JOB PURPOSE AND KEY ACCOUNTABILITES

The main responsibility of the consultant will be to support country offices and RBP in implementing the 2020 Protection and Accountability Policy and its Implementation Plan, the WFP 2021-2026 Community Engagement for AAP (CE4AAP) Strategy, and the Disability Inclusion roadmap while ensuring alignment with other policies, including the 2022 gender policy. The consultant will support efforts to ensure that protection risks are understood and appropriately mitigated (immediately and sustainably through necessary institutional adjustments), and that ongoing operational presence and activities are driven by protection outcomes at the household level.

It is expected that this will be achieved by ensuring strategic and technical guidance and capacity development, promoting exchange among country offices, generating evidence and through advocacy at different levels.

Specifically, the following duties will be undertaken:

  • Provide technical guidance to the country offices in RBP in the contextualised roll out of WFP’s 2020 Protection and Accountability Policy and its Implementation Plan, including action plans on community engagement for AAP.
  • Support the undertaking of protection assessments using mixed methodologies to document protection risks relevant to food and nutrition security, providing advice as needed on appropriate mitigating actions and helping to identify opportunities for programmatic adjustments.
  • Support in the integration of protection, accountability to affected populations in the formulation of country strategic plans and annual country reports, as well as other strategic documents, programmes and initiatives.
  • Provide assistance and guidance in relation to any protection aspects in WFP programme implementation, including exploring how a system of reporting of protection issues within the context of WFP’s programme delivery can be established and sustained, such as community feedback mechanisms.
  • Plan and roll out the implementation of protection capacity development initiatives, undertaking training and building the capacities of employees on protection analysis, data protection, GBV, CFM, PSEA.
  • Ensure protection issues are integrated into evidence generation initiatives in the region and, when funds are available, generate ad-hoc evidence, such as case studies or formative research.
  • Support country offices to strengthen their approach to community consultation, community feedback mechanisms and information and knowledge management.
  • Support the design, implementation and monitoring of initiatives to understand needs, interests and capacities of people with disabilities and to respond to them, including sensitization activities; provide technical assistance to ensure that the programmes are sensitive to the needs and interests of people with disability.
  • Support the design, implementation and monitoring of initiatives to understand needs, interests and capacities of indigenous and afro descendants people and to respond to them, including sensitization activities; provide technical assistance to ensure that the programmes are sensitive to their needs and interests.
  • Provide technical assistance to country office in establishing gender, protection and disability sensitive community feedback mechanisms, in collaboration with PRO-P.
  • Support the country offices in design the community engagement plans and in monitoring their implementation.
  • Contribute in establishing partnerships with regional and national actors to promote the protection and AAP agenda, with a strong focus on local organizations.
  • Other duties as required.

DELIVERABLES AT THE END OF CONTRACT

  • Capacity development initiatives on protection and AAP, including community engagement action plans and CFM design and implementation, designed and carried out in at least 3 country offices.
  • At least 2 protection analyses supported in the region.
  • Protection and AAP considerations incorporated in the Colombia, Nicaragua and Guatemala upcoming CSPs.
  • Protection and AAP actions reported in the ACRs for 2023.

EDUCATION

Master’s degree in development studies, sociology, Gender Studies, International Development, Social Work, Social Sciences or related fields and/or First University Degree with additional 4 years of related work experience and/or training/courses.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least 4 years of post-graduate and progressively responsible professional experience in development projects or humanitarian assistance, of which at least 3 years is international field experience.
  • Demonstrated experience in integrating protection, including GBV, accountability to affected populations in development and humanitarian programmes.
  • Experience in work with indigenous and afro descendant people and/or people living with disability will be an asset.
  • Experience in facilitating workshops, delivering training and conducting capacity-building for field operations on protection and AAP desirable.
  • Understanding of food security programming and the Latin America and the Caribbean contex desirable.

KNOWLEDGE AND SKILLS

  • Strong analytical, written and oral communication skills, as well as strategic and conceptual thinking.
  • Proven capacity to work in a team and provide contextual, demand driven support, ensuring proper upward and downward communication.
  • Cultural sensitivity and strong ethics.
  • Proven ability to produce outputs collaboratively and independently, while at the same time seeking innovative ways to integrate protection and AAP in the work of other relevant units.
  • Flexibility to travel frequently and on short notice, when necessary.

Languages

Fluency (level C) in English and Spanish. French is desired.

Duty station: Panama City, Panama

Duration: 11 months

Successful candidates will be placed in a roster for two (2) years.

Consultants are recognized authorities or specialists in a specific field and whose services are utilized in an advisory, consultative, or demonstrative capacity.
