JOB PURPOSE
To coordinate and provide finance, budget and administration support services including recording and interpretation of financial and budgetary information of the WFP Sindh Provincial Office to ensure the efficient functioning of the support services and inform decision-making.
The role will also be providing financial support and guidance on the implementation of cash-based transfer (CBT) programme in the Provincial Office.
The role will be based in Karachi Field Office and will be reporting to the Head of Provincial Office.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Provide procedural and technical support to staff to ensure compliance with WFP financial policies, rules, and regulations.
2. Support the development and implementation of financial policies and procedures and assist in setup and implementation of proper accounting procedures, systems, and cash controls within the Provincial Office.
3. Monitorthedailycashposition in the Provincial Officetooptimizetheuseofsurpluscashandmaximize returns on investment through the liquidity portfolio.
4. Monitorthecentralizedregistrysystemtoprocessallpaymentsto internal staff and invoices to external suppliers in a timely manner and in accordancewithWFP standards.
5. Contribute to the preparation, implementation, and monitoring of Provincial Office budgets, monitor expenditure and budget forecasts, to ensure that relevant future funding requirements are met.
6. Co-ordinate with other teams within the Provincial Office to ensure that all financial and administrative services are being performed efficientlyand in line with the needs of the wider team.
7. Monitor the sub imprest account balances and process financial transactions in an accurate and timely manner, to avoid the occurrence of an overdraft.
8. Monitor and analyze general ledger accounts to initiate and achieve corrective actions.
9. Compile data from the WFP database and systems to assist in generating and analyzing financial reports monthly
Cash Based Transfer (CBT) Programme Roles:
10. Act as a finance focal point for cash-based transfers in the Provincial Office and ensure that all relevant SOPs are adhered to.
11. Provide support to the Provincial Office team on cash-based transfer projects as and when required.
12. Keep in contact with financial service providers for resolution of the issues arising during cash-based transfers’ project
13. Verify Cooperating Partners invoices for completion before sending to the country office for payment.
14. Support CBT reconciliations at Provincial Office level.
15. Perform any other duties as required
STANDARD MINIMUM QUALIFICATIONS
Education:
University degree in Finance, Business Administration, Accounting, in any of these field or equivalent
Experience:
At least six years’ practical work experience in Finance, Business Administration, Accounting, or related fields. Preferably in cash-based transfer (CBT), budgeting and Finance..
Language:
Fluency in both oral and written communication in the UN language in use at
the duty station and in the duty station’s language, if different.
KEY COMPETENCIES
Has experience assessing financial health and stability of C&V projects and other programming initiatives to verify compliance within-country local laws.
