JOB PURPOSE

Ensure gender mainstreaming, gender transformative and inclusive programme activities with a focus on gender equality, women’s empowerment, and disability inclusion throughout WFP’s emergency operation.
The objectives of this role are to:
• Leading the collaborative planning, analysis, documentation, reporting, and knowledge sharing to foster gender equality, improve meaningful disability inclusion and enhance women’s empowerment through WFP supported programmes in Cox’s Bazar and Bashan Char.
• Strengthen strategic partnerships and advocate for WFP strategic priorities through active engagement with different stakeholders and interagency level at Cox’s Bazar.
• Coordinate the advocacy campaigns on women empowerment, gender equality, disability inclusion and preventions of gender-based violence; internally with programmes at office, camps and in local communities; and in collaboration with other UN agencies, government, and networks
• Undertaking and participate in different learning and sharing modules, events, webinars, courses to develop a skilled attitude for further supporting WFP programmes also sharing the knowledge in different platforms and within team members.

KEY ACCOUNTABILITIES (not all-inclusive)

Under theguidance of Head of Area office and supervision of the head of Gender, protection, and inclusion unit, the following list of duties shall be considered to be the responsibility of the Programme Policy Officer (Gender and Inclusion)
Gender and Disability Mainstreaming:
• Strong coordination with country office gender unit and close collaboration with programme & functional units at Area office to structurally identify the priorities and risk relevant to gender and inclusion to formulate annual performance planning (APP) and other key planning for gender and inclusion.
• Act as a focal point for gender and disability inclusion both internally and externally, adequately integrate inclusiveness in the area of gender, age and disability in WFP interventions. are.
• Provide technical support to the team members through capacity building and regular guidance to enable smooth implementation of the planned activities adhering with WFP standards and policies.
• Regular analysis of gendered need and priorities to improve the quality of WFP programmes through planning and conducting desk reviews, gender analysis and rapid gender analysis
• Regular field visits independently and with the team to collect data through observation, key informant interviews, focus-group discussions with the beneficiaries under porgrammes (i.e., general food assistance, livelihood, nutrition, emergency response, site management and engineering etc) in camps and local communities to identify concerns, needs and priorities on gender intersectionality and informing the Programme implementation and design of new programmes
• Engage actively with Gender Result Network (GRN) and programmen to the planning, implementation, and reporting of GRN activities.
• Collaborative support to M&E towards development of gender and disability inclusive M&E framework and researches.
• Ensure inclusion of gender and age marker (GAM) throughout relevant activities through engaging with programme, functional units and provide input to annual reporting of GAM monitoring
• Documenting Gender and Disability outcomes for ad-hoc, mid-year review and annual reports. Drafting inputs for annual country reporting, APP reviews together with showcasing of gender equality work done in various WFP programmes
• Organize advocacy campaigns on women empowerment, gender equality, disability inclusion and preventions of gender-based violence; internally with programmes at office, camps and in local communities; and in collaboration with other UN agencies, government, and networks
• Integrate gender and disability analyses in reports and prepare presentations and training modules as required.

Capacity Strengthening
• Provide support and build capacity for the integration of gender and inclusion for staff, partners, contractors and other affiliated entities through training need assessment of them in collaboration with Porgramme.
• Undertakead-hocrequest from units to conduct trainings internally to WFP staff and externally to Cooperating Partner staff Participate in the documenting all activities by Cooperating Partners and ensuring all necessary documentation is done as per WFP corporate standard.
• Develop factsheets and supporting documents on Gender, and disability inclusion
• Lead resource mobilization efforts through proposal writings, advocacy papers and presentations to increase funding of gender-transformative and disability inclusive livelihood projects.
• Technical support to partnership through engaging in the selection of new partners and evaluation of the existing partners from gender and disability perspective.

Inter-agency Coordination:

• Attend all meetings with Gender in Humanitarian Action Group (GiHA), Gender Results Network (GRN), GBV sub-sector, Age and Disability Working Group, , to leverage WFP’s capacities in gender, and disability inclusive activities.
• Coordinate with relevant stakeholders on gender and disability interventions to ensure smooth implementation of WFP led projects. Other Duties Act as Officer-in

STANDARD MINIMUM QUALIFICATIONS

EDUCATION: Masters preferably in International Development/Gender/Public Health/Food security/Nutrition/ Social Science or any other relevant field

WORK EXPERIENCE: Minimum 5 years of experience with a minimum 3 years of professional experience in decision-making, and supervisory role for implementing Gender Equality and Women's Empowerment program or any other relevant experience.

LANGUAGE: Proficiency in both oral and written communication skills in English
