Program/Department Summary:

The Mercy Corps Finance Department is responsible for all financial functions in the office, including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance. The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures. In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.

General Position Summary:

Working in the Finance Department under the direction of the for Accounting Unit, the Cashier will ensure the accuracy and completeness of Mercy Corps accounting records and will primary assist in managing the monthly accounting cycle for Jordan regional office and maintain proper filing and tracking systems

Essential Functions:

  1. Monitor petty cash payment requests daily and ensure the supporting documents and approval have been taken as per policies.
  2. Serve as a custodian of the safe boxes, checkbooks, vouchers, and other financial documents/archives
  3. Managing the petty cash to ensure compliance with the cash management policy and maintain the proper level of available cash in the safe.
  4. Responsible for all CASH disbursements and reimbursement documentations/due processes
  5. Responsible to perform cash counts on a regular basis, both on a weekly and monthly basis
  6. Based on approved payment request, prepare and process the payment for the vendors/suppliers.
  7. Maintaining a Proper Filing System for Finance Vouchers in Soft and Hard Copies in Compliance with Mercy Corps' Standard Procedures and Policies.
  8. Responsible for Enter transactions to Navigator on a daily basis.
  9. Provide support in the preparation of month-end close out.
  10. Provide the necessary assistance to the Finance Officer to ensure timely clearance and processing of any pending payments
  11. Ensure that all time sheets are fully signed by employees every month. This includes verifying that each time sheet is completed accurately and signed by the respective employee.
  12. Provide support to the finance team during the year-end closing process.
  13. Follow up with the tax department regarding any tax-related submissions and ensure timely uploading of the required documents on the tax department's website.
  14. Any other similar duties as above as reasonably assigned by the supervisor.

Supervisory responsibility: None

Accountability

Reports directly to: Accounting Manager

Works directly with: Other Finance Team members, Program Manager/Officers, Operations Manager /Officers, HR/Admin Officers, Logistic/ Transport Officers

Knowledge and experience:

  • 1-2 years of accounting or bookkeeping experience, with a preference for candidates who have treasury experience.
  • A degree in accounting or a relevant business field.
  • Good computer skills in MS Office programs, particularly Excel.
  • Familiarity with computerized, double-entry accounting software.
  • Good organizational skills as well as attention to detail.
  • Very good oral and written English skills as well as Arabic.

Success factors:

A clear understanding of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential. The ability to interact effectively with international and national staff members is required. A demonstrated ability to work quickly and accurately, meet deadlines and process information in support of changing program activities is necessary.
