JOB PURPOSE

To achieve Strategic Outcomes of WFP’s Country Strategic Plan (CSP) for 2023-2027, the Vulnerability Analysis and Mapping unit has important responsibility to guide the programmes on food security with evidence based information. For this, it is important to remain up to date with the latest on food security situation, for which VAM has the recognized capacity on data collection, analysis and presentation. Programme Policy Officer (Data Analyst) is a key position in the VAM unit, responsible for collection, analysis and presentation of data related to food security and vulnerability.

KEY ACCOUNTABILITIES (not all-inclusive)

1.Support food security and nutrition related assessments/studies, assessments on the identification of target areas, selection of beneficiaries and other baseline and endline assessments for WFP interventions in collaboration with Programme team.

2. Contribute to appropriate assessment methodologies and data tools for use in the field for data collection at different levels e.g. household level, community level, KIIs etc.
3. Support preparation of trainings material and facilitate trainings to enumerators on data collection tools and assessment methodologies.
4. Analyze data collected through the households’ surveys, traders’ surveys, FGDs and other methods and draft appropriate reports based on the findings of the surveys.
5. Participate and contribute to inter-agency assessments such as Multi-sectoral Initial Rapid Assessment (MIRA), Multi-sectoral Rapid Needs Assessments (MSRNA) and thematic assessments etc. particularly in the methodologies for data collection and analysis.
6. Prepare briefs, bulletins on the state of food insecurity and vulnerabilities for WFP senior management and internal and external audiences.
7. Liaise with and represent WFP on relevant government departments', UN agencies and partner NGO/INGOs and other forums.
8. Extend technical support to generate evidence for WFP activities implemented under UNSDCF and 4RF work frames.
9. Provide spatial analysis and mapping/GIS support to the design and implementation of WFP programs with particular emphasis on targeting of food assistance based on geographic, cluster/sector, or social criteria.
10. Support WFP Programme team at CO and POs with maps and information products during all phases of program cycle i.e. pre-intervention, design, implementation, monitoring, and evaluation.
11. Foster partnerships with partners in government and civil society that can build upon and strengthen existing capacities for vulnerability analysis.
12. Any other tasks as required.

OTHER SPECIFIC JOB REQUIREMENTS

  • Draft of assessment concept note, methodology and data collection tools prepared.
  • Preparation of training material supported and co-facilitated enumerators’ training.
  • Coordination support for inter-agency assessments provided and data analysis and report prepared.
  • Briefs and bulletins/flyers on food security situation prepared.
  • Extended coordination support on targeting/prioritization processes and co-facilitated stakeholders’ consultation meetings.
  • Spatial analysis and GIS/mapping support for design and implementation of WFP programs.

STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE

Education:
Master’s degree with relevant experience such as statistics, economics, agricultural economics, or similar relevant discipline and also advanced training/courses in social sciences and development.
Experience:
Overall, at least three plus years of progressively professional /managerial level experience in the field of statistical analysis, GIS/Cartography, food security analysis and assessments, vulnerability analysis, humanitarian operations, management specialist or a closely related area.
Knowledge & Skills:
Strong knowledge of food security analysis and the data collection, treatment and manipulation techniques typically associated with it. Strong command of statistics for the analysis of food security indicators. Good understanding of economic and social issues in the context of Pakistan. Advanced computer skills, including at least intermediate skills in windows based word processing, spreadsheet and database.
Languages:
Fluency in English, working knowledge of the local languages.
