ORGANIZATIONAL CONTEXT
In Iraq, WFP is leveraging its global expertise in technological solutions for social transfers to support government digitalization initiatives.
There is huge growth potential in digitalisation of government-to-people services, opening ways to new forms of delivering programmes and shaping local policies. By supporting the Government of Iraq’s efforts to leverage digital tools in the optimization of programme processes, WFP will help improve the support provided to millions of Iraqi nationals.
JOB PURPOSE
Business Engagement Managers (BEMs) serve as the strategic liaison between specialists in the Country Office Technology Services unit (TEC) and other WFP Business Areas/Government technology counterparts. BEMs facilitate forward-looking planning, to ensure that technology solutions and initiatives are fully aligned with government digitalization and digital transformation strategies.
The BEMs are ambassadors for the full portfolio of technology services provided by TEC to other WFP units, and for the Technical Support and Advisory services offered by WFP to government partner ministries. By building strategic relationships with technical counterparts in the government, they identify opportunities for collaboration, support, and co-creation of applications and services, thus ensuring alignment of work plans between TEC and the business area/government departments they support.
The Business Engagement Manager (Digital Solutions) in Erbil will report to the Business Transformation Officer in the Technology Services Unit.
KEY ACCOUNTABILITIES (not all-inclusive)
1.Lead a team of product specialists ensuring that they receive adequate information to shape product designs and prioritize features according to business needs and project timelines.
2.Function as the bridge between TEC product focal points and Business owners within WFP and government counterpart-ministries to facilitate engagement for the capture, analysis, and documentation of business requirements for IT solutions and services.
3.Identify and proactively engage stakeholders within government to secure requisite policy-guidance, buy-in, and input on workplans from all concerned entities.
4.Draft and share periodic project progress updates, clarify technology capabilities, constraints, and risks that must be monitored and addressed to minimize impact on project implementation.
5.Support the Social Protection Project Manager by providing technical inputs to project plans and feeding back status updates and reports on (technical) implementation progress.
6.Maintain up-to-date service catalogue of IT solutions offered to the business and government partners, including current, retired, and pipelined, and thus keep the TEC unit appraised of its commitments to its clients.
7.Ensure the identification of, adherence to, and documentation of compliance with, relevant government and industry standards and best practice for application security, quality, and usability.
8.Take full ownership of system documentation, ensuring that contractors prepare clear, concise, and user friendly technical and user documents for IT solutions to ease system adoption, support, and maintenance, and establish procedures to keep documentation up to date.
9.Take full ownership of staff capacity building for WFP-provided applications, including identification of capacity needs, supporting the planning for, and training and onboarding of government system support and maintenance staff.
10.Other accountabilities as required.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Computer Science, engineering or other relevant field, or First University degree with additional years of related work experience or training & certification. Possession of industry certifications related to project management, IT governance, and information security will be a distinct advantage (any combination of: Prince 2, PMP, CISA, TOGAF, ISO/IEC 27001 & 27701, COBIT etc.).
Experience: Minimum of 5 years of professional experience in the information technology field, with a focus on Systems Analysis, Software development, or software project management.
Language: Fluency (level C) in English language and Kurdish language, proficiency in Arabic is an advantage.
KNOWLEDGE & SKILLS
Be a great communicator, relationship builder with analytical skills, ability to prioritize and drive sound business decisions, ability to conduct cost-benefit analyses to support project management.
Experienced in engaging with government on large scale projects.
Experienced with agile software acquisition methodologies,
Experienced analysing and solving complex business problems with technology solutions
Understanding of IT portfolio management and evaluating project criteria on ROI, strategic alignment, cost savings and suitability
Strong negotiation skills
TERMS AND CONDITIONS

Grade: NOA
Duty Station: Erbil, Iraq
Salary: Starting at USD 3740 per month
Medical Plan: Valid medical plan for the staff member, spouse, and dependent's children under 18 years
Annual Leave: 30 working days per annum
