ORGANIZATIONAL CONTEXT

The United Nations World Food Programme (WFP) IT Emergency Preparedness and Response Branch (TECF) is responsible for preparing for, coordinating and managing WFP’s Information Technology response to emergencies, including global and often local leadership of the Emergency Telecommunications Cluster (ETC), rapid deployment of FITTEST, WFP’s IT emergency response capacity, and support the operations.

The Fast IT, Telecommunications and Coordination Support Services Team (FITTEST) is the IT emergency response capacity of WFP. FITTEST has the overall mandate to rapidly assess, build, enhance and restore communications services during emergency and steady-state operations, often within 48 hours of the onset of an emergency. In addition, and to support the provision of
communications services, FITTEST requires expertise in training, partnerships, Services for Communities (S4C) and project management in general.

JOB PURPOSE

JOB TITLE: Head of FITTEST Operations

DUTY STATION (City, Country): Dubai, UAE

DURATION: 12 months with a possibility of extension

SALARY: Salary starts from AED 38,579.13 per month plus medical insurance.

Under the supervision of the Head of FITTEST, the Head of FITTEST Operations leads the planning, delivery and coordination of short- and long-term FITTEST field ICT Emergency Preparedness and Response activities. The Head of FITTEST Operations maintains and manages a pool of staff that can be deployed rapidly on demand to support with the provision of effective ICT services in emergencies or steady-state operations, allowing WFP and/or other Humanitarian Organizations to deliver their humanitarian assistance activities to affected populations quickly and effectively. The Head of FITTEST Operations needs to engage closely with stakeholders in the TEC Division, procurement units, UAE Office, vendors and country offices, to ensure the FITTEST team delivers quality standards technical projects and solutions in the field.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Lead and manage the deployment of a team of experts to deploy standard ICT services
  • in emergency operations for WFP and the wider humanitarian community, in cooperation
  • with key stakeholders, without supervision.
  • Act as Officer in Charge in absence of the Head of FITTEST.
  • Organize travel, finance, cost recovery and hand-carry equipment for all FITTEST team members in support to missions.
  • Engage with requesting WFP country offices and humanitarian organizations to identify staff and equipment required in a timely manner.
  • Provide guidance to the Global/Field TEC teams in designing, budgeting, and planning of all ICT services required including assessment, coordination, management to deployment of voice and data networks, and training ensuring emergency operations are appropriately documented and recorded from beginning to closure of the response Ensure day to day processes and procedures are applied.
  • Chair and represent FITTEST and WFP emergency preparedness and response team in related meetings, operational TEC Task Forces and during visits of government, embassy representatives, officials and/or universities.
  • Constantly monitor the performance of emergency operations to ensure that controls are in place and resources are managed effectively.
  • Lead and manage data analysis and strategic stock planning pertaining to the technical procurement for FITTEST.
  • Manage the FITTEST warehouse ICT emergency stocks, review, and certify global and local TEC new LTAs or LTA renewals.
  • Tender evaluations, documentation, purchases for the ICT stocks, field operations requests, inbound / outbound equipment and provide full-time support to customer service for TEC related requests.
  • Review and evaluate suppliers of TC, IT equipment, and recommend vendors based on the technical review concluded.
  • Assemble, configure existing or new solutions before shipping to operations.
  • Provide regular technical inputs to HQ for the Off-cycle IT Standards review Lead, organize and provide trainings when required.

Staff Management

  • Manage, motivate, and develop a team providing coaching, training and guidance as required to ensure appropriated development and enable high performance.
  • Effectively manage FITTEST staff, to ensure transparent and efficient people management, and the continued development of a cohesive, high performing team.
  • In coordination with relevant WFP and humanitarian stakeholders, identify staff profile(s) and mission TORs to best support the request. Once identified, brief, deploy, de-brief FITTEST staff accordingly and ensure smooth rotation of staff on the ground.
  • Maintain a pool of qualified candidates for recruitment and deployment to support operations (FITTEST, TDY and Standby Partners).

Perform other related duties as required.

DELIVERABLES AT THE END OF THE CONTRACT

  • Field requests for emergency support acknowledged and/or addressed within 24h including weekends.
  • Organize travels and deployment arrangements within 48h of a request to mobilize FITTEST team members and/or equipment.
  • Brief and debriefs held with FITTEST staff member before and after every mission or project.
  • Contracts appointments requests, PACE and protocol/admin support completed for every FITTEST staff in a timely manner.
  • Technical detailed evaluations provided on a daily basis for every ICT procurement led by WFP UAE office.
  • Daily inspection(s) for inbound/outbound ICT equipment completed for every shipment and procurement.
  • ICT emergency stock maintained to a minimum level by procuring equipment when required and as per demand trends.
  • Technical advice on ICT equipment and IT project management provided to requested field offices and FITTEST customer services in a timely manner.

STANDARD MINIMUM QUALIFICATIONS

Education:
University degree in in telecommunications, electrical technique and automation engineering, or other related field.
Experience:
• Five or more years of progressively responsible work experience in the humanitarian ICT field and particular in ICT coordination of operations, preferably in hardship duty stations or emergency situations.
• Five or more years of experience in deploying ICT and electrical systems and services in humanitarian operations.
• Five or move years of coordination experience in emergencies.
Language:
Fluency in both oral and written communication in English.

Knowledge & Skills:
• Proven experience of analyzing and mitigating operational risks.
• Gained experience in managing mid-size financial budgets (over USD 1 million) balancing multiple priorities effectively.
• Previous experience in implementing projects in partnerships with various stakeholders such as UN agencies, NGOs and private sector companies.
• Good knowledge of United Nations regulations, rules and mandate.
• Previous experience within the WFP FITTEST is an asset.
• Ability to design, plan and execute projects and to operate in distributed / decentralized teams and to engage with and support partners
• Ability to work independently through appropriate personal initiative and regular follow-ups.
• Ability to work under pressure and meet tight deadlines
• Collaborative hands-on team member and relationship-builder with a flexible nature and strong business partnering skills towards colleagues and stakeholders.
• Fully capable of installing VHF, HF radio and/or electrical components as per WFP standards without supervision will be an asset.
• Excellent knowledge in ICT policies , theories and practices (e.g. security communications, HF/VHF Radio, satellite phone communications, radio rooms setup) is an added advantage.
• Excellent knowledge in electricity policies (e.g. WFP standards), theories and practices (e.g solar power systems, generators, UPS, voltage regulators) is an asset.
• Knowledge of basic microwave systems is desirable.
• Behavioral flexibility and ability to adapt quickly to the demand and emergency requests.

Training:
• Trainings and certification in VSAT, analogue radio, digital radio, IT solutions for emergencies, IT emergency management, generators installation, field security training are desirable.
