ORGANIZATIONAL CONTEXT
These jobs are found in Lao Country Offices, Oudomxay Field Office. The job holders typically are under the direct supervision of the Programme Associate and overall supervision of Programme Policy Officer and Head of Field Office in Oudomxay.
At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.
JOB PURPOSE
WFP is looking for Two Programme Assistant SC5 (Service Contract) to be based at Hoon District, Ooudmxay Province.
KEY ACCOUNTABILITIES (not all-inclusive)
- Provide project management and/or general office support following established targets and WFP’s policies and procedures;
- Perform accurate, timely recording of data within the specific technical area of work (e.g., food security and vulnerability assessments) following corporate standards and guidelines;
- Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities;
- Support coordination and communication of activities on behalf of WFP with local partners, agencies, INGOs and government institutions;
- Act as a point of contact for resolution of general operational queries requesting assistance where necessary;
- Support planning for SO2 and SO3 project / activities at district level in collaboration with relevant government offices at district level (e.g. District Agriculture Forestry Office, District Of Health, Lao Women Union)

STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A Bachelor Degree in agriculture, nutrition, public health, social sciences or related functional area is desirable
Language: Fluency in both oral and written communication in Lao and English, ability to speak at least one ethnic group language is an asset
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- At least five years relevant working experience in rural community development or equivalent is preferable.
- Experience working with technical team and contributed to programme implementation.
- Experience working in difficult locations with people of different backgrounds;
- Ability to communicate clearly and to interact with government partners;
- Ability to speak ethnic group language(s) is an asset;
- Knowledge of database and data analysis is an asset;
- Fluency in both oral and written communication in English and Lao;
- Be able to travel to project area by motorbike and has driving license.
