Job Purpose
The REACH Field Specialist is responsible for coordinating, consolidating, and ensuring the implementation of data collection activities and adherence to ACTED logistic, human resource, administration, and security procedures. At the base level, the REACH Field Specialist will represent REACH to relevant local stakeholders. He/she will be based in Amman, Jordan.

- Ensuring data quality and streamlining field processes in line with programmatic goals
- Cultivating a safe environment for staff where they feel comfortable reporting any misconduct
- Adapting coverage plans and assessment methodologies at the field level to fit operational/contextual shifts on the ground
Duties and Responsibilities
COORDINATION
REACH Field Specialist coordinates the development and implementation of data collection activities at the base level in collaboration with the respective assessment officers and research managers. The REACH Field Specialist provides general support, and guidance, and serves as a focal point for the data collection planning and execution.
MANAGEMENT
The REACH Field Specialist oversees remote management of all field staff, data collection activities, administration, and security of the operation as well as coordination with ACTED staff at the base level. The REACH Field Specialist ensures that ACTED procedures and regulations applicable to REACH concerning programs, logistics, security, HR, and administration are closely followed.
REPRESENTATION
REACH Field Specialist represents REACH at the base level, including meetings with ACTED (such as protocol and security meetings) as well as with external stakeholders as relevant.
LOGISTICS
The REACH Field Specialist is in charge of implementing coverage plans, as well as supporting the operations support unit for procurement of assets and their transport/storage, organization, and distribution of all IT equipment appropriate for the respective bases.
ADMINISTRATION / HUMAN RESOURCES
The REACH Field Specialist is responsible for supporting the management of finances and administration at the base level, as needed and relevant, and providing support to the operations support officer. The REACH Field Specialist also ensures the planning and management of human resources in accordance with ACTED guidelines.
SECURITY
The REACH Field Specialist, with support from the Operations Manager and Country Coordinator, is responsible for coordinating base security management with ACTED security and ensuring the safety of REACH staff and assets. The REACH Field Specialist monitors the political, economic, and social environment in the area, assesses and analyses the risks, and monitors and reports to the Operations Manager whether the situation is appropriate for undertaking REACH data collection activities and in what form. Additionally, the REACH Field Specialist coordinates all field movement with ACTED security, keeping the Operations Manager informed at all times.

The key performance indicator (KPI) is a measurable value that demonstrates how effectively a company is achieving key business objectives. Organizations use KPIs to evaluate their success in reaching targets.
- 95% of data collection completed on time.
- Training of staff on ACTED policies, their TORs, and the REACH‘Core Training’ on data collection
- The majority of staffing gaps are filled within 2 months of occurring.
- Immediate reporting of any security or PSEA incidents among staff or beneficiaries
*ACTED's proposed monthly salary: 1643JOD's
المهارات
QUALIFICATIONS:
- Bachelor’s or master’s degree in any discipline;
- Fluent in English and Arabic (written and spoken);
- Excellent writing and communication skills.
- At least 5 years of work experience with an NGO in an emergency and/or development setting or another relevant field.
- At least 3 years as a manager of a team (3 or more people) in any role
- Ability to work under pressure in a fast-paced environment.
- Good organisational and prioritisation skills.
- Intermediate Proficiency in Microsoft Office, Microsoft Excel, and PowerPoint
- Strong interpersonal skills
- Excellent in Microsoft Office suite and data collection platforms (such as KOBO)
- Completed related humanitarian/data management pieces of training (food security, protection, WASH, project management, etc)
- Strong analytical skills
- Ability to travel for short periods, as needed.
