Consortium Coordinator

MAIN RESPONSIBILITIES:

The Consortium Coordinator manages and plans the implementation of the governance of MdM consortium Syria, by ensuring links communication and information sharing between the different MdM Chapters of the consortium (MdM FR, MdM ES, MdM TR), with the institutional donors of the project and other stakeholders

He/she ensures quality of the implementation and achievement of results. He/She is – together with the Consortium Coordination Committee – the safeguard of the strategic orientation of the project, of its consistency, and its compliance with MdM as well as Donors ‘procedures.

He/she will be leading the development, compilation and writing of project proposals and donor reports for the Syria mission.

WORKING RELATIONSHIPS:

  • Hierarchical link: Regional General Coordinator Syria & Iraq
  • Functional link (if any): Desk Manager Syria, Iraq, Yemen
  • Others: works in close collaboration with:
    • MdM Consortium Chapters (MdM FR, MdM ES, MdM TR)
    • Contract-holding MdM Chapters (when different from MdM FR) and donors (both institutional and private)
    • DDI, Private funds and Fundraising Departments at HQ

ROLES:

Management of the Consortium

  • Lead and ensure the smooth work of the Consortium.
  • Ensure the support provided by MdM France to other MdM chapters and partners for all projects led by MdM France,
  • Act as focal point of MdM Consortium Chapters
    • Towards MdM Contract holders (if different from MdM FR)
    • regarding any donors’ related issues for the projects implemented by different chapters with funds carried by MdM France.
  • Ensure the coordination between all departments (Medical, Logistics, and Finance departments) among the MdM Consortium members.
  • Lead and draft the required contracts, MOUs and required Annex’s to be signed between MdM consortium Chapters.
  • Contribute to the definition and guaranteeing the implementation of the funding’s strategy for Syria in collaboration with the different MdM Chapters and the DDI.
  • Assure the qualitative and timely production of proposals, amendments and reports for the projects carried by MdM FR and implemented by MdM TR (in Northwest Syria), MdM ES (in Northeast Syria) and MdM FR partners (inside Syria)
  • Participate in the capitalisation of this experience, and use lessons learnt to make proposals for strengthening the operational cooperation within the MdM network.
  • Organize and facilitate regular and ad-hoc meetings between MdM Chapters at different levels (Consortium Coordination Committee, MEAL teams, DDI and private funds, support Departments finance, logistics, HR) to ensure quality implementation, timely information sharing and decision making.
  • Ensure the efficiency, effectiveness, transparency, and participatory nature of the means of coordination implemented between MdM Chapters.

Grant management

  • Keep an updated overview of the existing/open Grants – together with the Program Support Officer for Syria at MdM HQ
  • Lead the contractual reporting (as per reporting schedule agreed by all consortium members), collecting / consolidating narrative reports from all consortium members, preparing the documentation for any project’s modifications – including budget revisions, amendments or extensions, always in close consultation with the consortium members.
  • Lead the identification of risks and obstacles and the definition of corrective actions in agreement with the consortium members
  • Lead the monitoring of the activities, implementing and organizing regular lessons learnt workshops to improve the approach and the mechanisms in place
  • Lead the process of writing new proposals for Syria – including their compilation and consolidation – in coordination with the consortium members to gather their inputs for the finalization of the documents prior to submission.

Project Management and leadership

  • Lead the development and the update of a coordinated action plan and monitoring at both mission and HQ levels, in coordination with the missions Operational Coordinators and the Consortium Coordination Committee – respectively.
  • Assure regularly present in the Consortium Coordination Committee and other governance bodies with key decisions and information such as operational and financial feedback and recommendations of corrective measures (if any).
  • Keep an overview on the efficient use of the financial resources linked to the consortium
  • Lead and anticipating the development of contingency plans to allow the continuation of the consortium humanitarian response in case of context changes.
  • Ensur the efficiency, effectiveness, transparency, and participatory nature of the means of coordination implemented between the partners.

Monitoring, Evaluation, Accountability and Learning

  • Lead the elaboration, compilation, implementation, and review of effective MEAL plans for the consortium members.
  • Ensure (with the support of the Medical Coordinator Syria and the Health Advisor) the relevance and the quality of reports, analysis, maps and recommendations produced

The list of missions is not exhaustive and may be changed to reflect developments and specific needs.

SKILLS REQUIRED:

Training & Experience

  • Qualification: bachelor’s degree or equivalent in project and grant management
  • Experience in project and/or finance management of min 3 years
  • Experience on budget and financial reports review
  • Experience in compiling and drafting donors’ proposasl and reports
  • Further experience:
  • Experience as a consortium coordinator could be a strong asset
  • Humanitarian experience is compulsory, in an emergency setting preferably.
  • Experience in coordination position(s) is necessary.
  • Previous experience with MdM is a strong asset

Soft skills

  • Diplomacy
  • Capacity to work independently and with minor guidance
  • Leadership and capacity to gather different bodies together
  • Prioritization and ability to work under stress and with short deadlines
  • Knowledge of the Middle East context is desirable

Hard skills

  • IT (Office Pack)
  • Strategic planning and Vision: Ability to set objectives, conduct resource provision planning, and draw a risk assessment
  • In depth Analysis and Problem Solving: Ability to undertake a corrective action regarding a non-conformity, an incident or a problem.

Languages

  • Fluent Written and oral English essential
  • Arabic knowledge is an asset
