The World Food Programme office in Johannesburg is a Regional Office coordinating and supporting the delivery of humanitarian assistance to 12 Southern Africa countries including Angola, Democratic Republic of Congo, Eswatini, Lesotho, Madagascar, Malawi, Mozambique, Namibia, Republic of Congo, Tanzania, Zambia, Zimbabwe. ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and report to a more senior Supply Chain Officer or Deputy Division/Country Director. Job holders at this grade level demonstrate adaptive capacities in effective supply chain management and make significant independent contributions to the planning and development of operating policies and procedures. Job holders are expected to manage and complete projects or assignments of a major nature achieving effective outputs. Job holders typically anchor a substantive team consisting of professional and support staff ensuring
high performance and development.

BACKGROUND

In the past decade, the number of beneficiaries receiving a form of cash-based assistance is growing rapidly, even multiplying. It is an evolving time for humanitarian assistance.
Supply Chain has a responsibility in CBT contexts to help to create the sustainable markets required to achieve Zero Hunger. We are looking for a Regional Bureau (RB) SC CBT coordinator in Johannesburg who will be in charge of the following detailed responsibilities:

KEY ACCOUNTABILITIES (not all-inclusive)

1 Review and Input Country Strategic Plans – CSPs on CBT and Markets activities.
2 Analyze effectiveness of CBT processes in countries
3 Staffing assessments: maintain a list of CBT focal points in Country Offices, map trained staff and create visibility for TDYs
4 First line of support for MFIs (Market Functionallity Index), Emergencies and Market Diagnostics
5 Coordination and Communication with other units in RB on CBT SC topics, be the SCOT-Supply Chain CBT & Markets focal point within the Regional CBT Working Groups as well as represent SCOT within the Regional SC team
6 Training and Communication COs on new tools, manuals, processes and guidelines.
7 Train and promote the use of dashboards and digital tools (ROC, MDCA, etc.), to identify trends, anomalies and review results with COs
8 Analyze food system contexts with focus on Supply Chain expertise on markets and in consultation with relevant stakeholders, propose a market development plan or framework for interventions, aligned with the overall Regional supply chain and Food Systems approach, identifying key issues and core themes and developing and maintaining a dynamic portfolio of interventions.
9 Support CO SC in the implementation of food system interventions as part of their Country Strategy Plans (CSPs), identifying solutions to food system constraints identified and facilitate initiatives that strengthen efficiency in food system supply chains.
10 Pursue innovative approaches to address important supply chain constraints. Areas of focus will include: (i) Improved availability of quality nutritious foods and linkage to demand; (ii) Competitive supply chains; (iii) Increased resilience to shocks in consultation with Programme
11 Any other duties as required by the supervisor.

Leads design and implementation of supply chain capacity strengthening initiatives
within area of operations managed. Leverages WFP’s supply chain capacities and
networks to strengthen national value chains and stakeholders.
Supply Chain Performance &
Development
Leads continuous supply chain improvement and innovation initiatives within area of
operations managed. Defines operational performance targets, monitors
performance, anticipates and mitigates risks for timely corrective actions.

DELIVERABLES AT THE END OF THE CONTRACT

• Supply chain food system plan/framework of interventions formulated, resource mobilization pursued and implementation progress documented.
• KPIs for measuring impact of SC interventions including a lesson learnt component to enable continuous improvement.
• Timely reports and fund management.
• Evidence generation studies (led by M&E) supported from SC side.
• COs supported in their FS implementation and scaling plans.
• Strengthened WFP SC partnerships in the area of CBT and market analysis and development

STANDARD MINIMUM QUALIFICATIONS

Education:
Minimum 6 years of professional experience.
Advanced university degree in business administration, economics and/or related field

Language:
Fluency in both oral and written communication in English is essential. Working knowledge of French and/or Portuguese an asset.

SKILLS & KNOWLEDGE

  • Previous experience in retail, distribution and/or manufacture is an advantage
  • Lead the design of retail supply chain strategies in developing countries

  • Previous experience with WFP is considered an advantage
