BACKGROUND AND PURPOSE OF ASSIGNMENT
The Philippine government has implemented several programs to improve nutrition situation across the life cycle. This is reflected in the Philippine Plan of Action for Nutrition (PPAN), which aims at bringing multi-sectoral stakeholders to jointly address nutrition issues and their underlying determinants. The World Food Programme (WFP), as a leading humanitarian organization, is working with government and communities to improve nutrition and build resilience. WFP is providing technical assistance to evidence generation and advocacy to amend policies, enhance programme design, and build capacity of partners on large-scale food fortification (LSFF) home-grown school feeding model (HGSF).
Since 2004, food fortification has been on the global agenda of WFP through the sourcing and provision of fortified cereals, oils, and salt for food distributions. WFP also plays a facilitating role in countries, connecting and supporting governments and private sector actors to fortify staple foods locally, as well as advocating for fortification in national and international policy. In the Philippines, WFP intends to support government in ensuring food safety standard for fortification particularly in its procurement and utilization of fortified commodities in this social safety net programme. WFP jointly with the Government is planning to launch a five-year project aimed at further enhancing and elaborating a HGSF implementation model, generating evidence and establishing groundwork on how to create sustainable and scalable programmes.
JOB PURPOSE
For this purpose, WFP is seeking to hire a committed and dynamic Food Technologist with background in food processing and food safety and quality control (FSQC) to join the Philippines Country Office. The incumbent will be responsible for developing and implementing food safety procedures and measuring, conducting risk assessments, and providing guidance on food safety issues to private sector partners, national counterparts through respective WFP programme teams as well as on the design of WFP interventions. The incumbent will work under the supervision of the Head of Nutrition, in close collaboration with the School Feeding Officers and with overall guidance of Head of Programme.
KEY ACCOUNTABILITIES (not all-inclusive)
- Assist the national and regional (including BARMM) government in the formulation/update of food safety and quality regulations, standard setting, codex compliance, etc on LSFF and HGSM as appropriate.
- Develop and deploy a capacity strengthening plan for hygiene practices across supply chains of fortified commodities and fresh produce for HGSM programme, including needs identification, training plan preparation and development of indicators.
- Actively engage in and contribute to design and enhancement of HGSF and other models prioritized by Government, including institutionalization plan. Support to implementation, including design and delivery of training and capacity building activities for HGSF stakeholders.
- Familiarize and contribute towards the development and implementation of protocols and tools relating to food technology issues, ensuring alignment with WFP strategy, policies and plans.
- Facilitate the process for finalization and approval of a standard for fortified rice and other foods as relevant.
- Prepare evidence-based recommendations for senior staff on control measures to combat and reduce food quality and safety issues.
- Improve services provided by inspection and superintendence companies and analytical service providers so that they meet WFP needs and align with international scopes of work and requirements.
- Coordinate with the suboffice and the Communications, Partnerships, and Reports unit to develop success stories, fact sheets, information packets, social media posts, mass media pieces, and other advocacy and information-sharing materials for a wide range of audiences as relates to fortification.
- Support the nutrition and school feeding team and collaborate with the SBC team in developing relevant social and behavior change activities targeting communities in relation to understanding the importance of food safety.
- Hold regular meetings and/or use other innovative and effective ways to ensure proper information sharing and communication among the team/staff members. Provide timely situational updates to supervisors and senior management to ensure effective decision-making as well as required external support.
- Engage and provide technical support to SUN Business Members as required
- Perform any other tasks as needed.
DESIRED EXPERIENCES,KNOWLEDGE AND SKILLS FOR ENTRY INTO THE ROLE
- At least 5 years of postgraduate professional experience in food science/technology (or related field).
- In-depth knowledge of food fortification landscape in the Philippines; hands-on experience working in the milling sector, food industry, or relevant field.
- Demonstrated understanding of food supply chains and processing; experience with private sector engagement and working in development setting would be an advantage.
- Knowledge of food safety and quality standards, as well as regulations related to rice fortification and school meals.
- Food quality management: provides guidance to team on the appropriate handling, storage, and preservation of food types to optimize the use of resources.
STANDARD MINIMUM QUALIFICATIONS
- Advanced university degree in food and bioprocess engineering agriculture engineering, food science and technology, biotechnology, food processing/engineering, public health, or another related field; or
- University degree with additional years of related work experience and/or trainings/courses.
