Action Against Hunger is an international non-governmental organization working in more than 40 countries in the fields of nutrition, food security and livelihoods, water sanitation and hygiene, and care practices. ACF is looking for its program in Jordan for Social Behavior Change Specialist
Work place: Amman (with 50% travel) or Azraq Camp
Overview:
Action Against Hunger is a leading humanitarian agency working to combat hunger, malnutrition and its determinants in over 45 countries worldwide. With field offices in Irbid and Azraq and a head office in Amman, Action Against Hunger has been operational in Jordan since 2013, delivering WASH, social protection, livelihoods and MHPSS in Irbid, Zarqa, Mafraq and Madaba governorates.
A well-known WASH actor in Jordan, Action Against Hunger’s WASH program aims at responding to the basic water supply, sanitation and hygiene needs of vulnerable communities, while contributing to short and long-term service improvement and resilience building in the water and sanitation sectors. Since 2015, Action Against Hunger has been a main WASH actor in Azraq camp managing the operational management of the water supply system, communal latrines, and water points, the construction of household level latrines for most vulnerable households and the establishment and monitoring of the greywater network in the camp.
To further promote optimal hygiene, sanitation, water use, and climate-resilient practices, ACF has been working since 2017 on a community mobilization strategy led by its network of WASH volunteers. To date, ACF is working with a network of WASH volunteers of 750 Lead Mothers, 65 WASH Community Representatives, and 65 Youth WASH Community Representatives in the camp. Through this experience in community mobilization, ACF sees the need for an expanded community-driven behaviour change approach in order to achieve long-term objectives related to WASH.
From 2022 ACF will use its long-standing experience in the camp to strengthen the delivery of WASH community mobilization activities and increase the effective capacity and function of the community governance structures. This will primarily extend to the implementation of behaviour change initiatives aimed at reducing vandalism, addressing challenges associated with menstrual hygiene, and promoting the adoption of water management practices, rather than the knowledge of those practices themselves. In addition, ACF will focus on enhancing community ownership of WASH services, their engagement in planning and maintenance, and promote a more accountable and coordinated WASH response.
Reporting to the WASH Head of Department, the SBC Specialist will be responsible for providing technical and operational support in the planning and implementation of social behaviour change interventions as part of Action Against Hunger’s Azraq Camp WASH program. This will include community engagement, advocacy, empowerment and communication activities working closely with the WASH program manager, project field team and external stakeholders including UNICEF, camp management and other key stakeholders. The position will be based in Amman (with 50% travel) or in Azraq Camp.
Responsibilities:
1) Technically oversee the effective application of social behaviour change approaches and techniques in ACF’s WASH program in Azraq Camp:
- Lead the operationalization of a SBC strategy for the Azraq Camp WASH program.
- Define and develop key tools and resources needed for the implementation of the strategy
- Carry out regular field visits to monitor and follow up on the implementation of the ongoing activities, identify and anticipate problems or constraints and propose solutions and possible improvements.
- Identify, disseminate, and adopt best practices and innovative approaches and technology in SBC for targeted WASH behaviours (ownership, hygiene, MHM, water use), integrate them in program approaches and support SBC and sectoral teams in implementing them.
- Provide technical leadership and guidance to the Azraq WASH program by supporting establishment of standards and quality of SBC activities including relevant SOPs.
- Advise and provide technical guidance on innovative SBC approaches which can expand use of existing and /or proven interventions. Use experiential learning during the project to improve the effectiveness of SBC approaches.
- Contribute in designing the tools and methodologies for TOT training on improved hygiene practices, water conservation topics, and behaviour change methods for the IBVs and WASH volunteers networks.
- Design the best effective communication approaches for delivering hygiene promotion messages that result behaviour changes.
- Identify the physiological elements that contribute to behaviour change, in coordination with ACF mental health teams.
- Identify the technical constraints associated with the implementation of SBC interventions proposing innovative technical solutions in response to such constraints.
- Ensure implementation of the SBC activities in accordance with the approved in the project documents and based on the SBC strategy.
- Collaborate with the Program Manager to to outline the guidelines and methodologies needed for an appropriate implementation of activities.
- Support the processes of planning and implementing technical and outreach program activities.
- Advise the program team in adapting strategies, development, implementation, monitoring and evaluation of SBC interventions.
2) Ensure there is high quality monitoring, reporting, learning and evidence generation associated with social behaviour change interventions implemented
- Lead, quality assure and contribute to development, rollout, and evaluation of SBC strategies and plan; including advocacy for resource mobilization, program communication, community dialogues, gender and equity.
- Analyze/synthesize and stay current with data, evidence and trends for social and behavioral issues and identify/propose evidence-based actions and intervention strategies to be adopted.
- Apply tools, methodologies and frameworks for data collection, tracking, monitoring and reporting and disseminating SBC results.
- Initiate, commission, manage and utilize qualitative and quantitative research on social and behavioral drivers, including, behavioural analysis, human centered design, social listening, behavioural insights, participatory research ect
- Organize/manage formative research and pre-testing of culturally relevant SBC activities and products.
- Generate and use SBC evidence, data, and assessments for humanitarian programming.
- Develop terms of reference, research tools, frameworks and protocols for generating evidence to inform SBC initiatives.
- Contribute to designing the tools/questionaries’ for the baseline and endline to evaluate behaviour change practices.
- Designing tools/ methodologies for the best monitoring system, and behaviour change tracker.
- Working with the MEAL team, refine community engagement and feedback mechanisms and use feedback to inform community engagement, accountability mechanisms and SBC actions.
- Contribute to the development of validated methodology and the creation of monitoring and evaluation tools.
- Compile and consolidate reports and monitoring documents from the field team.
- Support the Project Manager to provide internal reporting on activities according to Action Against Hunger internal tools and support the Project Manager to prepare external reporting as necessary.
- To collaborate with the Project Manager on organizing, conducting and analyzing field surveys specifically for the behaviour change approaches.
- Develop and define basic tools that can allow for follow-up/measure impact of the behaviour change communication strategy.
- Test and propose best mechanisms for follow-up of strategy which aims to strengthen understanding and actions by community in detection, treatment and follow-up.
- Design, implement and/or participate in SBC situation analyses that identify social and behavioral drivers.
3) Build the capacity of program staff members to effectively implement SBC interventions
- Identify SBC capability gaps amongst program staff and initiate relevant and targeted capacity building activities.
- Provide coaching to the WASH, MHM and Community Mobilization Senior Officers to ensure the effective implementation of SBC interventions.
- Provide capacity building training for communities and collaborate with the WASH field team in the identification of training needs, the definition of training subjects and material and the implementation of the training.
- Provide technical support, training and leadership in the development of SBC strategies and support the development of materials such as SBC tools, training modules and work guidance documents.
- Train teams on the communication methods and application tools developed according to outputs from previous objectives.
4) Ensure adherence to Action Against Hunger gender requirements

Education:
- Bachelor’ degree in social and behavioural science (sociology, anthropology, psychology, health, education or communication)with emphasis on strategic communication planning for behaviour development, social mobilization, participatory communication, and research in
- Master’s degree is preferred
Type of professional experience requested:
- A minimum of five years of relevant progressively responsible professional experience in developing, implementing, evaluating, and managing social and behavioural change strategies and content is required.
- At least three years of practical experience in the humanitarian or development humanitarian sector
- Demonstrated expertise in the application of social and behaviour change science, community engagement, theories, research, and analysis
- Proven ability to manage social research, including quantitative, qualitative, and participatory methods for formative assessments is desirable.
Language level:
Fluent in Arabic and excellent level of English
