Overview of the role
ACAPS is looking at strengthening the quantitative data analysis capacity within the organisation. The successful candidate will turn data into information, information into insight and insight into decisions. The Data Scientist will work alongside ACAPS analysis teams in Geneva and the field to maintain the ETL pipeline, implement the necessary changes, improve current analytical processes, ensuring that analysis is methodologically appropriate and robust.
Tasks and responsibilities Data Analysis and Development
- Identify, clean, and analyze humanitarian datasets using statistical techniques. Explore data for trends and patterns, with a focus on producing useful and meaningful results. Work with analysts to interpret the results in a humanitarian context.
- Support the Data Services team in data visualization, including dashboard.
- Maintain, tweak, further develop the API infrastructure.
- Acquire data from primary or secondary data sources and bring in new data sources to support and strengthen analysis.
- Develop and maintain ACAPS ETL pipeline, data management system, including maintaining databases, developing new ad hoc pipelines to bring in new data, automating processes to improve data collection, and developing systems to maintain data quality and accessibility, and improve analysis across the organisation.
- Build and maintain interfaces for third-party access to ACAPS datasets, respecting data access controls and best practices.
- Design, develop, and implement quantitative analysis methods to improve the quantitative aspects of ACAPS methodology, processes, and tools
- Provide technical support, including training and support to ACAPS staff on data methods, data management, and data analysis.
- Explore and innovate with the ACAPS technical team,to develop new products as required.
External Representation
- Present ACAPS’ analysis resultsto non-technical and policyorientated audiences
- Contribute to and develop further ACAPS’ technical partnerships from within and beyond
the humanitarian sector.
- Represent ACAPS at differentanalysis and assessment fora, as required
Other
- Contribute towards learning and innovation within the Analysis Hub and Response as a whole
- Other relevant duties, as assigned
Working relationships
The Data Scientistwill be part of ACAPS’response and technicalunit. The purposeof the unit is to provide rapid response capacity as well as methodology advice and quality assurance across the organisation on an on-going basis. The Data Scientist will work closely with other Data Scientists and the Data Services Team Leader.
Requirements and qualifications Qualifications and experience
- Post-graduate qualification in Mathematics, ComputerScience, Information Management, Statistics, Data Science, or another relevant discipline. Other degrees with relevant experience may be considered.
- At least 2 years of relevant working experience as a datascientist or similar role.
Professional competencies
- Expertise in data analysis, data manipulation, data management, and data visualisation.
- Programming skills in python are strongly preferred (other relevant tools, such as R, will be considered), as well as knowledge of data structures and algorithms.
- Sound knowledge of statistics and experience using statistical packagesfor analysing data.
- Familiarity with different statistical analysis techniques, including machine learning. Experience with their application to social-science data is a plus.
- Expertise with web frameworks for API development (such as Django).
- Sound knowledge and experience of data visualization tools such as Power BI, Tableau, Flourish, Qlik, etc..
- Strong analytical skills with the ability to collect,organize, analyse, and disseminate significant amounts of information with attention to detail and accuracy
- Understanding of or interest in the humanitarian sectorand emergency response context.
- Fluent written and oral communication skills in English.Working knowledge of other languages is beneficial.

Contract duration: Until 31 December 2023 Jordanian National Contract
Duty Station: ACAPS hosted at NRC MERO Amman, Jordan
Travel: As requested, no more than 30%
