ABOUT GLOBAL FLEET
WFP owns, leases and globally operates more than 1,400 trucks of different configurations, trailers and workshop facilities throughout 28 Country Offices (COs). The WFP fleet is deployed to fill critical gaps in local transport capacity and stabilize transport rates in the event of increased insecurity and/or sudden growth in demand, as well as pioneer new routes that, due to prevailing insecurity, would remain inaccessible to local transporters. The Global Fleet unit operates three fleet hubs in Accra (Ghana), Dubai (UAE) and Kampala (Uganda), and provides a range of fleet services to WFP and non-WFP entities such as spare parts supply, technical trainings, capacity strengthening projects and the managing of a corporate fleet management- and vehicle tracking systems.
JOB PURPOSE
The Spare Parts Manager and ATV Project Manager will support the Dubai Hub Coordinator in the implementation of activities of the fleet and centralized spare parts hub in Dubai, UAE. This will include the management of the spare parts store, purchase and deployment of parts, consolidation of Country Office requests and provision of technical and operational expertise. The incumbent will as well be responsible for the management of Global Fleet’s leasing of all-terrain vehicles (ATVs), including the provision of project management and technical support.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the general supervision of the Dubai Hub Coordinator, the incumbent shall perform the following duties:
• Plan and lead on the Global Fleet spare parts operation to ensure timely, efficient, and cost-effective storage and supply of spare parts to country offices.
• Plan, organise and supervise the work of storekeepers to ensure that tasks are accomplished in a manner consistent with organizational requirements, such as adherence to health and safety standards.
• Implement procedures and normative guidance for spare parts management to handle inventory effectively through the corporate fleet management system (FMS) and ensure loss mitigation, and stock surplus.
• Provide technical advice and guidance to regional fleet managers in Ghana and Uganda to ensure the accurate and timely supply of spare parts to the regional fleet hubs and Country Offices.
• Manage accurate and timely reporting including provision of analysis of trends of spare part requests from Country Offices to recommend appropriate quantities and avoid surplus.
• Participate in the technical evaluation of Global Fleet tenders related to the acquisition of spare parts.
• Track the process of freight, customs clearance and in country processes, and timely convey related information to respected recipients until goods are finally received.
• Collect and analyse relevant technical data from FMS, the Fleet Portal and other sources for evidence based KPIs and increased efficiency of spare parts management.
• Contribute to system developments in FMS and the Global Fleet Portal to improve data collection and reporting.
• Plan and lead the Global Fleet ATV Project by ensuring timely supply of vehicles and spare parts during emergency.
• Advise Country Offices in the development of a business case for the deployment of ATVs.
• Provide technical advice and guidance to Country Offices regarding ATV operations and provide training and coaching to mechanics and drivers to ensure appropriate ATV usage and enable safe performance.
• Collect and analyze technical data from ATV operations and recommend modifications on the vehicles to better respond to operational requirements.
• Perform any other duties as required by Hub Manager.
STANDARD MINIMUM QUALIFICATIONS
Education
• University degree in Business Administration, Engineering, Transport Economics, or other fields related to surface transport
Experience
• Minimum five years of relevant professional experience working in logistics and supply chain in challenging environments
• Proven experience in fleet and workshop management
• Technical experience in spare parts management
• Experience in humanitarian emergencies is considered an advantage
• Understanding of WFP’s logistics practices is considered an advantage
Technical Skills and Knowledge
• Strong knowledge of Fleet Management System
• Proficiency in MS Office (Word, Excel) and knowledge of transport tracking systems
• Demonstrated in depth technical expertise in managing fleets and workshops
• Excellent analytical, conceptual and writing skills
• Ability to rapidly understand complex operations and quickly focus on priorities
• Ability to plan, anticipate challenges and work on activities in parallel
• Ability to create and maintain strong relationships with key counterparts
• Fully committed to the objectives, mandate and code of ethics of the WFP
• Experience identifying transportation operations risks and maintaining documentation on emergency logistics preparedness
• Experience preparing and managing transport and project budgets
• Experience in working in insecure and difficult environments
Language
• Proficiency in English and intermediate knowledge of another official UN language
