BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

As the largest humanitarian organization fighting hunger and malnutrition worldwide, World Food Programme (WFP) procures food, goods and services to serve people in the most fragile context. WFP is among the top agencies in terms of volume of procurement, accounting for 20 percent of total UN purchases in terms of value. Procurement within WFP has undergone restructuring and has recognized that the Procurement function needs to be strengthened in the field offices.

The Procurement Consultant role for Ghana CO would be a key function in line with the closing of Ghana Country Office Strategic Plan activities (2019 – 2023) and operational implementation of the upcoming CSP of 2024-2028. The aim is to maximise efficiency of procurement operations and activities.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Support procurement programs and operational activities for the Country Office; following standard processes and contributing to successful procurement of food and non-food commodities issue tenders, evaluate offers and negotiate/award contracts; issue EOIs, screen potential vendors, perform due diligence, present to VMC and manage the registration of new vendors.
  • Contribute to analysis of data to provide recommendations for process improvement.
  • Collate data and contribute to preparation of accurate and timely reports of procurement activities, to contribute to a CO wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization.
  • Review and support the Country Offices procurement cases, present to the PCC.
  • Support capacity building of WFP staff to take a strategic and proactive approach to the procurement of non-food commodities and services.
  • Guide and supervise a limited number of more junior staff, acting as a point of referral and supporting them with analysis and queries.
  • Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.

DELIVERABLES AT THE END OF THE CONTRACT

  1. Establish processes for assigned procurement actions within the CO.
  2. Manage EOI processes for specified activities.
  3. Issue tenders and establish contracts for the assigned CO units.
  4. Provide technical guidance and support to the procurement staff in the CO.
  5. Develop DOTS dashboards to track the status of CO procurement actions.
  6. Actively engage in G&S reporting/data collection for the unit.

Education:

Advanced University degree (recognized by https://www.whed.net/home.php) in Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field, or First University degree (recognized by https://www.whed.net/home.php with additional years of related work experience and/or training/courses. With additional relevant work experience and/or training/courses.

Experience:

At least three years of experience in handling simple to moderately complex transactions/ purchase of goods/services. Experience working with vendors and partners and experience in coordinating procurement processes with other units/ teams (e.g., Programme logistics, ICT, Administration).)

Languages:

Fluency (level C) in English Language.

TERMS AND CONDITIONS

This is a Regular Consultancy Contract. A Regular Consultancy Contract is offered for a maximum period of 11 months after which the consultant will proceed on one (1) month mandatory break-in- service and will have the contract renewed when his/her services are still required and paid at the agreed monthly salary.
