The Emergency Operations Division (EME) contributes to WFP’s strategic goal of achieving Zero Hunger by 2030 through the management of an emergency preparedness and response portfolio. It provides a field focused, service oriented, steering and convening role focusing on forward looking preparedness and support to emergencies to ensure a swift, coordinated, and integrated response.
ORGANIZATIONAL CONTEXT AND PURPOSE OF ASSIGNMENT
This Vacancy Announcement will support the building of a pool of emergency officers. The selected candidates at the end of the recruitment process will be part of a pool and will be expected to be mobilized on a short-time to any WFP operations. The selected candidates will be contacted for mobilization when the need arises. The hiring team will reach to the selected candidates on a regular basis to update their availabilities and profiles.
The position will have the operational and technical skills to contribute to the expertise for the design, management, coordination and implementation of emergency preparedness and response operations, facilitating timely, efficient, and effective approaches that are integrated across functions In the field, the position could operate with considerable independence and could manage a substantial team of junior professional and support staff to ensure successful implementation of emergency preparedness and response activities.
The Emergency Officer will technical advice and analysis to integrated response operations at HQ/RB/CO level and/or coordinate field emergency operations to ensure an effective response in terms of food assistance and/or service provision requirements. The incumbent will be expected to deploy on a no-regrets basis to humanitarian emergencies on short notice in support of RBs/COs.
KEY ACCOUNTABILITIES (not all-inclusive)
- • Coordinate emergency response activities in support of senior management at CO/RB/HQ level in line with WFP Emergency Protocols and Frameworks
• Develop and implement cross-functional analysis, including context analysis, to inform operational decision making in emergency preparedness and response
• Provide technical advice for the cross-functional coordination by mobilizing expertise from various technical / functional areas to ensure that emergency preparedness and response is delivered in a coherent, integrated, and efficient manner
• Contribute to the overall strategic development, implementation and management of emergency assessment capacities, scenario building and Concept of Operations to ensure adequate operational readiness and where feasible, a transition plan for more sustainable emergency responses
• Provide analytical based technical advice to RB/CO on the operationalization and integration of multi-dimensional approach to humanitarian access across their Concepts of Operations, strategies, workplansand c and, where necessary, Country Strategic Plans
• Manage the research and analysis of emerging humanitarian and food security trends and potential socio-economic and political instability to identify emerging risks and develop strategies for preparedness and risk reduction before crisis occurs
• Provide oversight to teams on the preparation and dissemination of timely situational updates to senior management, taking the lead on stakeholder management for a diverse range of stakeholders to ensure effective decision-making as well as required external support by the CO/RB/HQ
• Support the development of functional emergency response, surge augmentation and rapid deployment plans to ensure that WFP’s emergency preparedness and response activities are coordinated with the affected communities, authorities and partners
• Deploy on a no-regret basis to humanitarian emergencies on short notice to countries in scale-up phases, corporate alert or other emergency scenarios to ensure that staffing requirements are filled in a timely, effective, efficient and accountable manner
• Contribute to mobilization efforts of WFP resources and capabilities for effective and sustainable emergency preparedness and response
• Identify and advise on optimal use of available funding mechanisms, partnership networks and communication and advocacy platforms to raise visibility of the emergency operation and requirements
• Provide guidance and support in securing additional emergency staff and non-staff resources from external partners leveraging on building new and maintaining existing strategic relationships
• Ensure use of technological tools and solutions to enhance emergency preparedness and response effectiveness and efficiency
• Advise senior management on technical matters related to the emergency response, both current and anticipated
• Lead, motivate and develop a medium size emergency response team to enable high performance
• Contribute to an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework

REQUIRED MINIMUM QUALIFICATIONS
Education: Advanced University degree preferably in social sciences, public administration, international law, public health, international relations/development/affairs, logistics, supply chain management, business administration or other related fields of study, or First University degree with additional years of relevant work experience and/or advanced training/courses.
Experience: At least 6 years of relevant experience in humanitarian work, including at the field level.
Languages: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
DESIRED EXPERIENCES AND SKILLS
- Experience in coordinating with donors/government officials, partners, media outlets etc
- Experience in managing different operational projects such as (but not limited to) programmes, supply chain, CBT, field operation or equivalent
- Experience in leading a small to medium-sized teams in an emergency context and/or hardship context
- Experience in medium-scale emergency operations
- Excellent analytical and writing skills
- Strong interpersonal and communication skills
