ORGANIZATIONAL CONTEXT

The Regional Centre of Excellence Against Hunger and Malnutrition (CERFAM) is the result of the strategic partnership between the Government of Côte d’Ivoire and WFP to support countries in West and Central Africa and in the continent at large in their efforts to eradicate hunger and malnutrition.

CERFAM serves as knowledge hub for good practices and high-impact innovations against hunger and malnutrition and a demand-driven capacity strengthening hub for regional, national, and local actors and communities. To this end, CERFAM facilitates and mobilizes high-level expertise and promotes innovative solutions to fight hunger and malnutrition through the documentation and dissemination of good practices, innovative approaches, and the networking of national, regional, and international experts within the framework of South-South Cooperation. More specifically, CERFAM has a service offering that is two-fold: (i) identify, document, promote and disseminate good practices at country level in Africa, and (ii) act as a catalyst by deploying expertise for the implementation of good practices through capacity building and South-South cooperation.

Home-grown school feeding, nutrition integration, food systems, agri-food value chain optimization, community resilience, social protection, climate change and supply chains are CERFAM key focus areas. Focus is put on advancing youth and women’s empowerment. Research, technical assistance, partnerships and communication and advocacy are the four pillars of CERFAM. These pillars are the foundations to leveraging CERFAM’s visibility, positioning, engagement and partnership with a wide range of stakeholders to bring about the transformation needed towards zero hunger.

CERFAM seeks the assistance of a Senior Policy Programme Officer with strong skills on knowledge management and south-south cooperation for an 11-month consultancy at CERFAM.

PURPOSE OF THE ASSIGNMENT

Under the direct supervision of the Director of CERFAM, the Sr. Programme, Policy and Knowledge Management Adviser (Consultant) will head the Operations Unit to promote technical assistance, knowledge management, south-south cooperation and the strengthening of strategic and operational support and reporting at large. The incumbent will primarily be responsible for the following functions,

MAIN ACCOUNTABILITIES/RESPONSIBILITIES

  1. Support the Director of CERFAM in the formulation and development of strategic, technical and programmatic documentation and materials for the Centre to implement its portfolio;
  2. Support the Director of the CERFAM in developing, maintaining and supporting the establishment of strategic partnerships to identify opportunities for collaborative approaches and initiatives that improve sustainable development and support advocacy work;
  3. Provide technical advice or mobilise technical expertise, policy and programme advice to governments and WFP country offices in the region on food and nutrition security, including on vulnerability analysis, smallholder farmer support, school feeding, nutrition and other related topics;
  4. Assist senior stakeholders of governments and other partners in identifying best practices and lessons learned to improve their programmes and support them with capacity strengthening activities to better apply the learning into their programmes.
  5. Provide support and technical expertise for the planning, formulation, deployment and implementation of innovative solutions and best practices against hunger and malnutrition in the region to strengthen government and community ownership and effectiveness of food security and nutrition programmes at national and sub-national levels;
  6. Contribute to facilitating technical cooperation among countries in the region, WFP regional bureaus, country offices and HQ divisions
  7. Lead CERFAM work on knowledge exchange by identifying and disseminating good practices and innovative hunger solutions including through CERFAm Knowledge Exchange Platform (KEPT) as well as learning exchanges to pioneer countries on food security, nutrition and related topics.
  8. Contribute to building south-south cooperation, including by ensuring strong synergy and complementarity with the activities of the Brazil and China Centres of Excellence;
  9. Contribute to the positioning and engagement of CERFAM through direct participation in events, briefings, information products and other materials on subjects related to priority programmatic themes in humanitarian, transition and development contexts and other related issues.
  10. Support the consolidation or development of policy, technical and programme documents, reports, analyses and other documents relevant to building the knowledge-base of innovative solutions and best practices against hunger and malnutrition;
  11. Support research and evidence building on issues relevant to food and nutrition security.
  12. Manage or oversee preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use;
  13. Advice and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partner to design and deliver effective food assistance programmes.
  14. Perform other related tasks as required

SPECIFIC QUALIFICATIONS & EXPERIENCE REQUIRED

Education:

You have

Advanced university degree i.e., Doctorate, Master or equivalent (recognized by https://www.whed.net/home.php) in International Development, Development Economics, International Relations, Knowledge Management, Communications or another relevant field or a first university degree in the same disciplines with additional experience.

Experience:

You have

At least eight (8) years of professional experience in international development, including at least one of the following areas: Food and Nutrition Security, School Feeding Programmes, South-South Cooperation and Social Protection.

  • Experience in design, management and implementation of policies, programmes and projects.
  • Experience in working with Centres of Excellence is an asset
  • Strong technical knowledge in food and nutrition security, school feeding, support to smallholders’ farmers and related issues
  • Strong technical skills and experience on knowledge management and digital platforms
  • Experience in multicultural environments and working with staff from other cultures and background is an asset.

Other specific job requirement:

  • Ability to work independently in a timely and organised manner.
  • Strong coordination and problem-solving skills.
  • Excellent oral, written, communication and presentation skills.
  • Demonstrated ability to develop and maintain effective work relationships with counterparts and staff within the office, other UN agencies and key stakeholders.
  • Willingness to explore and experiment new ideas and approaches in own work.
  • Strong interpersonal skills, teamwork spirit and ability to work in multicultural settings.

Languages:

Fluency (level C in reading, writing and speaking) in English and French.
