About our Programs
RI is active in 16 countries around the world, including some of the most fragile: Afghanistan, Bangladesh, Iran, Iraq, Jordan, Lebanon, Myanmar, Pakistan, Philippines, Somalia, South Sudan, Sudan, Syria, Turkey, and Yemen. Often, RI is the only organization providing assistance to highly vulnerable communities.
RI employs about 5,000 staff and auxiliary workers
97% of staff are local nationals and there are about 90 international (expat) staff.
2021 programs budget is about $125M
RI receives funding from a broad range of institutional donors – US,UK, Europe, and the UN, to delivery life-saving and resilience building programming with communities and local and international partners. RI supports solutions that reinforce and improve upon existing in-country systems. Where such systems do not exist or are chronically underperforming, RI’s crisis response lays the foundation for long-term, sustainable change.
About our Country Program
RI operates in Jordan since 2004, focusing primarily on Education and Livelihoods programming in both camp and host community settings to the most vulnerable communities in Jordan, including both Syrian refugees and Jordanians.
Position Summary
The Deputy Country Director Programs is a strategic position that has overall responsibility for program design, quality, implementation, and compliance for the Jordan mission
About The Role
The Deputy Country Director Program, ‘DCDP’ is member of the Senior Management Team and directly reports to the Country Director. This position requires a dedicated, experienced and highly motivated individual capable of living and working in a tough environment while maintaining a positive attitude, leading by example to ensure a healthy work environment. This position will also require exceptional flexibility in job function to serve the needs of a new program in a complicated context.
The DcD P, will implement effective systems and ways of working in order to promote community participation, as well as ensuring high quality, evidenced based, and integrated programming. The Program Director is responsible for overall achievement of RI's Country Strategic Plan in alignment with RI Global strategy and priorites. S/he will ensure key donor relationships are strengthened and maintained.
Key Responsibilities and Duties
Strategic Vision and Leadership
- Lead on the operationalization of the updated country strategy for 2022-2025
- Develop new and innovative program approaches in line with the Jordan Country strategy and based on the future trajectory of needs in Jordan
- Manage a transition toward more sustainable, livelihoods, climate smart interventions and refine a system that is evidence-based, agile and responsive to context changes.
- Communicate RI Jordan’s strategy externally and advocate for increased impact and funding for Jordan.
- Maintain a deep understanding of the social, political, and economic context in Jordan to inform program performance, relevance, and impact.
- Ensure RI Jordan’S Country strategy is understood by staff and stakeholders and guides decision-making throughout the response;
- Develop long-term goals and objectives to achieve programs’s outcomes successfully; and provide guidance and direction to the program team to ensure they actively contribute to the achievement
Strategic Business Development
- Develop and Maintain strong donor relationships with current donors, and alongside the Country Director, strategically engage with new donors
- Participate in the development of funding proposals for the program to ensure the continuous delivery of services; Innovation and creativity will be essential.
- Provide leadership and quality assurance on program design processes
- Lead on a funding strategy to operationalise the country office strategy
- Ensure go-no-go decisions remain in line with country office priorities and the strategy
Program Leadership
- Provide oversight and is ultimately responsible to ensure program are delivered as per budget and timeframe agreed with the donor, highest technical standards and in line with donor and country rules and regulations.
- Identify and evaluate the risks and possible threats associated with program activities and take appropriate action to control the risks, communicating and collaborating regularly with the CD, Operations Manager and Finance Manager.
- Ensure effective and agile program contingency plans are always up to date and evolving as needed.
- Create and maintain systems to ensure technical coherence and promote creative programming across the programs portfolio
- Manage, design, and implement program review systems and processes that ensure the right information is available at the right time and at the right level for effective decision making
- Create and maintain systems to ensure technical coherence and adherence to global and RI standards for program excellence
Program Perfomance and Quality
- Ensure that proper Monitoring and Evaluation tools in line with RI guidelines and policies are effectively used by the programs teams;
- Support the MEAL Manager in establishing systems, policies and approaches necessary to ensure and demonstrate the quality of programs and incorporate learning into decision making;
- In collaboration with the MEAL Manager, develop a program evaluation framework to assess the strengths of the program and to identify and support Program Managers implement action plans regarding areas for improvement
- Ensure robust information management systems to measure program progress, quality, design, and learning;
Team Management
- Ensure effective management of the Program Managers, core sector Technical Advisors, MEAL and Awards and Partnership units, leading by example, supporting them in their efforts to direct the implementation of programs.
- Participate in the recruitment, selection, orientation and training of key project/ program staff, and other staff
- In collaboration with the HR team, develop an adapted and focused capacity building plan for national staff
- Ensure timely and quality staff performance management of directly managed staff, making sure all program team follows best practices in this regard
- Ensure proper communication within the program team, making sure that the strategy, decisions and future endeavors are shared in a transparent manner
Partner Management
- Support the CD in ensuring RI Jordan achieves its commitments within the Country Strategy to expand local partnerships
- Develop and maintain effective working relationships with partners
- Ensure regular technical program support and guidance to partners, in accordance with partnership agreements and RI partnership strategy
Leadership and Representation
- Attend meetings with donors and other stakeholder in coordination with CD
- Actively engage with donors, partner agencies, and the humanitarian and development community in Jordan to ensure RI is strongly represented in coordination and advocacy efforts, across the program areas
- Remain abreast of ongoing humanitarian- nexus development and funding trends in the region, and provide regular updates on these trends and analysis of how they may affect RI’s programming in the short and long term.
- Actively liaise with RI counterparts in the Middle East Region DcD P and the regional team to maximize synergies and application of best practice across the region
- Actively engage in regional and global initiatives to ensure country perspective is represented (i.e. Core Humanitarian Standards, Greening, etc.)
Primary designate to the Country Director; engage in high level representation as required.
Safeguarding and conduct
- Uphold and promote RI’s commitment to ensuring the safeguarding and safety of the vulnerable communities we serve.
- Consistent with RI’s safeguarding and protection policies, contribute to ensuring that all those who come into contact with Relief International staff and the communities we serve can be trusted to work safely with them
- Support and develop systems that create and maintain an environment that prevents sexual exploitation and abuse and promotes the implementation of the Code of Conduct and safeguarding policies.
- Work collaboratively with the Global Safeguarding Manager to advocate for the inclusion of safeguarding activities and resources within program
- Ability to demonstrate knowledge of donor requirements of safeguarding standards and protection from exploitation and abuse

Role requirements.
Experience and skills required for the role.
- 5+ of senior-level leadership and management experience in protracted complex humanitarian resilience, recovery, and development operations;
- Experience in managing strategic transitions from humanitarian to durable solutions, social cohesion programs in protacted humanitarian crisis within a fragile context;
- Substantial knowledge of the international humanitarian system, institutions and donors, and of compliance requirements, accountability frameworks and best practices; prior experience with funding from USG, SDC, BMZ, GIZ, FCDO, ECHO and other leading donors;
- Demonstrated success working effectively and respectfully with host country government, private sector, INGOs, NNGOs and other stakeholders
- Highly-developed interpersonal and communication skills including influencing, negotiation and coaching;
- Solid project management skills related to international, cross-functional teams;
- Experience of solving complex issues collegially, defining a clear way forward, and utilizing best practices in management to ensure shared success;
- Outstanding analytical and strategic thinking skills, with a focus on results and impact;
- Master’s degree in a relevant Humanitarian/Development field or Bachelor’s degree with commensurate work experience; technical experience in Livelihoods, Education , Social Protection and Safety Nets trongly preferred.
- Demonstrated ability for rapid, accurate analysis of complex issues, strong decision-making, and translation of programmatic priorities into operational strategies
- Excellent leadership and management skills including coaching, mentoring and managing teams
- Fluency in English (spoken and written) required; Arabic language skills are highly advantageous;
- Superior diplomatic and coordination skills are essential, both for internal coordination and for working with key stakeholders
- Ability to respond to multiple priorities in a timely manner, producing high-quality outcomes.
- A keen understanding of political complexities in the Middle East region.
