Our response to emergencies – saving lives and livelihoods either through direct assistance or by strengthening country capacities – remains at the heart of our operations, especially as humanitarian needs become increasingly complex and protracted, such as those brought about by the COVID-19 pandemic.

BACKGROUND AND PURPOSE

WFP Gambia’s Country Strategic Plan (CSP) 2019 – 2021 aims to support the Government in reaching the National Development Plan (2017 – 2021) goals through investments in sectors relevant to Sustainable Development Goal 2. This CSP positions WFP as an enabler for the Government and combines direct implementation and capacity support in the enhancement of the national transition process. WFP support constitutes direct operational support, knowledge transfer and technical assistance and it contribute to WFP's Strategic Results 1, 2, 3 and 5 in line with the National Development Plan, the National Social Protection Policy and the United Nations development assistance framework for 2017–2021.

The CSP focuses on contingency plans for response to shocks (Strategic outcome 1); building the resilience of vulnerable populations through nutrition-sensitive and gender-responsive social safety nets for children in primary and early childhood education, pregnant and lactating women and girls, children under the age of 5 and livelihood support to smallholder farmers (Strategic outcomes 2, 3 and 4) and capacity strengthening to facilitate the alignment of national policies through an integrated approach to food and nutrition security that includes the school meals programme, nutrition interventions, social protection, disaster risk reduction and early-warning systems (Strategic outcome 5). Critical new focus areas will be support for development of a social protection system focused on mainstreaming the national school meals programme as a national safety net, food fortification and south south and triangular cooperation. The country office (CO) aims to streamline all planning and implementation processes to ensure alignment with corporate standards and procedures.

Facilitating South-South cooperation is a strategic priority and opportunity for WFP Gambia to (1) adopt more effective programme approaches by tapping into empiric evidence on localized solutions; (2) expand the tools and modalities to implement CSP activities by mobilizing additional technical and capacity development support from other countries through support from the WFP Centres of Excellence; (3) promote country ownership and advocacy on SDG 2 by engaging host governments not only as recipients, but also as providers of SDG 2 solutions; (4) scale up local innovation; and (5) expand their financial resources by engaging with triangular and emerging donors

JOB PURPOSE: To provide a range of specialised support for efficient planning, monitoring and analysis of project financial performance to enhance optimal use of financial resources.

KEY RESPONSIBILITIES

1. Review budget plans, monitor and analyse project financial performance and make recommendations in compliance with WFP financial policies and procedures and best practices, to support financial analysis and optimisation of resources.

2. Provide comprehensive analysis on fund and grant balances identifying surpluses and deficits, and suggest corrective measures, to support maximum fund utilization and decision-making process.

3. Support pipeline management ensuring efficient monitoring, to prevent and address pipeline breaks and maximise operational effectiveness.

4. Contribute to the improvement of internal processes, enhancement of corporate systems and design of tools, to facilitate the overall planning, expenditure forecasting, and budget management and monitoring of resource utilisation.

5. Enter project budget plans and revisions in the corporate systems, to ensure data is timely and accurately captured enabling easy access to information and supporting planning and decision-making.

6. Review, compile and analyse data, maintain accurate records and files and prepare periodic and ad hoc reports, to support accuracy and efficiency of information presented to internal and external stakeholders.

7. Maintain communication with a number of stakeholders regarding project funds management matters and related processes, to clarify any discrepancies and optimise use of funds.

8. Provide guidance to other support staff and contribute to their learning and development in budget planning, fund management and operational planning, to facilitate continued development and consistency in services delivered.

9. Follow standard emergency preparedness practices, to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

10. Perform any other duties if required.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education:

Completion of secondary school education. A post-secondary certificate in the related functional area.

Experience:

Six or more years of progressively responsible work experience in budget management or related field.

Language:

Verbal and Written fluency in English language.
