ORGANIZATIONAL CONTEXT

The incumbent holds the position of the senior-most security analyst in the WFP Regional Bureau for Western Africa, reporting directly to the Senior Regional Security Officer (SRSO). They also have a functional line of reporting to the Senior Security Officer at Headquarters (HQ), who leads the global analysis team. The security situation in Western Africa presents various challenges, including armed conflicts, an expanding jihadist insurgency, political instability, epidemics, as well as natural disasters, which necessitate robust security risk management strategies and plans.

The job holder at this grade level plays a vital role in leading the implementation of these strategies in the region, ensuring accurate and comprehensive security information analysis and management. They are expected to go beyond established procedures, demonstrating expertise in producing complex security information analysis, making sound judgments, and providing well-founded predictions to inform strategic decision-making. Moreover, they are responsible for proposing innovations in security information management techniques.

The job holder operates with a high degree of independence, actively pursuing new areas of activities, and shares responsibility with the SRSO for the development of objectives. They have credible authoritative capacity and possess independent responsibility in originating specific initiatives and establishing new partnerships. At this level, the job holder serves as an expert and team leader, and their work significantly impacts the delivery of overall security information management services.

JOB PURPOSE

To serve as the senior-most security analyst in the WFP Regional Bureau for Western Africa, championing the analysis and contextualization of security information that identifies potential impacts on WFP personnel, assets, and operations. The incumbent will formulate solid judgments and enhance WFP's ability to acquire, process, and effectively communicate security threat information.

In order to position security analysis as the ultimate destination of choice for decision-makers seeking exceptional judgment, valuable insights, and informed decision-making, the job holder will play a vital role in advancing its standing. The incumbent will assume a leading role in supporting security analysis to establish itself as the definitive go-to resource, empowering decision-makers with the knowledge they need and cultivating a profound sense of pride and belonging among its members.

The goal is to drive the efforts towards making security analysis an unparalleled source of excellence and inspiration in the realm of decision-making.

WFP along with the other UN organizations in Dakar is planning to move to a OneUN House in Diamniadio at a date yet to be determined.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Lead the identification of business requirements and coordinate security information analysis, considering the specific security situation in Western Africa, to influence solid planning and sound decision-making at a strategic level.
  • Monitor security incidents, daily situation reports, local media, and other open sources specific to Western Africa to enable comprehensive and reliable security information analysis.
  • Conduct and/or coordinate comprehensive research on security threats and risks in Western Africa, determining the relevance, validity, and reliability of sources. Ensure that security information analysis is readily available to support decision-making in the region.
  • Evaluate and address complex security information requirements by applying agreed approaches and methodologies in security information analysis consistent with WFP and wider UN security information management policies, guidelines, and procedures, considering the unique challenges and risks in Western Africa.
  • Conduct and/or coordinate research on specific threat factors in Western Africa, providing solid recommendations to support security risk management and crisis management and ensure an effective response to specific security incidents.
  • Review and/or provide analytical security updates, security analysis reports, statistics, and trends analysis specific to Western Africa. Contribute to other security reports that enhance stakeholder understanding and decision-making in the region.
  • Develop security information management strategies, policies, guidelines, and security operating procedures specific to Western Africa, ensuring alignment with overall organizational security reporting requirements. Provide consistent security advisories and recommendations to improve security analysis and reporting practices.
  • Provide comprehensive conflict analysis assessing security implications on WFP personnel, assets, and operations in Western Africa. Influence WFP's access strategy, improve conflict-sensitive, gender-sensitive, diversity-sensitive, and inclusive programming, and enhance protection-related efforts in the region. Take active steps to advance diversity, equity, and inclusion (DEI) in all aspects of security analysis and programming, ensuring it is a task embedded within the responsibilities.
  • Supervise and provide guidance to other security analysts in the region, ensuring the quality, consistency, and standardization of security analysis processes, practices, and reporting in Western Africa. Mentor and support the professional development of the analysts to enhance their performance in security information analysis. Additionally, exercise delegated authority from the Senior Regional Security Officer (SRSO) to provide specialized expertise and improve the information management, reporting, and analysis capabilities of the field teams supervised by the SRSO, thereby optimizing their effectiveness in security operations throughout the region.Take a leading role in supporting the advancement of security analysis work across the organization by contributing insights and expertise to shape the strategic direction and framework for security analysis practices organization-wide, thereby supporting the development of a global security information management strategy. Collaborate with colleagues from other regions and HQ to share best practices, lessons learned, and innovative approaches, fostering an environment of knowledge exchange to enhance the effectiveness and efficiency of security information analysis.
  • Develop and foster security information management mechanisms specific to Western Africa, enabling rapid and coordinated information management and exchange among relevant stakeholders, including exploring and promoting innovative approaches such as the use of artificial intelligence (AI). Identify opportunities to leverage AI technologies and data analytics for improved threat assessment, trend analysis, and early warning systems, ensuring the responsible and ethical use of AI in line with WFP and UN policies and guidelines.
  • Coordinate cross-functionally at different levels in Western Africa, contributing to the development of a common operating picture and the determination of risks to the organization in the region.
  • Proactively build and maintain important partnership networks within and outside WFP in Western Africa for effective information sharing on security analytical papers, security situation updates, threats, risk analysis, and trends. Enhance information sharing cohesion to improve regional security understanding.
  • Represent WFP at different forums, contributing to strategic and technical discussions, exchanging knowledge and experiences, and effectively advocating for WFP's position on security matters.
  • Prepare and/or provide presentations and briefings on security developments in specific countries/regions of Western Africa to WFP personnel, donors, and partners, as appropriate.
  • Provide technical advice, guidance, and training to other WFP personnel, building their capabilities in security information analysis and enhancing their performance.
  • Take responsibility for fostering an equitable and inclusive workplace, incorporating all dimensions of the WFP diversity and inclusion framework.
  • Perform other duties as required to support the safety, security, and effectiveness of WFP.

QUALIFICATIONS AND KEY REQUIREMENTS

Education:

  • Advanced University degree in Security Management, International Relations, Political Science, Social or Military Science, Conflict Analysis, Criminology, or Law or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

Experience:

  • Eight (8) years or more of progressively responsible professional regional and/or local security developments experience in security analysis that impact upon organizational security and operational activities in the humanitarian sector

Language:

  • Fluency (level C) in English language.
  • Fluency (level C) in French language.

  • Having relevant experience in the security context of Western Africa is an asset.
  • Having relevant experience in analysing security risks in the context of a jihadist insurgency is an asset.

TERMS AND CONDITIONS

This is an International Professional position and candidates must be a national of a country other than the country of assignment.

Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
