Project Background:

The Public Financial Management and Administration Activity (PFMA) aims to work in partnership with USAID/Jordan and the Government of Jordan (GOJ) to improve Jordan’s revenue system and enhance their budget management process. PFMA will build the capacity of the Jordanian Ministry of Finance and other government institutions to modernize the revenue collection system, encourage compliance—including making it easier for taxpayers to comply with tax obligations—upgrade public procurement management, and improve budget planning, preparation, and execution. Key objectives include: 1) improving the revenue raising system; 2) streamlining the budget management process; 3) optimizing public expenditure management; and 4) implementing crosscutting Public Financial Management reforms such as interventions to address COVID-19. Through a combination of technical assistance, capacity building, and facilitation, tangible and measurable results are expected during the anticipated five-year duration of the activity.

Position Description:

The ICT Project Manager – Revenue Mobilization will support all aspects of ICT project Management including – design, planning, scheduling, execution, monitoring, implementation and reporting for digital transformation activities that are undertaken at the GOJ revenue departments in the framework of the Jordan PFMA project. Under the guidance and supervision of the Revenue Performance Reform Lead, the ICT Project Manager – Revenue Mobilization will work closely with the Income and Sales Tax Department (ISTD), the Department of Lands and Survey (DLS), and the Jordan Customs (JC) to achieve the transformational change that robust Information and Communications Technology (ICT) tools can offer. The technology component will then drive results that reduce administrative and compliance costs, broaden the tax base, enhance revenue collection, develop services, and promote compliance. The ICT Project Manager – Revenue Mobilization will provide technical advice and support, including capacity development, in the different phases of the design, development/procurement/customization, testing/piloting, and rollout of the electronic systems and tools.

Key Duties and Responsibilities:

  • Support counterparts with developing a digital transformation agenda, inclusive of detailed action plans with required resources and capacity building needs.
  • Provide technical assistance to recommend best suitable system development options (commercial-off-the-shelf [COTS] or customized development), based on a cost-benefit analysis and considering capacity constraints.
  • Provide technical assistance to develop costs, system design, functionality, interoperability, hardware, and software requirements for the ICT systems.
  • Support counterparts through the procurement/development process of the electronic systems and the engagement activities with the vendors/IT suppliers and software developers.
  • Ensure that systems implementation stays on budget and schedule, continuously track progress against milestones and quickly address any delays.
  • Support counterparts through the development, customization, testing and implementation phases of the ICT systems, in the framework of the technical assistance activities provided by PFMA’s Obj1 component.
  • Support counterparts to improve the integrity and accuracy of the registers (taxpayers/properties/traders) and strengthen data integration and exchange with third-party sources.
  • Support counterparts with digitalization initiatives, and conduct needed activities to design new applications and streamline business processes.
  • Provide technical assistance to expand digital communication, expand online and support services, and enhance contact center capabilities.
  • Lead the development of mobile applications and provide technical assistance to improve e-services delivery.
  • Provide support to improve cybersecurity operations and identify capacity building needs
  • Support the counterparts to implement ISO Information Security Management System 27001 and obtain the ISO accreditation to improve information security operations
  • Support the counterparts to implement ISO Business Continuity Management System 22301 and obtain the ISO accreditation to improve recovery from disruptive events
  • Provide technical assistance to improve capacities of the IT specialists to implement and maintain the new systems.
  • Develop RFPs and RFQs aligned with counterparts’ needs and PFMA’s objectives for different ICT procurements and manage the implementation and delivery.
  • Contribute to the development and monitoring of work plans and the preparation of technical reports.
  • Provide support to implement ICT projects that include web development, mobile app development, hardware installation, database management and IT emergency recovery.
  • Set project goals and create plans to meet them.
  • Maintain the project schedule and budget and provide status reports on these.
  • Manage ICT resources, including team, equipment etc.
  • Assign tasks to ICT team members as required.
  • Develop strategies to deliver on time and within budget, and use IT project management tools to track progress and performance.
  • Assess and mitigate project risks.

Qualifications:

  • University degree in Computer Science, Business Administration, Mathematics, Management Information Systems, Computer Engineering, or equivalent related field.
  • 10+ years of experience in the field of digital transformation for revenue reforms.
  • Proven experience in system and infrastructure design, and rollout, of electronic revenue management systems and related business intelligence solutions and electronic services.
  • Solid knowledge of best practice in ICT systems, digital services and platforms, and project management tools.
  • Proven experience with conducting ICT reforms for at least two of the GOJ revenue departments (ISTD, DLS, CD).
  • Good understanding of international procurement procedures of commercial-off-the-shelf (COTS) revenue systems.
  • Demonstrated ability to work in dynamic environments and achieve development outcomes.
  • Strong communication, management, and team-work skills.
  • Excellent organizational skills with a willingness to take initiative and be proactive.
  • Strong English writing and speaking skills required.
