Organizational Context:

The United Nations World Food Programme’s (WFP) engagement in the Philippines is constantly evolving. Initially begun in the 1960s, WFP officially re-established its presence in 2006 to support the peace process in Mindanao, providing life-saving food assistance in emergencies and disasters, and to develop programs that seek to improve nutrition and the overall quality of life of the people we serve. Since 2018, WFP has been implementing a five-year Country Strategic Plan (CSP 2018-2023) to support the Government of the Philippines to address food insecurity, reduce malnutrition and build the resilience of vulnerable populations.

In 2024, WFP will launch a new CSP (2024-2028) which will intensify WFP’s shift towards the prioritization of development-oriented activities, with a strong focus on resilience building as well as capacity strengthening measures through technical support. As such, WFP seeks to continue increasing its engagement with development actors, including International Financial Institutions (IFIs). The recent selection of WFP Philippines to be among the first countries worldwide to receive WFP’s global Changing Lives Transformation Fund (CLTF) will be a key opportunity to enable the Country Office to further strengthen its support to the Government in its efforts to achieve the goals of the 2030 Agenda for Sustainable Development using WFP homegrown school meals models.

Capacity Strengthening Context:

WFP works in more than 120 countries around the world, saving lives and changing lives for millions through emergency response and sustainable development. WFP’s focus on strengthening country capacities is based on the recognition that national systems are a critical vehicle for achieving Sustainable Development Goal 2 (SDG 2) on ending hunger and

supporting governments and stakeholders across the whole of society, leading to tremendous opportunities for scale, impact, and sustainability of results.    

In June 2022, WFP’s Executive Board approved a Country Capacity Strengthening (CCS) Policy Update which defines CCS as "activities structured around engagement with national and subnational stakeholder institutions and organizations with the intention of improving the sustainable functioning of systems and programmes that support populations with regard to their food security, nutrition and associated essential needs".  

WFP Philippines Capacity Strengthening Approach:

A CCS Evaluation of WFP Philippines was conducted in 2022 Philippines | World Food Programme (wfp.org) This role responds to high priority recommendations as well as the findings, conclusions, and lessons learned from the emerging recommendations of WFP Philippines CSP evaluation (2022/23).

Capacity strengthening is the key implementation modality under the current five year WFP Philippines Country Strategic Plan and its successor which will be approved in November 2023, taking effect in January 2024 in alignment with the UN Sustainable Development Cooperation Framework /UNSDCF (2024-2028) in support of The Government’s efforts to achieve Zero Hunger. This modality, alongside other strategies, aims to facilitate the attainment of peace and sustainable development as espoused under SDGs 2, 17 and other related goals.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Deputy Country Director, the Coordinator, Policy and Strategy (Capacity Strengthening) will:

  • facilitate the application of the five pathways of WFPs CCS framework across the CSP.
  • be responsible for leading the design and articulation of the WFP Philippines capacity strengthening (CS) strategy informed by a robust stakeholder analysis (i.e., interests, needs, power relations, prioritization, and policy engagement).
  • facilitate sector-specific/sector-neutral capacity assessments of national stakeholders based on demand and comprehensive consultative processes to inform thematic area action plans (guided by the following questions: whose capacity? which capacity and why?).
  • be responsible for ensuring that CS baselines and indicators are established against which medium to long term CS milestones can monitored and measured and support thematic teams in reviewing and reporting progress against milestones and targets, supported by recommendations.
  • work closely and help lead the WFP Philippines team to enhance the operationalization of CS activities, to monitor, to document and facilitate knowledge and experience exchange (research and write reports, lessons learned, success stories) of CS milestones across the Strategic Outcomes of the CSP.
  • take a leadership role with WFP Philippines managers to strategize, formulate and nurture strategic CS partnerships (government, UN Country Team, south south triangular cooperation, IFIs, private sector, civil society) to enhance CS outcomes
  • participate and represent WFP as relevant in dialogue and engagement senior government officials and other key stakeholders to ascertain capacity needs and areas requiring focused attention to advance the FSN agenda.
  • participate in WFP Country Leadership Team decision-making to integrate capacity-strengthening principles and approaches into relevant aspects of WFP Philippines work.

In addition to the afore, the incumbent will be expected to:

  • provide technical support to WFP Strategic Outcome Activity Leads in their CS engagements with national and sub-national entities for the realization of agreed capacity outcomes.
  • support the implementation and monitoring of catalytic and transformative interventions across WFP Philippines CSP
  • provide solid technical and managerial leadership on a broad range of strategic policy, and programme issues related to CS.
  • consult internal and external stakeholders for ideas and proposals to simplify and make more efficient the realization of CS outcomes
  • strategize and support WFP PH Country Leadership Team’s efforts in identifying critical partnerships including windows of opportunities for funding for WFP-supported CS activities, including the preparation of proposals as assigned
  • participate in dialogue alongside WFP Country Leadership Team, engage and dialogue with International Financial Institutions in relation to continuity and sustainability of Government’s priority interventions within FSN agenda.
  • provide advice and support the generation of evidence from CS investment and results through real-time learning dialogues, reviews, studies, and documentation in collaboration with the Planning, Monitoring, Learning, and Evaluation unit.
  • participate in regional experience-sharing and CCS framework-building initiatives.
  • contribute in drafting and oversee MoUs and joint implementation plans with government, private, and civil society entities.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Political/Social Science, International Development, Economics, International Relations, Law, or other related fields.

Experience: More than 10 years of relevant professional work experience in an international context working closely with government, development partners, IFIs, private sector and civil society organizations (CSOs)

Specifically, the incumbent should have demonstrated experience in:

  • Policy research, analysis, design, and implementation for the improvement of food security and poverty reduction in developing countries
  • Planning and coordinating teams in developing and implementing strategies that facilitate the realisation of CS outcomes among national actors.
  • Guide and support teams in operationalizing CS strategies, leading to enhanced results.
  • Applying CS measurement approaches including log frame design, theories of change, baseline setting, strategic reporting, case study design and knowledge management.
  • Undertaking and facilitating capacity assessments for national stakeholders.
  • Managing multistakeholder consultative processes and leading organizational strategy development
  • Developing and nurturing multi-stakeholder partnerships.

Knowledge & Skills:

  • Stakeholder management: Can lead and strategically plan, coordinate, guide and support internal and external stakeholders, facilitating interactions using participatory techniques and motivating teams while ensuring a gender-balanced, inclusive, and sound working environment.
  • Strategic partnerships: Has an excellent understanding of institutional capacity strengthening approaches for a different type of institutions and at different levels – including policy, coordination, and delivery.
  • Strategic Approach: Can think and lead strategically and embed WFP’s comparative advantages into capacity-strengthening initiatives.
  • Excellent interpersonal and teamwork skills: able to contribute to a harmonious and inclusive working environment
  • Analytical skills: Can gather and synthesize broad-based information for multi-stakeholder planning and decision-making
  • Oral and written skills: Can produce and deliver (including formal presentations to high level stakeholders) quality reports, case studies, proposals, policy briefs, etc.
  • Fluency (level C) in the English language
