Economic Cooperation and Privat Sector Development Advisor
The “Entrepreneurship for Development and Employment (E4DE)” project in Jordan is seeking an “Economic Cooperation and Privat Sector Development Advisor” for full-time base employment as per the below job profile.
Qualifications and specialist knowledge
- University Degree in Social Sciences (preference: Economics and Political Science) or Applied Sciences (preference: Business, Entrepreneurship, Industrial and Labor Relations)
- Proven in-depth knowledge and experience in entrepreneurship focusing on policy dialogue (5 years' experience)
- Proven in-depth knowledge and experience in developing and implementing entrepreneurship or private sector development policies (minimum 5 years experience)
- Proven experience in implementing projects on behalf of the European Union (minimum 5 years)
- Proven in-depth knowledge and experience in existing entrepreneurship policies, laws and regulations (minimum 5 years experience)
- Advisory experience especially with Jordanian public and private institutions (minimum 5 years experience)
- Proven network with public and private institutions in the entrepreneurship landscape and understanding of existing policies
- Experience in working in international development cooperation projects is an asset
- Very good knowledge of information technology and computer applications (teams, words, outlook, excel, etc.)
- Very good experience in developing, managing grants and contracts with service providers
- Very good knowledge of English is required, knowledge of German is an asset
- Knowledge of project management is required
- Very good networking and communication skills are required
- Cooperation and team spirit is required
Main activities
- Manages the process of designing, planning, monitoring and evaluating of operational level activities under the EU cofinancing for output area 1 of the Entrepreneurship for Sustainable Economic Development (E4DE) project
- Supports the technical implementation of activities of output area 1 of the E4DE project under the EU cofinancing
- Responsible for technical and financial management of services contracts and grant agreements relating to output area 1 of the E4DE project
- Manages and steers the process of public-private and/or public-public dialogues focusing on the Entrepreneurship Policy and its related implementation projects (e.g. Ease of Doing Business Reform, Quasi Sandbox)
- Manages and steers the process with MoDEE and throughout the dialogue formats of developing a new policy on either Women, Green or Social Entrepreneurship
- Advises and supports MoDEE and other public institutions in the implementation process of the Entrepreneurship Policy and its related implementation projects (e.g. Ease of Doing Business Reform, Quasi Sandbox)
- Cooperates and coordinates activities with Manager of major project component, with further colleagues within Output 1 to align activities, identify synergies and implement activities jointly
- Cooperates and coordinates activities with colleagues in other outputs to align activities across outputs, identify synergies and implement activities jointly
- Cooperates and coordinates with colleagues from other GIZ implemented projects and donors in the relevant field of activities to align activities, identify synergies and implement activities jointly
Core tasks
In your role you are responsible for the technical, substantive and organisational implementation of a project’s measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in bands 2 and 3, and ensure the quality of the commission’s outcomes.
In addition you contribute to the conceptual design of the project, in particular its modification or realignment.
You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.
In coordination with the country director and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company.
In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarising themselves with and performing their tasks.
