Brief description of WFP in Uganda
WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.
As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.
ORGANIZATIONAL CONTEXT
These jobs are found in Headquarters (HQ), Regional Bureaux (RB) and Country Offices (CO and Area/Field Offices. Job holders report to a Logistics Officer, Head of Unit or the designate.
At this level, job holders demonstrate responsibility and initiative to respond independently to queries with only general guidance for all assistance modalities for both WFP and logistics common services. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders typically manage a small team, supervising and coaching staff.
JOB PURPOSE
To provide specialized support functions and/or supervise staff performing standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.
ARE YOU UP TO THE CHALLENGE?
We are seeking a qualified individual for the position of Logisctics Associate to be based in Kampala Country Office. Selected candidates will be employed on Service Contract.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Preparation and overall processing of Request for Quotations (RFQ) for all contracts required for the implementation of WFP Logistics operations in Uganda and the same disseminated as per WFP approved systems.
2. Ensure organization of all required meetings related to the contracting process.
3. Prepare and disseminate of information regarding contract status and any other required information including but not limited to Local Contracting Committee (LCC) minutes, Expression of Interest (EOI), Contract Awards and Note for Record (NFR) documents
4. Evaluate documentation received from companies aspiring to be included in WFP shortlist and present findings to the Logistics Officer.
5. Evaluate offers received for various RFQ’s and present findings to the Logistics Officer.
6. Draft or assist in drafting any other correspondence from the Contracting Unit of an official nature or for internal purposes.
7. Monitor contract validity dates and other relevant information regarding each contract.
8. Ensure advertisement, receipt of documentation and short-listing of prospective service providers where applicable.
9. Contribute to the performance evaluation process.
10.Develop contract management tools, templates, methods and processes for contracts. Maintain database of information related to the contracts and perform trend analysis of historical data related to contracts and transport data.
11. Transform and modernize contracting processes by making use of new technologies through increased automation.
12. Gather market intelligence; keep abreast of developments in the market as well as any regulations affecting the sector, as applicable.
13. Produce organized, accurate and well documented records with well analyzed data and address unforeseen situations while seeking advice and guidance from supervisor, as necessary.
14. Perform other related duties as may be required.

STANDARD MINIMUM QUALIFICATIONS
University degree in Accounting, Business Administration, Logistics, Procurement, Supply Chain Management, or related degree
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
A minimum of five years’ practical working experience in one or more of the transportation and ancillary sectors: port operations, shipping, clearing, and forwarding, air operations, large scale road/rail transport and distribution management.
Ability to review a variety of complex data, adjust discrepancies and resolve operational problems with substantial independence.
Ability to obtain/give information of non-routine in nature involving interpretation of facts requiring clarity of expression.
High sense of initiative and judgment with an ability to work quickly and accurately under minimum supervision and time constraints/pressure.
