Rule of law, Democracy, Good Governance Advisor _(Police Advisor)

The “Support to the Rule of Law in Jordan” Project in Jordan is seeking a “Rule of law, Democracy, Good Governance Advisor _(Police Advisor) ” – for full-time base employment as per the below job profile.

Qualifications and specialist knowledge

  • University degree in law, public administration, political science, international affairs, and related fields.
  • Minimum of 5 years of professional experience in the area of law enforcement, rule of law, judiciary, and related areas.
  • Proven knowledge on criminal justice chain, the legal framework and key stakeholders in Jordan
  • Advanced experience of minimum of 5 years in the areas of project management, international development and cooperation
  • At least 3 years of experience in management of EU funded project
  • Experience in capacity development and delivering training programs to law enforcement stakeholders
  • At least 3 years of experience in working the PSD, Ministry of Justice, and Judicial Council
  • Proven experience in result-based monitoring (RBM) and evaluation of donor funded project
  • Experience or familiarity with the internal structure and processes of GIZ, particularly InS, is considered an asset
  • Excellent command and editing skills in both English and Arabic; knowledge of German is an asset.
  • Demonstrated ability to work independently, manage projects, and meet deadlines
  • Good working knowledge of ITC technologies and computer applications (e.g., MS Office, MS Team, etc.)
  • Excellent organizational and networking skills

Core tasks

In your role you are responsible for the technical, substantive and organisational implementation of a project’s measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in bands 2 and 3, and to ensure the quality of the commission’s outcomes.

In addition, you contribute to the conceptual design of the project, in particular its modification or realignment.

You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.

In coordination with the country director and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company.

In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.

You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarising themselves with and performing their tasks.

You perform the tasks assigned to you by your line manager, where required.

Main activities

  • Provide expert guidance and advice on criminal justice policies to the Public Security Directorate (PSD)
  • Lead in implementing activities foreseen in PSD project component, including draft and regular review of workplan and logical framework
  • Collaborate with PSD to design and deliver capacity building activities and workshops, as outlined in the project workplan
  • Report on progress in implementation of activities, revised workplan and logical framework for the bi-annual progress report for the EUDL
  • Monitor and evaluate the effectiveness of implemented activities to ensure time-bounded progress of project for the PSD component
  • Support the PSD prepare the files for the verification of BSP required for the EU Assessment Mission
  • Provide technical knowledge during the preparation of Steering Committee and support drafting the minutes of meetings
  • Prepare the ToRs for STEs to be mobilised for the PSD component
  • Review and approve deliverables of STEs mobilized for the PSD component
  • Collaborate with Communication Expert to develop required visibility and communication material for the PSD Component
  • Participate in Jour Fixe of project team and regular exchange with beneficiaries and EUDL.
  • Set up a technical working group for the PSD component to discuss technical needs and progress made in project implementation
