Established in 1951, The International Organization for Migration is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. In order to support the government of Jordan in implementing the Jordanian National Adaptation Plan (NAP) and responding to the matters identified in the Nationally Determined Contribution (2021), IOM Jordan will support the Ministry of Environment (MoEnv) to increase their knowledge and evidence-based data on relevant climate change adaptation measures, as well as promote accurate and relevant Migration, Environment and Climate Change (MECC) related data.
Through a scoping study, IOM will map the existing studies and practices on climate change adaptation measures that would help Jordan improve the management of human mobility (incl. displacement and migration) in the context of climate change, environmental degradation and disaster risks. As part of the mapping, the study will analyze climate-induced hazards, both extreme weather events and slow onset events, their impacts and implications for human mobility in Jordan and how climate change adaptation measures can avert and minimize displacement and forced migration through building the resilience of people and communities. The study will provide a way forward for future interventions aimed at supporting the Government of Jordan to increase the resilience of the population, including refugees and migrants. IOM Jordan will also provide technical capacity development on gender-sensitive climate adaptation measures for local policymakers and community leaders in selected governorates, to contribute to the improvement of adaptation capacity.

Organizational Context and Scope
Under the overall supervision of the Chief of Mission and direct supervision of the Emergency and Resilience Coordinator, the Climate Change and Research Specialist will provide overall support to the Emergency and Resilience Unit and be responsible for the following functions:
Core Functions / Responsibilities:
The specialist will conduct a comprehensive mapping of existing studies and practices on climate change adaptation also in relation to human mobility in Jordan as well as other similar contexts, in order to establish a solid knowledge-base and foundation for the central and local government to utilize in its adaptation efforts to improve the management of human mobility in the context of climate change, environmental degradation and disaster risks. This scoping study will also help to inform and direct future in-depth research as well as policy formulation through the formulation of recommendations on the way forward regarding climate change adaptation linking to better management of human mobility in the Jordanian context. The scoping study will be carried out, in consultation with MoEnv, and will utilize both primary and secondary data sources. The process will be initiated with a workshop where stakeholders from central and local government, as well as civil society and other relevant organizations will be provided an opportunity to contribute to the development of the scoping study-framework. Following finalization of the scoping study, the results and recommendations will be presented and validated at a follow-up workshop with the relevant stakeholders, including MoEnv as well as other relevant government and non-government representatives. These workshops will ensure the inclusion of all relevant stakeholders in both the framing and design of the scoping study, as well as the validation of recommendations moving forward, in line with the IOM Capacity Development for Migration Management (CD4MM) approach.
The Climate Change and Research Specialist will contribute to the collection of complementary data required for future research and policy formulation, as deemed relevant for the scope of the project. As of now, IOM Jordan foresees a potential need for complementary data collection on climate change adaptation-related data focusing on the governorates of Irbid, Ajloun and Jerash. However, decisions on such data collection will be taken in consultation with the representatives of MoEnv as well as local government officials. The specialist consultant will organize a series of consultations at the local level to ensure that local voices are properly represented, and that desired gender inclusive elements are amplified. These consultations will further inform the scoping study, as well as help to identify gaps and thematic areas of interest for future Climate Change Adaptation-related trainings and programming on a local level. In addition to this, these consultations will also provide an opportunity for networking among the participants through experience sharing and knowledge exchange on Climate Change Adaptation management among stakeholders including a focus on roles, local solutions, and Community-Based Climate Change Adaptation Management. The establishment of such networks could play an important role in future climate change adaptation measures and advocacy work, and the project will aim to support such establishment, as well as build on it in future programming.
Project Objectives:
- Overall objective: To contribute to accelerating environment and climate change adaptation efforts in Jordan, that are aligned with the principle of leaving no one behind.
- Outcome: Central and local government entities use evidence to inform future gender-sensitive research practice and policy formulations on climate change adaptation and measures to strengthen community resilience to climate change induced impacts and other climatic shocks, with a particular focus on migration, gender dynamics and overall effects on vulnerable groups.
Duration of assignment: 9 months
Expected output:
The consultant has conducted a mapping exercise, providing the Central government with access to a comprehensive mapping of existing research on climate change adaptation in Jordan and other comparable contexts. This mapping shall be utilized to support future gender-sensitive research and policy agendas, while taking into account the varying vulnerability profiles, roles, and responsibilities of different stakeholders.
The primary deliverable under these DP is a scoping study report, expected to be up to 30 pages in length. The expected stages for the preparation of the scoping study are listed below:
· Stage 1 – Desk Research – Design, methodology, tools, data gathering preparations;
· Stage 2 – Conduct a preliminary analysis and consultations with local partners;
· Stage 3 – Conduct analysis and synthesize findings to draft a report. Develop a mapping report and project documents.

- First deliverable: By July 30th
Preparation and Development Phase
- Design and submit an implementation plan and feasibility assessment for the scoping study and the complementary data collection with a time frame;
- Prepare the mapping process, design, and implementation plan for the scoping study as well as the complementary data collection methodology (surveys, FGDs, interviews, KIIs, etc.);
- The scoping study will be prepared, including design of questionnaire (qualitative and quantitative analytical frameworks for the complementary data collection and modes of data analysis);

Conduct a thorough desk research to accumulate secondary research findings to supplement primary research findings;
- Organize an inception-workshop to initiate the scoping study;
- Conduct data collection on local level in line with identified needs (field activities)
- Data tabulation & processing & analytical assessment report;
- Submit a situational progress update and draft scoping study report.
- Submit a draft structure of the scoping study report.
3.Third phase deliverable, By February 29th
Products Submission Phase
- Submit the first draft of a Scoping Study including recommendations on the way forward, taking into consideration comments and feedback from previous workshop (by 31st December 2023);
- Organize a workshop to present the key-findings of the scoping study, including recommendations on the way forward;
- Develop two MECC-related Full pledged proposals based on the results and recommendations of the scoping study and data collection;
- Finalize analytical, comprehensive, and informative report, including available learning resources for gender-sensitive climate change adaptation with mapping of current gaps and opportunities;
- Submit a finalized scoping study report in English, incorporating all feedback from IOM, state and non-state stakeholders, not exceeding 30 pages (without annexes).
- Perform such other duties as may be assigned.

Education :
- A minimum of bachelor’s degree in Agriculture, Agro-Ecology, Environmental Sciences, Climate Change and Development Studies, Agricultural Extension (Masters in a similar field is preferred) and other related disciplines.
Experience:
- At least five years’ experience in research of climate change, environmental degradation and disaster risks reporting and project management in humanitarian operations.
- Familiarity with environmental issues related to gender-induced factors.
- Understanding of the linkages between human mobility and climate change, environmental degradation and disaster risks.
- Familiarity with the international frameworks related to climate change, especially the UNFCCC process, is a distinct advantage.
- Experience in analytical thinking and interpreting quantitative and qualitative data will be considered an advantage.
- Experience in organizing consultation, workshops, seminar with high level stake holders.
- Relevant professional experience or familiarity with climate change issues in Jordan is a distinct advantage.
Skills
- Advanced knowledge and skills of computer applications of MS Word, Excel, database management, SPSS, or other statistical packages.
- Fluency in English and working knowledge in Arabic are required.
- Excellent narrative and analysis skills and previous experience are required.
- High degree of judgment and initiative; ability to work with a high degree of independence within assigned areas.
- Strong interpersonal and teamwork skills; courtesy, tact, and the ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.
Languages:
Thorough knowledge of English and Arabic (oral and written)
