Rule of law, Democracy, Good Governance Advisor – (Justice Advisor)

The “Support to the Rule of Law in Jordan” Project in Jordan is seeking a “Rule of law, Democracy, Good Governance Advisor – (Justice Advisor)” – for full-time base employment as per the below job profile.

Qualifications and specialist knowledge

  • University degree in law, criminal justice, legal studies, and related fields. Advanced degrees or specialized training in criminal justice, restorative justice, or alternative dispute resolution are highly desirable.
  • Demonstrated experience of at least 5 years working on justice-related issues, with a specific focus on non-custodial alternatives to imprisonment. Experience in policy development, program design, and implementation in the criminal justice sector is highly valued.
  • Knowledge of criminal justice systems, sentencing practices, and the challenges associated with over-reliance on incarceration. Familiarity with international standards and good practices related to non-custodial alternatives and restorative justice is advantageous.
  • At least 5 years of proven experience in cooperating and working with ministries and other public agencies in Jordan.
  • Advanced experience of minimum of 5 years in the areas of project management, international development, and cooperation.
  • Excellent understanding of policy development processes and the ability to formulate and evaluate legal policies.
  • Strong analytical skills, including the ability to critically evaluate complex issues, synthesize information from diverse sources, and develop evidence-based recommendations and strategies.
  • Initial experience in working for an EU funded project.
  • Excellent command and editing skills in both English and Arabic; knowledge of German is an asset.
  • Good working knowledge of ITC technologies and computer applications (e.g., MS Office, MS Team, etc.)
  • Strong interpersonal and communication skills, with the ability to collaborate effectively with diverse stakeholders.
  • Demonstrated ability to work independently, manage projects, and meet deadlines.
  • Strong collaborative mindset and a proven ability to work effectively as part of a team.

Main activities

  • Collaborate with Ministry of Justice (MoJ), Judicial Council (JC), and Judicial Institute of Jordan (JIJ) to implement activities and initiatives that support the adoption and effective implementation of non-custodial alternatives, ensuring their alignment with Jordan’s legal frameworks and best practices.
  • Independently lead the implementation of activities outlined in the workplan for the project component on non-custodial alternatives, including draft and regular review of workplan and logical framework in collaboration with Jordanian beneficiaries.
  • Engage in advocacy efforts to raise awareness and promote the adoption of non-custodial alternatives to imprisonment. Build strategic partnerships and collaborate with relevant Jordanian and international stakeholders.
  • Provide training and capacity-building support to justice professionals, court liaison officers, staff of MoJ and other relevant stakeholders on the principles, benefits, and practical implementation of non-custodial alternatives.
  • Report on progress in implementation of activities, revised workplan and logical framework for the bi-annual progress report for the EUDL.
  • Monitor and evaluate the effectiveness of implemented activities to ensure time-bounded progress of project for the MoJ and JC project component.
  • Support the MoJ and JC prepare the files for the verification of BSP required for the EU Assessment Mission.
  • Support the organizing of the project’s Steering Committee and drafting the minutes of meetings, in cooperation with support staff.
  • Prepare the ToRs for STE to be mobilised for the project component on non-custodial alternatives.
  • Review and approve deliverables of STE mobilized for the justice project component.
  • Develop and prepare required visibility and communication material for the project component.
  • Participate in Jour Fixe of project team and regular exchange with beneficiaries and EUDL.
  • Support the project component on Legal Aid, if required.

Core tasks

In your role you are responsible for the technical, substantive, and organisational implementation of a project’s measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering, and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in bands 2 and 3, and to ensure the quality of the commission’s outcomes.

In addition, you contribute to the conceptual design of the project, in particular its modification or realignment.

You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.

In coordination with the country director and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company.

In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.

You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarising themselves with and performing their tasks.

You perform the tasks assigned to you by your line manager, where required.
