Economic Cooperation and Privat Sector Development Advisor- South Area (Aqaba)
The “Entrepreneurship for Development and Employment (E4DE)” project in Jordan is seeking an “Economic Cooperation and Privat Sector Development Advisor- South Area (Aqaba)” for full-time base employment as per the below job profile.
The position holder should live in Aqaba or be willing to move there.
Qualifications and specialist knowledge
- Proven in-depth knowledge and experience in multi-stakeholder management (minimum 5 years)
- Proven in-depth knowledge and experience in entrepreneurship, value chains and business development (minimum 5 years’ experience).
- Proven in-depth knowledge and experience in provision of services in cooperation with the private sector e.g. in mentorship (minimum 5 years’ experience).
- Working experience in the entrepreneurship landscape in Jordan
- Working experience with other donor organisations in Jordan is an asset
- Very good knowledge about the Jordanian culture in the South of the country to best approach stakeholders and ensure the reflection of their needs.
- Established networks in the South with stakeholders of entrepreneurships, start-ups and private sector companies is an asset
- Proven in-depth knowledge and experience in organizational development, including developing capacities of partner institutions (5 years’ experience).
- Experience in working in international development cooperation projects is an asset
- Very good knowledge of information technology and computer applications (teams, words, outlook, excel, etc.)
- Very good knowledge of English is required, knowledge of German is an asset
- Knowledge of project management is required
- Very good networking and communication skills are required
- Cooperation and team spirit is required
- Physical presence in Aqaba
Main activities
- Support the implementation of technical aspects of the Output/Field of Activity 2 and 3 (FoA2 &FoA3) : “Governorate Ecosystems for Entrepreneurship Promotion” and “Entrepreneurship Promotion” in coordination with the Project Manager and the technical colleague responsible for the output in the South.
- Act as a local liaison focal point between different stakeholders in the selected piloted governorate through continuous update of the progress of the project activities and reflection of partners’ needs in the implementation process .
- Strengthening and sustaining network relationships with and between members and lead as well as secretariat of the established networks in Aqaba and Kerak locally
- Support the process of capacity-development of the project stakeholders in coordination with the team leader and the technical advisor responsible for FoA2/FoA3 in the South.
- Strengthening and developing capacity of network members, secretariat and lead locally in Aqaba and Kerak
- Strengthening partnerships between network members for joint service development and provision locally in Aqaba and Kerak
- Local monitoring of service providers contracted for development and implementation of entrepreneurship services in Aqaba and Kerak
- Establishing and strengthening cooperation between private sector companies and start-ups in Aqaba and Kerak
- Development and implementation of services (e.g. mentoring) for start-ups with private sector companies in Aqaba and Kerak
- Coordination with local Consultant of Consultancy contracted to implement Output 3 partially and with short-term expert pool consultants on start up promotion in Aqaba and Kerak
- Local monitoring of implementation and service quality by Output 3 Consultancy.
- Maintaining a good flow of communication and information between all involved partner institutions and counterparts and GIZ.
- Support proper monitoring and impact assessment of all activities within FoA2/Fo3 in the South; support the process of monitoring activities of the Output 2/3 (FoA2/ FoA3) in the South.
- Coordinate closely with the project monitoring and evaluation specialist and provide the needed information in a timely fashion.
- Cooperates and coordinates activities with Manager of major project component, with further colleagues within Output 2/3 to align activities, identify synergies and implement activities jointly
- Cooperates and coordinates activities with colleagues in other outputs to align activities across outputs, identify synergies and implement activities jointly
- Cooperates and coordinates with colleagues from other GIZ implemented projects and donors in the relevant field of activities to align activities, identify synergies and implement activities jointly
Core tasks
In your role you are responsible for the technical, substantive and organisational implementation of a project’s measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in bands 2 and 3, and ensure the quality of the commission’s outcomes.
In addition you contribute to the conceptual design of the project, in particular its modification or realignment.
You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.
In coordination with the country director and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company.
In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarising themselves with and performing their tasks.
You perform the tasks assigned to you by your line manager, where required.
