Monitoring, Evaluation & Learning Specialist
Position Summary:
The MEL Specialist leads the development and management of MEL data collection and analysis (tracking, documenting and learning) for multiple security assistance program teams in CRDF Global’s Security Assistance mission area, specifically, programs funded by the U.S. Department of State, Bureau of International Security and Nonproliferation.
The MEL Specialist leads the development of M&E frameworks for the programs they are assigned to – working with members of the program team to identify indicators, develop a program monitoring plan and indicator tracking tool, and ensure that the team is collecting and entering data in accordance with that plan. The MEL Specialist will analyze the data collected from surveys and program reports and share that with the program manager to inform decision making. The MEL Coordinator will also draft or review brief project activity reports and contribute quarterly and closeout reports to the funder. Finally, the MEL Specialist also participates in (and may lead) program design as part of the annual funding cycle’s proposal effort.
The MEL Specialist is responsible for ensuring organizational compliance with CRDF Global’s MEL standards and the funders’ specific MEL requirements.
Major Responsibilities:
- As part of a capture team (business development):
- Identify and update funder M&E and performance requirements from published guidance, the solicitation documents, and past experience
- Moderate or participate in program design sessions to create results frameworks, theories of change and logic models
- Ensure that labor and other direct cost estimates related to MEL activities are included in proposal work breakdown structures and budgets
- Develop example indicators and data collection tools, as required
- As required, draft proposal content, that clearly conveys organization’s overall approach to MEL and the specific MEL strategy for the work proposed (with guidance from senior MEL staff)
- As part of a program team (program implementation):
- Develop M&E Plans in collaboration with program team members (M&E Plans usually include a narrative that explains the theory of change, a logic model, defined output and outcome indicators with baselines and targets, data collection methods, and proposed data disaggregation)
- When required, coordinate development of an evaluation type and design section of the M&E Plan (evaluation plan will be developed together with the MEL Advisor)
- Identify the level of effort required for execution of the M&E Plan, for planning and budgeting purposes
- Ensure shared understanding of the M&E Plan from all stakeholders (program manager, program team members, partners, funder)
- Ensure the team’s understanding of CRDF Global’s MEL standards, the funder’s MEL requirements, and the skills needed to support data collection at the project level
- Manage (support and, as required, conduct) monitoring and evaluations in accordance with the M&E Plan (includes development and implementation of data collection instruments, drafting of project-specific evaluation reports and one-pagers, and, as required, supporting the MEL Advisor or external evaluators in the execution of program-level evaluations)
- Develop compelling visualization of data for internal and external information sharing and reporting
- Provide regular updates on MEL data to the project team, to ensure that data is informing management decisions for performance, learning and continuous improvement.
- Review the M&E instruments and technology components regularly to assess their impact and effectiveness
- As part of the CRDF Global's MEL function team:
- Identify the staffing and capability requirements of assigned programs to support workforce planning
- Participate in ongoing measurement, review and maintenance of the organization’s MEL policies, processes, procedures, tools and technology.

Qualifications:
- 5+ years of MEL experience,
- Program design experience – working with results frameworks, theories of change and logic models
- Experience developing and maintaining indicator trackers or reporting tools
- Experience visualizing data for management and reporting purposes
- Proficiency with Excel
- Strong attention to detail and organizational skills
- Strong time management skills
- Strong written and verbal communication skills in Arabic and English including ability to present to internal and external clients
- Willing and able to travel domestically or internationally
