Org. Setting and Reporting
• Supervisor: The incumbent reports to the Chief, Field Relief and Social Services Programme on all administrative, managerial and technical matters. • Supervisees: The incumbent supervises and provides technical guidance to a team of professional and General Services or equivalent Area Staff posts/personnel. |
Responsibilities |
• Coordinates and monitors the process of implementation of the Programme’s activities, evaluates progress; prepares monthly and other regular internal reports, drafts official correspondence; • Provides technical support and guidance to Relief and Social Services Programme (RSSP) Officers; develops staff capacity through regular and systematic training based on needs assessment; • Assists the Chief, Field Relief and Social Services Programme (CFRSSP) in the overall planning and management of the FRSS Programme, ensuring compliance with UNRWA’s overall policies; • Prepares the annual work plan and RSSP’s contribution to the Commissioner General’s annual report; responsible for the Programme’s budget preparation and reviews; • Acts for the Chief, Field Relief and Social Services Programme (CFRSSP) during his/her absence; • Facilitates RSSP functions through regular meetings with the Field staff, analyses factors affecting the Programme’s planning and implementation bringing problems to the attention of CFRSSP and proposing corrective or alternative actions; • Develops project proposals and prepares project implementation and evaluation reports as required including reports for donors; • Networks, as agreed with CFRSSP, with the relevant UN agencies, private institutions, governmental and non-governmental organizations; • Inspects UNRWA’s installations on regular basis to ensure operations therein are in compliance with UNRWA’s policies and reports any irregularities to CFRSSP; • Performs other duties as may be assigned by the supervisor. |

Education |
• Advanced university degree from an accredited educational institution in social sciences, public administration, management or other related field. |
Work Experience |
• At least eight years of progressively responsible and relevant experience in relief services and/or social development programmes, four years of which in management, preferably in a similar programme. is required. |
Languages |
• Excellent command of spoken and written English and Arabic. |
Assessment |

Contract Status: • Fixed-Term Appointment for 3 years; including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need. Benefits: • Grade 18, Monthly Salary JD 1246.60 Fils. plus, SOA 69.90% of basic salary, other benefits include Provident Fund contribution (15.4% of basic salary paid by the Agency), medical insurance and annual leave: • Dependency allowances (if applicable). • 30 days of annual leave. • Compulsory medical insurance. Desirable Qualifications: • Knowledge of the socio-economic conditions of the Palestine Refugees. • Provided very good understanding of the context of Palestine refugees and UNRWA operations. • Demonstrated experience in programme/project planning and implementation. • PRINCE II or PMP Certification is an asset. Equivalency: • When the minimum requirements are not fully met, the Director of Human Resources may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications and progressive relevant work experience. • NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
