BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Corporate Planning and Performance (CPP) Division establishes standards, products, and services to ensure transparent and accountable planning, budgeting, and performance management function in WFP. Serving internal and external clients and stakeholders, the Division provides critical support to oversight and decision-making, driving the effective and efficient implementation of WFPs mandate. Under the direction of the CFO & Deputy Executive Director Management, CPP works across the organization to ensure effective and efficient processes across the planning, budget and performance cycle (planning, budgeting, implementation oversight, and reporting). The Division strives to deliver simple, clear, and coherent planning to reporting services and products to its clients.
The CPP Divisional Support Team acts as the Front Office of the CPP Director and is responsible for three key areas that support the CPP Senior Management team in achieving divisional objectives:
1. Divisional Coordination, Compliance and Communication
2. Divisional Budget Management
3. HR & Staffing coordination (Divisional and Functional)
The CPP Divisional Support Team is seeking to hire a consultant to join the team and support on the above key areas.
KEY ACCOUNTABILITIES (not all-inclusive)
Engaging directly with the CPP Director and CPP Management Team, and under the supervision of the Chief Divisional Support, the Consultant will perform a combination of the following responsibilities:
Divisional Coordination, Compliance and Communication
Coordination
• Coordinate CPP-lead initiatives that require inputs from multiple branches/teams,
• Review, quality-check, and provide appropriate advice on work product requiring CPP review and/or approval;
• Lead analytical and project management support: coordination and management of key divisional initiatives and projects (e.g. Critical Corporate Initiatives), including their monitoring and reporting.
Documentation, Analysis and Insights
• Coordinate and/or prepare CPP-lead analysis and visualizations to drive insights and enable of the production and communication of data to inform management decision-making
• Lead and/or support strategic reviews and exercises as/when required
• Coordinate and prepare written materials, including briefing papers, thematic research, and notes for the record;
Compliance
• Provide guidance and support to CPP management to ensure that divisional work is timely completed, consistent with internal management decisions, WFP policies, Executive Board decisions and other relevant guidance; and
• Support divisional compliance by coordinating the preparation of required materials/documentation (such as APP, Risk Register, ED Assurance statement etc.)
• Support the CPP Divisional Support Chief in knowledge management initiatives and best practices in CPP
Communication
• Support the Divisional Support Chief in driving communications and knowledge management initiatives and activities in CPP
Divisional Budget Management
• Support the CPP Chief in planning, monitoring and reporting on the CPP Divisional Budget, including the preparation of regular updates for management.
HR & Staffing Coordination
• Support the CPP Chief and Staffing coordinator in divisional HR related issues (including HR reviews, policy implementation, or HR data analysis).
• Support the operationalization of the corporate people strategy within the division and function
• Support the development and maintenance of onboarding, learning and development materials and programs by implementing what it takes to create a culture that spurs employees to function at their full potential.
Other/General Responsibilities:
• Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries
• Undertake any other tasks required to ensure the smooth operation of the Divisional Support Branch and Division
• Other tasks supporting divisional needs as and when required
Working Arrangements
This is a Rome-based position. The incumbent is expected to be physically present in the office on a regular basis.
QUALIFICATIONS & EXPERIENCE REQUIRED
Education: Advanced University degree in Economics, International Business Management or in International Relations or Political Sciences or other relevant fields, or First University degree with additional years of related work experience and/or trainings/courses.
Experience:
Six years or more of relevant, progressive postgraduate work experience in management consulting and/or relevant fields.
Languages: Fluency (level C) in English language is essential.
Intermediate knowledge (level B) of a second official UN language is preferred: Arabic, Chinese, French, Russian, Spanish, and/or WFP's working language.
DESIRED FOR THE ROLE:
• Experience in working with Senior Leaders/Managers
• Experience in working in a front office/divisional or department support
• Experience in cross-team or cross-functional coordination
• Knowledge of cost analysis, budget/financial management and performance reporting
• Experience in Project Management
