Senior Human Resources Manager

The International Community School (ICS), one of the longest established and most successful international non-proprietary schools in the Middle East is seeking to recruit a full-time Senior Human Resources Manager to join our school as soon as possible.

The successful candidate is expected to plan, evaluate and lead several tasks across the human resources department, manage the HR team and ensure the department performs the duties as expected. The candidate is also expected to execute and manage the entire recruitment process of the school and its staffing budget, monitor the HR metrics, implement the HR policies and collaborate with the Ministries of Labour and Education as required.

The Human Resources Manager reports to the Director of Business & Administration and is part of the school administration team.

Candidates should:

  • Hold a Bachelor degree in Human Resources Management or similar HR degree.
  • Have substantial experience in recruitment and managing a diverse human resources team (previous work in a school setting is desirable).
  • Have a good understanding of the Jordanian labour law and legislation.
  • Have knowledge and understanding of safeguarding.
  • Have excellent Arabic and English Communication skills including writing, public speaking and interpersonal communication.
  • Demonstrate resilience and interpersonal skills and have effective personal organisation and leadership skills.
  • Have strong IT skills (including Google docs and sheets).
  • Be a person of integrity; able to maintain confidentiality; able to remain impartial; be sympathetic to the needs of others; have an openness to learning and change; have a positive attitude to personal development and training;

Job Description

JOB TITLE: Human Resources Manager

Responsible to: Director of Business and Administration

Responsible for: HR Officers

*Role Summary:

The HR Manager is responsible to the Director of Business and Administration for overseeing the management of the School’s employment operations in accordance with School’s policies and procedures.

In carrying out his/her responsibilities, the HR Manager is reminded that the business of ICS is education and that, within set policies and procedures, concerns and the welfare of the School’s community are to be seen as the priority in the implementation of the departments operations.

The HR Manager assumes responsibility for the following specific areas of the School’s management operations. In carrying out these responsibilities the HR Manager may delegate specific tasks and areas of responsibility to members of the departments under him/her.

*Role Responsibilities:

Staffing Budget:

  • Prepare a draft annual staffing budget in accordance with the guidelines set by the Principal;
  • Modify the budget in accordance with the directions set by the HR- Sub Committee;
  • Monitor the approval budget and alert the Principal to any headings, line items or expenditures which may in future exceed their approval limits;
  • Prepare such other budget reports and updates as may be required by the Principal.

HR Sub-Committee:

  • Arrange HR-Sub Committee meetings as per the availability of the members and work with the Principal to send the Agenda draft ahead of time;
  • Take minutes of the meetings and follow up on actions taken by the Committee;
  • Work closely with the Committee to advertise and appoint the School Principal as needed;
  • Work closely with the Committee to ensure a proper Principal appraisal process and set KPIs are in place;
  • Update the committee on staff appointments, leavers, exit interviews feedback, staff and parents engagement surveys feedback in addition to the status of the approved staffing budget.

HR practices:

  • Provide consultation to the SLT on strategic staffing plans, compensation, benefits, training and development, budget, and labor relations;
  • Maintain the work structure by updating job descriptions;
  • Establish a recruiting and interviewing program; assist on candidate selection; and conduct and analyze exit interviews;
  • Work with the SLT to set-up clear and thorough induction and orientation programs.
  • Effectively plan, design, develop and evaluate human resource-related initiatives that support organizational strategic goals;
  • Follow up with the SLT members the staff performance management process and ensure that the process is clear to all staff;
  • Negotiate and administer employment contracts and agreements, ensures compliance with the Jordanian Labour Law and advise department managers on legal implications of HR issues related to discipline and employee grievances;
  • Establish good relations with the local and international recruitment agencies for any job vacancy that might occur throughout the academic year;
  • Maintain management guidelines by preparing, updating, and recommending human resource policies and procedures;
  • Maintain historical human resource records by designing a filing and retrieval system; keeping past and current records;
  • Maintain organization staff by establish.ing a recruiting, testing, and interviewing program; counseling managers on candidate selection; conducting and analyzing exit interviews; recommending changes;
  • Follow up on staff welfare, international staff accommodation, work permits and residency cards;
  • Review the staff medical insurance policy and inform the Principal of any suggestions to ensure and improve the medical provision offered to ICS staff;
  • Work with the HR Team to book new staff flights and baggages and ensure a thorough relocation process in place;
  • Review the Employee Handbook, Employer Handbook and the relocation to Amman handbook and ensure proper communication with the staff.
  • Update the Ministry of Education Employment Handbook as needed and inform the Principal of any changes;
  • Work as a liaison officer between the School and the Solicitor appointed by the School for any matters related to employment;
  • Work closet with the HR team to ensure compliance with the Safer recruitment policy and update the Principal with any deviations;
  • Ensure a proper Performance Review process is active and in place to all staff under the HR department and the other departments under the Director.

Compliance:

The HR Manager will be responsible for supporting the Director of Business and Administration with the compliance programme and will:

  • Work as a liaison officer between the School and the Ministry of Labour;
  • Liaise with the Ministry of Culture and or Ministry of Education on any matter pertaining to the school’s needs as directed by the Principal or Director of Business and Administration;
  • Inform the Principal and SLT of any new laws and procedures which have been instructed by the MoL/MoE or MoC and support the SLT by collecting additional information from the relevant government departments as requested;
  • Liaise with the relevant government department as needed, sustaining a positive relationship and school reputation at all times;
  • Write to the Ministries as directed by the Principal with any correspondence needed to comply with the Ministry laws and regulations and seek approval from the Ministries for any activity as requested by the SLT;
  • Attend any and all relevant government training events pertaining to issues of compliance.

General:

  • Promote an effective and efficient working environment within the departments;
  • Facilitate the work of all other areas of the School’s operations through the development of good working relationships with all colleagues;
  • Appraise and /or evaluate the work of teams in accordance with School policies and procedures;
  • As a member of the Administrative SMT act as a role model for all School employees.
  • Such other duties may be required by the Principal and the HR Sub-Committee within the terms of the contract..
