistics Cluster (GLC) support unit hosted by the Supply Division in WFP Headquarters in Rome.
Comprised of a diverse, multi-skilled group of professionals, the Logistics Cluster is mandated by the Inter-Agency Standing Committee (IASC) to complement and co-ordinate the logistics capabilities of co-operating humanitarian agencies during large-scale complex emergencies and natural disasters. The GLC support cell is also tasked with: advocacy on behalf of the cluster approach, training, preparedness, and the development of new tools and resources to benefit emergency humanitarian response operations.
The Global Logistics Cluster implements the Field Based Preparedness Project (FBPP) working with government agencies and national stakeholders to empower and enable them to take the lead in coordination of emergency response supply chain. Under the direct supervision of the Deputy Global Logistics Cluster Coordinator, in close coordination with the Global Logistics Cluster Coordinator and relevant divisions, the incumbent will lead the team to maintain and grow the Field-Based Preparedness Project and to refine and adapt the approach where opportunities are envisioned.

THE ROLE
The Field Based Preparedness Project Lead position is based in Rome, Italy, and reports to the Deputy Global Logistics Cluster Coordinator.
KEY ACCOUNTABILITIES (not all-inclusive)
Project Management
- According to funding and project deliverables, lead the design, resource planning, preparation, initiation, implementation, and phase-out of specific GLC field preparedness project activities in 2023 and 2024 for implementation or rollout in 20+ countries.
- Lead the FBPP project rollout and scale-up activities towards successful implementation in the selected target countries. This includes project adaptation as necessary based on funding and context.
- Lead the transition process from GLC Preparedness Strategy to specific activity definition, resource planning, implementation, and monitoring & evaluation, in close coordination with GLC management, other workstream leads, and Logistics Cluster partners. This involves the definition and implementation of activity responsibility frameworks, TORs, SOPs, process definition and monitoring, work planning, and load management.
Leadership/Supervisory
- Direct and co-supervision of the GLC preparedness project team including staff outposted in RBx and COs.
- Continuous staff and resource management for all FBPP activities in close coordination with GLC workstream leads.
Advocacy
- Lead global level advocacy for the FBPP and preparedness at large, including chairing the Global Logistics Cluster Preparedness Working Group, regular bi-annual global preparedness workshops, monthly activity reporting, regular reporting to Global Logistics Cluster Meeting (GLM) and Logistics Cluster Strategic Advisory Group (SAG), and other related activities.
- Initiate the development of the broader Logistics Cluster Preparedness Strategy in coordination with WFP as lead agency and partner community.
- Lead fundraising efforts for the preparedness activities, ongoing donor relations activities, and specific project reporting in collaboration with GLC management, partnership and advocacy colleagues.
Collaboration
- Build solid cross-functional relationships with other team leads within the Cluster and with relevant departments and staff in WFP at large. Partner with other capacity strengthening initiatives to achieve efficiency, coordination, and coherence to corporate requirements.
Analytics
- Ensure the establishment and regular review of monitoring and evaluation mechanisms to ensure an effective and sustainable activity implementation. This includes working with academia on impact measurement.
- Report results to GLC management and other key stakeholders, including donors, for informed decision-making, including presenting results and updates to the Global Logistics Meeting.
Other
- Lead or perform any other relevant duties as required.
- Take responsibility for an equitable and inclusive workplace that incorporates all dimensions of the WFP diversity and inclusion framework.
QUALIFICATIONS & KEY REQUIREMENTS
Education:
- University degree in relevant field (incl. humanitarian action, logistics & supply chain, capacity strengthening, international development, or another related field); or the equivalent combination of education and experience.
Experience:
- Minimum 5 years’ work experience in humanitarian supply chain / logistics preparedness / Disaster Risk Reduction, emergency response, project management, budget management, working internationally, leading staff.
- Experience in working with capacity strengthening with National Governments incl. Disaster Management entities, local stakeholders, project reporting, information management & analytics.
- Experience in working with UN and/or international humanitarian organizations, coordination systems as well as exposure to the Inter Agency Standing Committee Cluster approach.
Language:
- International Professional: Fluency (level C) in English language.
- Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese would be an asset.

- Good understanding of capacity strengthening methodologies.
- Very strong interpersonal, communication and facilitation skills are essential to this role, including the ability to lead large cross-cultural group exercises.
- Intercultural skills and good writing skills are essential.
- Communication level suitable to build and maintain relationships with high-level officials and government counterparts.
- Ability to meet tight deadlines and work under pressure with minimum supervision and as part of a team.
- Experience using Microsoft Excel, and sound knowledge of Microsoft Windows, MS Word, MS PowerPoint, and other related software.

TERMS AND CONDITIONS
This is an International Professional position and is open to all nationalities.
Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period for up to 2 years. Incumbents of LFT positions are not eligible to apply for other mobile positions advertised internally through the Reassignment.
WFP offers an attractive compensation and benefits package in line with ICSC standards including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
