BACKGROUND AND PURPOSE OF THE APPOINTMENT:
Jordan is a middle-income country with 11.2 million people, including 3.4 million non-citizens (refugees and migrant workers). The country hosts the second-highest share of refugees per capita in the world, putting unprecedented pressure on its budgetary and natural resources, infrastructure and labour market. Over the past decade, Jordan’s stagnating economy has failed to create jobs to meet the requirements of its rapidly growing, and largely urban, population. Furthermore, Jordan is a semi-arid country, facing chronic water scarcity and a growing set of climate hazards.
WFP has been a strategic and operational partner of the Government of Jordan since 1964 assisting vulnerable and food insecure Jordanians and, supporting the national management of the refugee crisis and its consequences. Currently, the Research, Assessment and Monitoring (RAM) unit conducts programme monitoring functions ensuring the required Country office compliance with WFP’s standard operating procedures (SOPs) for monitoring and its Minimum Monitoring Requirements (MMR). Under the new Country Strategic Plan of WFP, RAM unit plans to scale-up technical advisory services to the Government Institutions such as Department of Statistics, National Center for Security and Crisis Management etc. to enhance the effectiveness of generation and utilization of evidence.
This post is based in WFP Amman Country Office, Jordan. The job holder is expected to contribute to the evidence base that supports assessment, market analysis and WFP programming in Jordan (e.g., Needs assessment and situation analysis, m-VAM, FSOM (Food Security Outcome Monitoring Assessment), Integrated Food Security Phase Classification (IPC), Market Analysis, Syrian and Non-Syrian refugee targeting, Jordanian targeting, technical support to different units) as well as a full range of proposed capacity strengthening activities that fulfil the objectives of the WFP Country Strategic Plan (2023-2027). The RAM Associate will work under the guidance and supervision of the Senior RAM officer at CO level and will perform the following responsibilities
KEY ACCOUNTABILITIES (not all-inclusive)
Market analysis and price monitoring
• Take the lead on analysis plan development/update, data collection and coordination across relevant units, including Supply Chain and Field Office, related to food commodity market prices and draft high-quality monthly, quarterly, and ad-hoc high-quality market price bulletins to inform country office decision-making.
• Act as a point of contact for resolution of a range of operational queries and problems regarding market analysis.
• Take the lead on assessments and analysis related to Minimum Expenditure Basket (MEB)
• Provide support to the CO risk management by formulating and update the CO risk register on key risk indicators related to economic risks and market prices.
Assessment, analysis and evidence generation
• Carry out the design and implementation of quantitative assessments and surveys, including sampling, methodology, tool design, oversight of enumerator training and field data collection, conduct cleaning and analysis including statistical testing using SPSS software for annual vulnerability assessments, regular monitoring exercises, and others as required.
• Contribute to discussion and implementation for WFP assistance including general food assistance, school-feeding, and resilience-based programmes.
• Support targeting-related statistical analysis to inform the targeting effectiveness and programme decision-making for WFP assistance
• Conduct data cleaning and robust analysis for indicators related to food security, nutrition, markets, vulnerability, and resilience applying statistical methods and tools (such as SPSS / R) and under gender, AAP, and protection lenses.
• Support the generation of an evidence base for food security and nutrition by disseminating evidence products by WFP protocols, compiling lessons learned and best practices and producing external RAM products.
• Coordinate and communicate with local partners, agencies, NGOs, and government institutions to perform technical exchanges and accurate food security analyses to ensure efficient delivery of food assistance and dissemination of evidence-based knowledge
• Support the improvement of accountability and transparency of affected population by management, analysis and responding to tickets received through different “complaints and feedback mechanism (CFM)” channels related to targeting, market prices and protection cases.
• Document business processes and contribute to effective information management and sharing.
Capacity building and partnership
• Coordinate the technical exchanges to ensure data sharing between the national government and WFP in adherence to corporate policies and guidance and data protection and privacy policies.
• Provide support in the establishment and execution of technical agreements with the national government (i.e., the Department of Statistics of Jordan).
• Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
• Provide technical support to relevant partners such as government entities and partner organizations to strengthen national capacities related to food security and market analysis, and early warning systems.
• Perform other related duties as required.
OTHER POST REQUIREMENTS:
• Previous experience in humanitarian or development contexts.
• Previous experience in conducting assessments/surveys/research.
• Demonstrated technical knowledge and understanding of WFP vulnerability mapping systems and emergency assessment standards.
• Proved and advanced report writing skills.
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate in the related functional area.
Experience: At least 6 years of progressively experience, of which at three years closely related to assessments and food security analysis functions using a variety of quantitative and qualitative analytical tools and methods
Language: Fluency in both oral and written communication in Arabic and English.
KNOWLEDGE & SKILLS
• Demonstrated proficiency in the use of several statistical tools and methods for vulnerability analysis. Good experience utilizing statistical processing tools such as Python, SPSS, “R” and/or STATA.
• Experience in coordination and capacity strengthening of government counterparts and/or other partners.

WFP is following the UN salary scale in Jordan; the expected net pensionable salary ranges between 20,280 and 25,920 JOD per year; depending on the years of experience exceeding the minimum requirements.
