NWS – Operational Information Manager

The Information department in SI remains a relatively new department, with the Syria mission being one of the most advanced on the development of it. While the development of tools is quite advanced, the structuration of the data, improving the acceptance from all department and improving the overall understanding on IM mission is still to be more developed. The department reached a point where the creation a IM middle/long term strategy is a priority.

The NWS IM manager will have to engage with all teams (program and support), to understand how the IM department could help them to be more efficient, having more sustainable systems and data management. The aim is to overall improve the quality of SI Syria humanitarian response by taking more informed decisions, as well of the efficiency of the implementation by speeding up intervention. SI Syria is also engaging more and more in advocacy/communication, and the IM manager will have to understand the mission/bases strategy to support with adequate support in data visualization (including maps).

To reach his/her goal, the IM manager will have to proactively engage with managers of both bases, harmonize existing system, develop capacity of his/her teams but also of other departments. The IM department provides its services to all department to improve their performance, which requires the IM manger to have a deep understanding of SI processes, connection between teams and project cycle management, but also to understand how to develop tools that will last and are user friendly enough to be adopted easily.

SI Syria is looking for a talent having a good technical level is various data management tools, but more importantly who has a strong appetite for coordination, is able to adapt his/her communication to reach all people in the mission, naturally curious and highly adaptable to help the bases being more structured but involving all the teams in the process.

ROLES AND RESPONSIBILITIES:

Strategic orientation & Coordination While SI is looking for a technical person, the selected candidate will have a strong appetite for coordination with both program and support departments.

  • Work closely with both program and support departments to clearly identify needs for operational support from the IM department. This includes developing an in-depth understanding of field operational constraints and challenges and being solution-driven.
  • Participate in developing and updating an Information Management strategy in accordance with SI’s Syria mission Strategy and Action Plan.
  • Identify and prioritize the information systems to be developed across program and support departments to support programming decisions.
  • Suggest, implement and research new data management and visualization methods and tools.
  • Be the driving force for putting new Information systems in place and promote the role of IM in all bases.
  • Be IM focal point for all field coordinators and for the managers of other departments on all bases Be part of the base’s management teams and participate to any discussion on the bases strategical discussion.

Information systems

  • Supervise, review and maintain the information systems developed by IM team at base level.
  • Ensure the harmonization of existing information systems across bases.
  • Ensure ease of use and functionality of existing and new information systems.
  • Support on archiving and backing up of program data (digital).
  • Work in collaboration with its counterparts in the other organizations.
  • Develop visualizations solutions as needed by program and support teams, respecting the appropriate formats (reports, maps etc.) and facilitating decision-making.
  • Support the NWS sectoral working groups in creating joint tools/data system aiming to improve the coordination across all NWS partners on SI sectors.

Data quality and protection assurance

  • Support the collect of good quality data through the provision of adequate technical solutions and training.
  • Frame data entering in the appropriate software.
  • Conduct data protection impact assessment (DPIA) on all bases.
  • Provide ad hoc information and data analysis for the teams.
  • Enhance the program teams ownership on the quality and protection of their data’s.
  • Attend the data protection task force and participate in disseminating data protection good practices.

Personnel management

  • Welcome and brief managers and deputy managers about IM role and responsibilities.
  • Identify training requirements within the Operational IM team.
  • Implement technical training in line with operational needs identified by training requirements.
  • Lead workshops, coordination meetings and/or technical exchanges between bases.
  • Evaluate and assess the performance of collaborators under his/her direct supervision.

Capitalization:

  • Participate in the creation, centralization and dissemination of procedures, guides and tools linked to information systems.
  • Propose improvements to existing systems.

Reporting / communication

  • Participate in writing project proposals and reports’ paragraphs on information management.
  • Creation of visualizations and data systems that can be disseminated internally within the mission and externally.
  • Remains aware of different information sources that could be used for SI’s communication products/proposals.

Training and management of program and support teams

  • Identify technical training needs (entering, excel, use of GPS) of program and support teams.
  • Develop training material based on the needs identified.
  • Develop tools to evaluate the quality and impact of the training sessions.

Specific required skills

  • Strong representation and coordination skills.
  • Practical knowledge of KOBO toolbox, including questionnaire design in MS Excel.
  • Remote management of the projects in NWS.
  • Excellent coordination skills, and enthusiasm for working with a multicultural team.
  • Excellent analytical, problem-solving, and decision-making capacity, with a collaborative approach to work.
  • Ability to travel for field visits (Gaziantep, Kilis, NWS).
  • Experience of working with or through partners.
  • Ability to work under pressure.
  • Excellent verbal and written communication skills in English.
  • Excellent coordination skills, and enthusiasm for working with a multicultural team.
  • Excellent analytical, problem-solving, and decision-making capacity, with a collaborative approach to work.
  • Strong time management skills, with the ability to prioritize and work to deadlines efficiently.
  • Strong leadership skills and sense of initiative.
  • Excellent command of PowerBi (including DAX and Power Query).
  • Good command of QGIS.
  • Excellent understanding of day-to-day project management of humanitarian and/or development programs.
  • Self-motivated and able to work with a minimum of guidance and supervision.
  • Proven diplomatic skills.
