Junior Economic Cooperation and Private Sector Development Advisor
The “Entrepreneurship for Development and Employment (E4DE)” project in Jordan is seeking a “Junior Economic Cooperation and Privat Sector Development Advisor” for full-time base employment as per the below job profile.
Qualifications and specialist knowledge
- University Degree in Social Sciences (preference: Economics and Political Science) or Applied Sciences (preference: Business, Entrepreneurship, Industrial and Labor Relations)
- Proven knowledge and experience in entrepreneurship focusing on policy dialogue in a support function (minimum 3 years experience)
- Proven knowledge and experience in developing and implementing entrepreneurship or private sector development policies in a support function (minimum 3 years experience)
- Proven knowledge and experience in supporting with existing entrepreneurship policies, laws and regulations (minimum 3 years experience)
- Advisory experience especially with Jordanian public and private institutions in a support function (minimum 3 years experience)
- Network with public and private institutions in the entrepreneurship landscape and understanding of existing policies is an asset
- Experience in working in international development cooperation projects is an asset
- Very good knowledge of information technology and computer applications (teams, words, outlook, excel, etc.)
- Very good knowledge of English is required, knowledge of German is an asset
- Knowledge of project management is required
- Very good knowledge management, documentation, presentation and organisational skills are required
- Very good networking and communication skills are required
- Cooperation and team spirit is required
Main activities
- Supports the international manager of major project component as well as team members in Output 1 with:
- process of designing, planning, monitoring and evaluating of operational level activities of the output area 1 of the Entrepreneurship for Sustainable Economic Development and Employment Project (E4DE)
- technical implementation of activities of output area 1 of E4DE project
- technical and financial management of services contracts relating to output area 1 of the Entrepreneurship for Development E4DE project
- management and steering the process of public-private and/or public-public dialogues focusing on the Entrepreneurship Policy and its related implementation projects
- management and steering the process of capacity-development of Ministry of Digital Economy and Entrepreneurship (MoDEE) and other relevant public institutions focusing on the implementation the Entrepreneurship Policy and its related implementation projects
- Advisory and support for MoDEE and other public institutions in the implementation process of the Entrepreneurship Policy and its related implementation projects
- Advisory and support for MoDEE and other public institutions in the advocacy campaign and raising awareness processes deriving from the Entrepreneurship Policy and its related implementation projects
- Advisory and support for MoDEE and other public institutions in the policy dialogue process on “ease of doing business” deriving from Entrepreneurship Policy and its related implementation projects
- Setting up an M&E framework for MoDEE and their Entrepreneurship Policy
- Cooperation within E4DE project, GIZ and with other stakeholders and donors in the field of Entrepreneurship
- As follows the junior advisor provides input and expertise as requested for preparation and implementation of contracts and grant agreements, organizational and logistical support for events, preparation of presentations and knowledge products, knowledge management within the output on internal knowledge management platforms, monitoring and evaluating achievement of output indicators, documentation of workshops and meetings etc.
Core tasks
In your role you support the officer responsible for the commission in implementing the technical, content-related and organisational aspects of the commission. In consultation with your line manager, you collaborate on planning and steering tasks and on monitoring the activities and measures. You also respond promptly and competently to matters that fall within your assigned thematic area, where applicable in consultation with experienced specialists, and following consultation remain available to answer further enquiries.
You may be assigned individual tasks in connection with project administration and project implementation. You participate in the conceptual design of the project, in particular in the modification or realignment of the project. You provide technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors, and thereby support strategy development.
In coordination with the country director and your line manager, you also use your contacts for the acquisition of job orders on behalf of the company. Working with experienced specialists, you resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
You clearly communicate the relevant requirements, conditions and restrictions in terms of your capacity to act with due regard for compliance rules and P+R. You deal with the matters and job orders assigned to you with due regard for all the legal, contractual, socio-political and corporate policy requirements and the instructions of your line manager and follow up the processing and completion of those tasks.
Working with experienced specialists, you resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
In addition, you deal with all associated matters in your thematic area promptly and competently.
You provide support for knowledge management and ongoing process development in your area of responsibility. You also prepare and share documentation.
You perform the tasks assigned to you by your line manager, where required.
