ABOUT THE ACAPS AMMAN OFFICE

ACAPS Amman office is hosted by NRC. The ACAPS Amman Office hosts a multi-disciplinary team of analysts who work with experts and operational partners to strengthen the evidence base for decision making in a variety of humanitarian responses. The Amman team provides:

  • Forward looking analysis, including risk and scenario building
  • Trends analysis, to understand how humanitarian needs are changing over time
  • Thematic analysis, to build a stronger understanding of social, economic, IDPs, local coping mechanisms, gender, marginalisation and other topics relevant to the humanitarian response
  • Capacity building, including training and data and analysis support for operational actors.

Overview of the role

Under the strategic guidance of the ACAPS Amman hub team lead and the direct support of the protection and gender advisor, the Protection and Gender Project Manager is charged with the project management and program quality of the ACAPS’s Protection and Gender program.

The position will ensure effective program, budget, and personnel management and maintain program alignment with strategic goals. In collaboration with the analyst and senior analyst, the Manager will represent ACAPS with external stakeholders, including relevant bodies such as Gender Network, Protection clusters, child protection sub-clusters, GBV Sub-clusters, and other relevant coordination stakeholders.

Specifically, you will

  • Lead the implementation of ACAPS’s Amman office Protection and Gender programs to ensure program design, implementation, and learning consistently reflect an analysis of context and quality and drive toward more meaningful outcomes tailored to the diverse needs of the most vulnerable groups across a number of crisis contexts.
  • Design and oversee analysis or research aimed at generating a strong evidence base analysis for ACAPS gender and protection programming support.
  • Engage with ACAPS’s Technical Advisors to provide meaningful support and guidance in program design, implementation as well as ensure regular collaboration and communication with other programs to integrate ACAPS’ protection and gender-related analysis.
  • Be responsible for research as well as proposal development – Identify opportunities to develop new proposals and address analysis gaps in crisis response, including strategic outreach to existing and new donors.
  • Ensure that all the MEAL requirements (Project progress report, log frame report, impact report, etc.) of each project under gender and protection are met based on the donor's requirements and that all the gender and protection project outputs are achieved timely with high quality and maintain the ACAPS standards.
  • Work with the Finance Coordinator on internal and external financial reporting requirements and oversee spending patterns and implement measures to promote adherence to budgets and other ACAPS policies and donor requirements.
  • Directly line manage the information analysts and senior analysts allocated under the Protection and Gender projects, manage their performance and mentor them.
  • Work closely with the data and economics advisor to integrate and mainstream protection and gender, collaborating with fellow analytics team members to maintain and update mechanisms for internal planning and tracking of project staff time.
  • Support recruitment priorities and identify and cultivate talent among teams to achieve program goals and maximize leadership development.
  • Proactively identify and develop mitigation strategies to control risks that may impact program delivery, quality, or compliance.
  • Stay abreast of political, social, economic, and security developments in the Middle East region that have an impact on the protection environment advise the senior management.
  • Establish and develop strategic partnerships with local and national actors in both the humanitarian and development sector as well as academia to strengthen ACAPS’s ability to influence decision-makers and provide an evidence-based humanitarian response, strengthening ACAPS’s presence and influence in protection and gender stakeholders and entities.
  • Ensure that high-quality analysis reports are produced and communicated at appropriate events.
  • Ensure that ACAPS is represented at relevant inter-agency meetings at the field level to enhance inter-agencies best practices sharing and learning.

Professional competencies, Qualifications and skills required

Education

  • Master’s degree in law, Political or Social Sciences, International Relations / Cooperation / Humanitarian Aid, Human Rights, Social Work, or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • Specific experience working within the humanitarian protection sector, including established program coordination, representation, and managerial responsibilities.
  • Strong experience managing a complex emergency, humanitarian, and transitional programming.
  • Demonstrated experience in implementing case management programs and managing case management staff.
  • Proven experience in the field of prevention of and response to sexual and gender-based violence.
  • Demonstrated experience in advocacy and coordination.
  • Experience in liaising with national/international institutions.
  • Working experience in the MENA region is an asset.

Skills

  • Knowledge of the development of analysis products, including an understanding of risk in a humanitarian context.
  • Understanding of complex social-political environments.
  • Strong strategic and creative thinking.
  • Ability to work under extreme pressure in difficult conditions while maintaining security awareness; and,
  • Flexibility and focus on processes and their improvements.
  • English / Arabic language skills are essential.

Additional information:

Grade: Grade 8

Reports to: ACAPS Amman hub team lead

Duty station: Amman, Jordan

Travel: Upon request, not on a regular basis

Duration and type of contract: Contract until 31st Dec, 2023 with high probability of extension

Salary: Based Upon salary Scale.
