BACKGROUND & PURPOSE OF THE ASSIGNMENT

The World Food Programme (WFP) is the United Nations frontline agency in the fight against hunger. We save lives by getting food to the hungry fast. But WFP also works to help prevent hunger. We do this by supporting vulnerable communities in building productive assets, increasing financial inclusion, and supporting climate adaptive transformation of local food systems. On average, WFP aims to bring food assistance to more than 80 million people in more than 123 countries, globally.

Water and food security are inextricably linked. Water quality and quantity, whether too much or too little, affect food production, accessibility, availability, and utilization. In Ethiopia, WFP is working with the Government and humanitarian partners to strengthen the resilience of people, communities, and systems and to chart a more prosperous and sustainable future for the next generation. Our interventions are highly contextualized and adapted to the specific needs of our beneficiaries, including smallholder farmers, pastoralists, refugees, and host-communities who are most vulnerable to climate shocks.

WFP-supported resilience-building interventions in Ethiopia are focused on supporting vulnerable beneficiaries with integrated, context relevant climate-smart packages that include cash for work, financial inclusion services, disaster risk reduction, restoration of degraded agricultural and range lands, support for increased agricultural productivity and market access, and livelihood strengthening activities. We simultaneously focus on strengthening capacities of national and local institutions for improved early warning systems, gender transformation, and climate resilient diversified food systems.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide technical advice in the application of Integrated Water Resources Management (IWRM) Principles to enable climate smart transformation of food systems and resilience building across the WFP Changing Lives portfolio and identify entry points for context driven assets creation design and implementation.
  2. Provide technical support in the development and implementation of catchment and micro-catchment management action plans, in close collaboration with relevant stakeholders and partners.
  3. Consult relevant experts and authorities to ensure that site selection, construction, and use of appropriate irrigation systems is adequately informed by data on soil quality, groundwater modelling, flood modelling, and anticipated short-and long-term climate change impacts; engage relevant stakeholders to enable longer-term sustainability of investments in irrigation systems.
  4. Work closely with relevant WFP staff, Cooperating Partners, Government, and communitystakeholders in the planning and implementation of interventions relevant to climate smart, soil sensitive water resource management for food system strengthening; identify gaps and opportunities for capacity strengthening; develop and implement training modules.
  5. Develop Terms of Reference and Tender documents related to relevant interventions (e.g. DRR or water resource management related infrastructure), and provide support in the supervision of consultants and contractors to ensure quality delivery.
  6. Provide technical expertise in reviewing or evaluating engineering design reports; analyse design specifications for accuracy, soundness, feasibility, and cost; follow up with field visits to ensure quality delivery.
  7. Ensure that crosscutting issues including human rights-based approaches, gender mainstreaming, environmental and social impacts, and nutrition sensitivity, are adequately considered and monitored during design and implementation of relevant WFP coordinated water resource management interventions.
  8. Support timely monitoring and evaluation processes, identify lessons learned and good practices for replication and upscaling, and contribute to knowledge management as well as communication outputs.
  9. Contribute to enhancing WFP’s leadership status in relevant forums and meetings.
  10. Perform other relevant duties as assigned.

QUALIFICATIONS & EXPERIENCE REQUIRED

Education: Advanced university degree in water resource management, water resource engineering, or other related discipline.

Experience:

  • Minimum of 1 year of postgraduate relevant professional level work experience.
  • Demonstrable experience in practical application of integrated water resource management approaches.
  • Field experience with multi-disciplinary, agricultural livelihoods programmes.
  • Experience working in arid/semi-arid lowland areas would be an advantage.
  • Experience in project management including design, monitoring, and evaluation.

Knowledge & Skills:

  • In-depth understanding of natural resource management linkages with food security.
  • Ability to communicate effectively and compellingly, orally and in writing.
  • Proven effective analytical and problem-solving skills, including demonstrable capacity to identify innovative approaches for improved performance.
  • Excellent interpersonal and leadership skills, with demonstrable ability to build and foster inclusive teams.
  • Proven ability to work in remote locations under challenging field circumstances.
  • Good coordination skills, and ability to work independently in a timely manner.
  • Strong motivation to make a difference and to contribute to WFP’s mandate

Languages: Excellent written and spoken English (level C) is a requirement; working knowledge of a second official UN language is an advantage.
